EXPERIENCE
Superintendent, Division of Vector Control, Suffolk County Department of Public Works – Yaphank,
NY. 1994- 2016
I led Suffolk County’s integrated mosquito control program, with a staff of 35 and an annual budget of
approximately $2.8M. This program consists of a broad range of control activities guided by a
sophisticated surveillance component. Control includes public education, biocontrols, larval control with
biorational agents and mosquito adulticiding. Vector Control is responsible for the legacy ditch and culvert
system first installed in the 1930’s and plays an active role in implementing improved wetland management
techniques designed to combine wetland rehabilitation with biocontrol of mosquitoes. I was responsible for
the overall direction of the program, resource allocation, staffing and interaction with other County
programs and outside agencies. I played a leading role in the development of the Vector Control and
Wetlands Management Long Term Plan and Generic Environmental Impact Statement, including the
development of wetlands Best Management practices. As part of the Long Term Plan, I helped plan,
implement and evaluate an 80-acre Integrated Marsh Management project at Wertheim National Wildlife
Refuge. As a direct result of that project and the peer-reviewed papers that emerged from it, the County
has been awarded over $2M in Federal grant funds for IMM work.
Marine Resources Specialist / Tidal Wetlands Manager, New York State Department of
Environmental Conservation – Stony Brook, NY – 1986-1994
I was responsible for the management of approximately 2300 acres of tidal wetlands properties. The duties
included patrol and boundary maintenance, public access and development of public use and management
policy. I played a lead role in the development of a management manual for the properties that included
techniques for natural resources inventory, evaluation of management options and guidelines for restorative
management. I was also the Department’s in house expert for wetlands restoration and mosquito control.
Area Manager / Oceanographer, U.S. Army Corps of Engineers, New York District – 1985-1986
I was responsible for processing of Corps Section 10 and Section 404 permits, and for evaluation of
wetlands and dredging projects, including wetlands boundary delineation.
