PROFESSIONAL PROFILE
Mr. Chakroff completed his undergraduate degree in Forest Biology at the State
University of New York (SUNY) College of Environmental Science and Forestry
(ES&F) and Syracuse University, and his Master of Science degree in Water
Resources Management from the same universities. Mr. Chakroff’s
professional environmental experience includes: six years with St. Croix
Environmental Association (SEA) and Virgin Islands Conservation Society
(VICS), three years with the U.S. Environmental Protection Agency (USEPA),
two years with the National Pollution Control Commission of the Philippines
(NPCC), two years with The Nature Conservancy (TNC), and seven years with
TransCentury Corporation. Mr. Chakroff is a certified environmental professional
(CEP), member of the National Association of Environmental Professionals, and
recipient of the USEPA Region II Environmental Quality Award.
Since 2009 Mr. Chakroff’s primary focus has been directed to renewable energy
solutions for the U.S. Virgin Islands, beginning with assessment of waste-to-
energy and biofuel energy as SEA executive director. Most recently, Mr.
Chakroff has concentrated on wind, solar, and bulk energy storage as a Partner
in Island Energy Innovations, LLC and Solar Delivered, LLC.
As executive director of SEA and program director of VICS, in addition to general
organization management and fundraising, Mr. Chakroff was responsible for
technical and scientific review and public testimony on environmental policy and
legislation; and federal and territorial permits, rules, regulations and ordinances.
As director of TNC’s Eastern Caribbean Program, Mr. Chakroff was responsible
for environmental conservation program development and management in
Puerto Rico, and the Lesser Antilles from the US Virgin Islands to Grenada.
As Vice President and Director of Natural Resources at TransCentury, Mr.
Chakroff was responsible for funding, design/ development and administration
of projects involving water resources management, renewable energy, forestry,
fisheries; and environmental assessment. Projects were located in Indonesia,
Pakistan, São Tome’ e Principe, Sudan, Somalia, Yemen and the USA.
As a biologist for the USEPA, headquarters, Mr. Chakroff assessed
environmental impacts of oil and gas exploration on coral reef ecosystems, and
impacts of Ocean Thermal Energy Conversion (OTEC). He also represented the
agency on a task force developing the National Marine Sanctuary Program.
Mr. Chakroff served as a Peace Corps Volunteer assigned to the Philippine
NPCC, where he conducted research on impacts of a thermal discharge from
an oil-filed power plant on fish, plankton and benthic communities of Laguna de
Bay, a lake outside Manila. He also worked on abatement of vehicular air
pollution in Manila and assessment of industrial pollution at various sites in the
Philippines. As land use coordinator on the USEPA Region II Youth Advisory
Board, Mr. Chakroff advised the agency on relationships between landfill
management and air quality. During the same period, he was on the
coordinating team the first Earth Day activities in Syracuse, NY.
Among other writings, Mr. Chakroff co-authored two environmental guides: Boy
Scouts of America merit badge manual Environmental Science, and Mohonk
Trust/VITA manual Environmentally Sound Small-Scale Agricultural Projects
