owned by Mr Pan who has been sailing at sea, serving with the Singapore National shipping line (NOL)
and other international companies for over 8 years before working ashore with major ship management
companies.

3. Monsoon has its own offices in Myanmar (1992) and
Philippines (1994) with representative recruiting offices
in Jakarta (1997), China (1997), and Mumbai (2002).

4. Monsoon Maritime Services Pte Ltd focuses its
management resources in two main area of services to
our customers.
The two complementary areas of our services:

5. Selection and recruitment of seaman in Monsoon will be from our established network,
existing crew pool and through advertisement if needed. A strict evaluation interview and
guidelines, including client matrix, is followed with established procedures:

• Previous specific shipboard experience

• Personality and attitude
• English proficiency & international exposure

Crew source, recruitment and selection process
6. During the interview assessment, all new crew are physically examined by our
experienced interviewers for physical fitness e.g. BMI and also recent sea service
record and reference check if required for past medical history.
Medical standards will comply firstly to local crew state requirement then flag state and
now MLC as well as company specified or industry (e.g. UKOG) medical standard or
Pandi club standard.
Drug and alcohol tests, vaccinations and other tests as may be stipulated by company
or industry will be implemented, consistent with STCW/MLC and flag state legal
requirements.
We also evaluate our existing sickness and injuries track record to assess our success
rate. We will modify our recruitment strategy as may be required to minimise medical
cases.

7. MLC requires a RPS like Monsoon to have a record keeping system and to ensure we maintain
an up-to-date register of all seafarers recruited and placed, and to have the register available
for inspection by the Director of Marine.
Our respective offices will check and verify the crew certificates, contracts, payroll, appraisal,
personal records, and are required to verify that seafarers recruited are qualified for the job
concerned.
Monsoon has both hardcopy and softcopy database of crew records developed in-house which
can be accessed by Monsoon Singapore. We can generate crew lists, crew on vacation as well
as other lists as may be required by clients.
Confidentiality of crew records is a requirement of MLC.
Currently, access to such records for operational or audit purpose is through Monsoon
Singapore but can be make directly accessible (for Filipino crew) if required.

8. MONSOON – Management Information
Annual reviews are conducted with respective Principals to evaluate Monsoon
crewing services. Management information provided to Principals includes:
• Budget performance and manning cost
• Fleet crew list
• Crew vacation list
• Crew planning and rotation forecast
• Crew retention rate
• Crew performance and promotion
• P&I cases
• Disciplinary cases
• Training plan and records
• Customers audits, KPI and services review
9. Monsoon is presently providing more than 500 competent officers and ratings onboard with a wide range of
experience on more than 30 vessels of different types in international and regional trade under different flags of
registry.
Types of vessels which are manned with Monsoon crew include General Cargo, Containers, Bulk Carriers, Log
Carriers, Tankers (Oil, Product, Chemical), Ro/Ro, Offshore Supply vessels, Seismic Survey vessels, Anchor
Handling Tugs, FPSO.
All crew are compliant to the latest STCW and flag state requirements, and are operationally experienced and
integrated into established pool and rotation for respective customers.
Training matrices are established with respective customers according to STCW, MLC and owners’ specifications for
age, medical, experience and qualification for respective positions onboard.
Monsoon has already established its own in-house training facilities in Manila and Yangon for pre-joining briefing,
anti-piracy, owners’ QHSE and safety briefing and seminars.
Our Yangon office has in-house training for electrical engineers, cooks and English language. Monsoon Manila has
conducted other specific pre-training (e.g. Marine Mammals Observers) as required by our customers.
Monsoon uses established recognised training centres such as IDESS, Consolidated, MSTS, SMTC for owner-
specified training such as offshore BOSIET, OEHTM, FRC, HLO, welding courses etc.

10. Monsoon continuously trains and upgrades its pool of seafarers through upgrading training courses in accordance
with STCW and Flag State requirements, in order to achieve a high standard of safety and professional skills and
to enhance safety, job satisfaction and career prospects for all seamen.
Monsoon expects all its seamen to actively participate in training and upgrading in a systematic manner while
ashore and onboard ships. All seamen must clearly understand their responsibilities towards training and
upgrading.

• Professional Licence & Professional Enhancement Courses e.g. Deck officers and Engineers’ professional
licenses, Coastal Navigation, Ship Simulator and Handling, Shipboard Management, Planned Maintenance

11. Monsoon has negotiated and signed various types of CBA, including ITF affiliated unions e.g.
AMOSUP, SMOU, SOS.
Monsoon Singapore maintains a major client’s specified QHSE system. Monsoon Yangon has an
ISO based system updated 22nd Jan 2014.
Monsoon Singapore has obtained a MOM EA Licence and the MPA LOA, bringing our company in
full compliance to Singapore flag state requirement of MLC well ahead of 20th Aug 13
implementation. Manila office has upgraded its licence with POEA to MLC standard. Monsoon
Yangon (ZTP) has voluntarily achieved an MLC audit by NK as RPS on 23rd Jan 2014. Monsoon
Yangon is in compliance to MLC as well as ISO 9001:2008 standards.
All offices are actively audited by our own internal audits as well as clients’ audits. Recent audits
are done by DNV (Manila), WesternGeco, K Lines, Sanco all without any major findings and in
compliance with MLC.
