(SIP), which supports people who are chronically homeless and have
substance use issues that have led to their arrests. SIP provides an
alternative to incarceration by offering treatment in sober living
environments.
SIP’s main aim is preventing the reentry of chronic substance and alcohol
abusers into the city’s jail, hospital emergency rooms, and detoxification
centers. In doing so, SIP reduces the costs incurred by San Diego’s
healthcare sector, its judicial system, and law enforcement professionals
while providing program participants with the opportunity to reintegrate into
mainstream society.
