It has almost been a year since I was elected as the Vice-Chair of the UAE Branch Committee and
during this time I discovered that other committee members are not only professionals in the risk
management field but also highly committed, dedicated and energetic individuals whose main
interests are to raise the risk management standards in the region and provide the best information
and advice to everyone.
It is needless to say that being a Committee member is a very demanding task that can only reward
by offering an amazing self-satisfaction feeling! And for those who wonder how the UAE Branch is
experiencing an extraordinary growth and recognition on local and international levels I would say
that this is only possible due to the support, commitment and professionalism of every member of
the UAE Branch whom are either experts in the risk management from all over the industry sectors,
or juniors in the field with a determination to develop their knowledge.
It is extremely inspiring to see all those hard working individuals turning up in large numbers,
sacrificing their personal lives and travelling near and far to attend monthly gatherings to learn
from, or share their knowledge with others in such a warm and friendly setting. Personally I find
this experience another reason to persuade me to work harder and give more to maintain this
momentum and success.
So, my fellow IIRSM colleagues: by choosing a career in risk management you have shown your good
gestures and by joining the Institute you have made a big step in your professional life! So now it is
your turn to blend in, speak up and participate in the Branch’s events as confidence and knowledge
are your passport to move forward in this field.

2nd Annual Symposium
and AGM
The aim of this year’s event is to drive change across the
industrial sector within both the UAE, and wider region.
This will be achieved through the identification of
essential Risk Management challenges, practices and
solutions applicable to the sector.
The event will convey information from notable industry
figures covering topics such as fire safety, worker’s
welfare, working at heights and leadership. Additionally, a
panel discussion and live demonstration will focus on this
year’s theme:
“Industrial Safety: The Challenges We Face”

The Branch’s 68th monthly meeting was held in our new venue in Abu Dhabi – Etihad Airways
Training Academy and attended by a large number of professionals to benefit from two valuable
presentations; the first titled Road and Vehicle Safety Best Practices and Considerations was made

ISO 45001 - New International Occupational Health & Safety
Management System
Background and development process
Drawing on the best of existing standards and schemes, the OHSAS Project Group (with BSI as the
secretariat) published the OHSAS 18000 Series in 1999. In July 2007, the OHSAS 18001 specification
was updated and more closely aligned with the framework of other management system standards
such as ISO 14001.
The UK then decided to adopt OHSAS 18001 as a British Standard and created BS OHSAS 18001.
The scope and launch of the development of ISO 45001 was then agreed by a ballot of National
Standards Bodies (NSB) in 2013 and a project committee, ISO PC 283, met in London in October
that year to create the first working draft of ISO 45001 using OHSAS 18001 - the internationally
recognized and adopted British Standard for Occupational Health and Safety - as the blueprint. The
development was carried out by experts nominated by their National Standards Bodies and liaison
organizations.

The working group (WG1) was being led by Kristian Glaesel (Convenor) and the secretariat is held
by Sweden (SIS).
What was considered in its development?

Key areas of focus
•	 All High Level Structure (HLS) requirements, hence context, leadership, risk and opportunities.
•	 The commitment to provision and maintenance of a safe and healthy workplace.
•	 The definitions of workplace and workers.
•	 The overall involvement of workers (participation and consultation).
•	 The relationship between and impact of the chosen boundaries of an organisation’s OH&S
MS on the scope of the OH&S MS.
•	 Health related risks, including mental health.
•	 Risks and opportunities of the OH&S MS.
•	 Procurement – particularly outsourced processes and functions and contractors.
•	 Actions to manage the risks and opportunities and related controls
Comparisons with BSI OHSAS 18001
The most significant and obvious differences include the HLS related requirements, particularly the
focus given to top management’s leadership and associated commitments. This has synergies with
other HLS ISO standards such as ISO14001:2015 but ISO 45001 arguably takes these commitments
even further, the heading alone for example is Leadership and worker participation, with additional
references to the commitment to promotion of a positive culture in the organisation such that it
supports the commitments to the provision of a safe and healthy workplace.
Worker participation and consultation requirements are given considerably more attention in ISO
45001 (it is also now referred to as a ‘process’), emphasising the participation and consultation with
non-managerial workers.
There are ‘subtle’ changes or additions that need to be understood, these include wherever the
word ‘process’ is used. For example, consultation and communication related requirements both
refer to these being a process, hence a systematic, ‘designed/planned’ and repeatable approach is
required.
Management of change is more explicit with defined specific requirements.
Procurement and associated requirements for outsourcing and management of contractors are
also more explicit. Any process, or function, that relates to the scope of the OH&S MS that is
outsourced to an external organisation, or part of the business that is not within the boundaries of
the organisation’s OH&S MS, must be controlled (the type and degree of control needs to be defined
within the organisation’s OH&S MS).
HLS relevance
There are far more synergies between this OH&S Management System and other HLS standards than
existed with BSOHSAS18001; hence opportunities and advantages are there to be identified and
taken. Examples range from overall management of risk to the documented system.
With regard to the Context of the Organisation, an overall business requirements holistic approach
could be taken, with the specific or shared risk and opportunities being identified for all aspects
of the business, including any that might impact on OH&S performance i.e. the very same ‘issue’
or interested parties requirement may have impacts on environmental performance, security and
OH&S performance, but to different degrees.
Similarly, when considering the risks and opportunities to the OH&S Management System itself,
there may be similar or equivalent risks and opportunities to other management systems e.g. any
risk identified to be associated with the internal auditing of OH&S, may also indicate that there are
similar risks to environmental audits etc.
Summary
Overall this is a much improved standard, taking into consideration global differences e.g. cultures,
legislation, types of risks, contexts of organisations, interested parties needs and expectations.
Giving increased focus to the provision of a safe and healthy workplace, the involvement of all
workers, shared workplaces and interactions with other organisations e.g. outsourcing and shared
ownership of activities.

6. Your biggest professional challenge The Key role I played in my present job, as HSE Officer, is
the successful planning and Implementation of overall HSE
Management system despite the resistance to change by
many senior members of staff and the opposition I faced as a
result of reporting to the Operations Manager instead of HSE
Manager. But eventually I overcame the challenges by being
tenacious in my determination in enforcing HSE regulation
and compliance in over 16 high rise towers in Al Muneera Al
Raha Beach Community (AL DAA PJSC biggest community).
Another challenge for me was ensuring effective
communications amongst workers due to Language barrier in
the multicultural environment.
7. Reasons for joining IIRSM During the AGM/ Symposium at Radisson Blu in May 2017,
I was privileged to be working as the HSE advisor in the hotel.
I was particularly impressed by the professional acumen
displayed by the key personnel and how members set to help
and support others across the ballroom during the event.
More so, one of the key influencers in my decision to join was
the openness and willingness to share knowledge with not
only the members but likewise non-members.
Meeting Matt, Daryl and Frank on the same day was very
inspiring and their support eventually influenced my decision
to join immediately.
8. Your expectations and suggestions to
improve the Branch performance
In a scale, IIRSM portfolio has exceeded my expectations and
I'm proud to be part of the team.
As an NGO that has overall priority in training and
professional development of members there is an
expectation, to be provided with an opportunity and platform
to serve others as I have been served.
Also, I may suggest improving the CPD workshops and
especially encouraging one-to-one coaching

Falls from height … enhance your organisation’s safety through
qualifications and training
At Highfield we’re passionate about improving safety through qualifications and training, and when it
comes to health and safety the damage that can be caused goes deeper than the individual involved in
any accident. The ramifications for the company can be potentially disastrous and costly.
The latest statistics suggest that, worldwide, there are 313 million accidents and 2.3 million workers
die as a result of occupational accidents or work-related diseases every year. A striking comparison can
be drawn with the number of people killed by armed conflicts worldwide, which stands at a little under
160,000 people. The direct cost of workplace accidents and illnesses is an astonishing $250bn every
year.
However, there are steps that we can all take to reduce the risk of harm in the workplace. Health and
safety applies no matter what industry you operate in, no matter how many staff you employ and no
matter where you operate in the world.
When we look at high-risk operations, the construction industry is an easily identifiable target. The
potential risks are plentiful on any construction site from moving machinery and the movement of
heavy or bulky objects, to working at height and working in a confined space, the potential dangers are
clear even to an untrained eye. And yet, every year, there are thousands upon thousands of reportable
accidents in the construction industry.
Using the UK as a benchmark, in 2016/17 there were 64,000 RIDDOR reportable accidents within the
construction industry, and of these 24% (15,360) of all injuries were the result of a slip, trip or fall, and
18% (11,520) were the result of a fall from height. In the same period there were 30 fatal accidents, of
which 50% were as a result of a fall from height.

Over the last two decades great strides have been made in the implementation of health and safety
policy in the Middle East, but as with most regions around the world, there is still more that can
be done.
Recent regional studies have shown that there is still a long way to go:
•	 74% of employees in many parts of the region believe their training is outdated
•	 69% of construction companies operating in the Middle East lack the understanding of
the importance of health and safety
•	 up to 59% of employees in some GCC countries are never issued with safety and
health certificates
•	 48% of all occupational injuries in the Kingdom of Saudi Arabia occur in the
construction industry
•	 38% of construction deaths occur because of a lack of, or inappropriate, supervision
•	 33.2% of construction injuries in Kuwait are because of falls from height
•	 only 18% of construction companies in many parts of the region conduct regular health and
safety training
One of the key factors to reduce these figures is to raise the competency of all staff through
education, training, competency and compliance. We do this by providing employees and employers
with the abilities to properly risk assess their working environment, to be aware of potential dangers
and provide the knowledge to avoid putting themselves in harmful scenarios.
The Level 2 International Award in Health and Safety in the Workplace is suitable for a wide range of
industries and gives a basic understanding of the potential risks that can be found in any workplace.
We offer a range of qualifications that are ideally suited to the construction industry with
qualifications including the:
•	 Level 1 International Award in Health and Safety for Construction Labourers and Site Visitors
•	 Level 2 International Award in Working at Height
•	 Level 3 International Award in Health and Safety for Construction Supervisors
At Highfield we are not standing still when it comes to health and safety, we know more can be
done and there is a demand for qualifications in other areas of health and safety, which is why in the
coming months we will be launching the:

What is IPAF
The International Powered Access Federation (IPAF) promotes the safe and effective use of powered

Training
The IPAF training programme for platform operators is certified by TÜV as conforming to ISO 18878.
More than 160,000 operators are trained each year through a worldwide network of over 600
training centres. Training generally lasts one to two days and is a mixture of theory and practice.
PAL Card
Those who successfully complete IPAF training are awarded the PAL Card (Powered Access Licence),
the most widely held and recognised proof of training for platform operators. The PAL Card is
valid for five years and shows the machine categories that the operator has been trained in. It also
features the holder’s photo and signature, and can be verified by calling IPAF.

IIRSM UAE Branch uaebranch@iirsm.orgwww.iirsm.org “This publication is intended to be a general informative newsletter and cannot be substituted for professional advice.” 2 It has almost been a year since I was elected as the Vice-Chair of the UAE Branch Committee and during this time I discovered that other committee members are not only professionals in the risk management field but also highly committed, dedicated and energetic individuals whose main interests are to raise the risk management standards in the region and provide the best information and advice to everyone. It is needless to say that being a Committee member is a very demanding task that can only reward by offering an amazing self-satisfaction feeling! And for those who wonder how the UAE Branch is experiencing an extraordinary growth and recognition on local and international levels I would say that this is only possible due to the support, commitment and professionalism of every member of the UAE Branch whom are either experts in the risk management from all over the industry sectors, or juniors in the field with a determination to develop their knowledge. It is extremely inspiring to see all those hard working individuals turning up in large numbers, sacrificing their personal lives and travelling near and far to attend monthly gatherings to learn from, or share their knowledge with others in such a warm and friendly setting. Personally I find this experience another reason to persuade me to work harder and give more to maintain this momentum and success. So, my fellow IIRSM colleagues: by choosing a career in risk management you have shown your good gestures and by joining the Institute you have made a big step in your professional life!   • 3. IIRSM UAE Branch 2nd Annual Symposium and AGM The aim of this year’s event is to drive change across the industrial sector within both the UAE, and wider region. This will be achieved through the identification of essential Risk Management challenges, practices and solutions applicable to the sector. The event will convey information from notable industry figures covering topics such as fire safety, worker’s welfare, working at heights and leadership. Additionally, a panel discussion and live demonstration will focus on this year’s theme: “Industrial Safety: The Challenges We Face” The event is free to attend for IIRSM members and only AED 150 for non-members. IIRSM UAE Branch uaebranch@iirsm.orgwww.iirsm.org “This publication is intended to be a general informative newsletter and cannot be substituted for professional advice.” 6 TOPIC OF THE QUARTER Stephen Griffiths EMEA Product Champion (Environmental and H&S) BSI Group ISO 45001 - New International Occupational Health & Safety Management System Background and development process Drawing on the best of existing standards and schemes, the OHSAS Project Group (with BSI as the secretariat) published the OHSAS 18000 Series in 1999. In July 2007, the OHSAS 18001 specification was updated and more closely aligned with the framework of other management system standards such as ISO 14001. The UK then decided to adopt OHSAS 18001 as a British Standard and created BS OHSAS 18001. The scope and launch of the development of ISO 45001 was then agreed by a ballot of National Standards Bodies (NSB) in 2013 and a project committee, ISO PC 283, met in London in October that year to create the first working draft of ISO 45001 using OHSAS 18001 - the internationally recognized and adopted British Standard for Occupational Health and Safety - as the blueprint. The development was carried out by experts nominated by their National Standards Bodies and liaison organizations. The working group (WG1) was being led by Kristian Glaesel (Convenor) and the secretariat is held by Sweden (SIS). What was considered in its development? International experts considered: A. Integration with other ISO MSS E. ISO mandated requirements related to work on the HLS for MS

IIRSM UAE Branch uaebranch@iirsm.orgwww.iirsm.org “This publication is intended to be a general informative newsletter and cannot be substituted for professional advice.” 7 Key areas of focus • All High Level Structure (HLS) requirements, hence context, leadership, risk and opportunities. • The commitment to provision and maintenance of a safe and healthy workplace. • The definitions of workplace and workers. • The overall involvement of workers (participation and consultation). • The relationship between and impact of the chosen boundaries of an organisation’s OH&S MS on the scope of the OH&S MS. • Health related risks, including mental health. • Risks and opportunities of the OH&S MS. • Procurement – particularly outsourced processes and functions and contractors. • Actions to manage the risks and opportunities and related controls Comparisons with BSI OHSAS 18001 The most significant and obvious differences include the HLS related requirements, particularly the focus given to top management’s leadership and associated commitments. This has synergies with other HLS ISO standards such as ISO14001:2015 but ISO 45001 arguably takes these commitments even further, the heading alone for example is Leadership and worker participation, with additional references to the commitment to promotion of a positive culture in the organisation such that it supports the commitments to the provision of a safe and healthy workplace. Worker participation and consultation requirements are given considerably more attention in ISO 45001 (it is also now referred to as a ‘process’), emphasising the participation and consultation with non-managerial workers. There are ‘subtle’ changes or additions that need to be understood, these include wherever the word ‘process’ is used. For example, consultation and communication related requirements both refer to these being a process, hence a systematic, ‘designed/planned’ and repeatable approach is required. Management of change is more explicit with defined specific requirements. Procurement and associated requirements for outsourcing and management of contractors are also more explicit. Any process, or function, that relates to the scope of the OH&S MS that is outsourced to an external organisation, or part of the business that is not within the boundaries of the organisation’s OH&S MS, must be controlled (the type and degree of control needs to be defined within the organisation’s OH&S MS).

HLS relevance There are far more synergies between this OH&S Management System and other HLS standards than existed with BSOHSAS18001; hence opportunities and advantages are there to be identified and taken. Examples range from overall management of risk to the documented system. With regard to the Context of the Organisation, an overall business requirements holistic approach could be taken, with the specific or shared risk and opportunities being identified for all aspects of the business, including any that might impact on OH&S performance i.e. the very same ‘issue’ or interested parties requirement may have impacts on environmental performance, security and OH&S performance, but to different degrees. Similarly, when considering the risks and opportunities to the OH&S Management System itself, there may be similar or equivalent risks and opportunities to other management systems e.g. any risk identified to be associated with the internal auditing of OH&S, may also indicate that there are similar risks to environmental audits etc. Summary Overall this is a much improved standard, taking into consideration global differences e.g. cultures, legislation, types of risks, contexts of organisations, interested parties needs and expectations. Giving increased focus to the provision of a safe and healthy workplace, the involvement of all workers, shared workplaces and interactions with other organisations e.g. outsourcing and shared ownership of activities. Your biggest professional challenge The Key role I played in my present job, as HSE Officer, is the successful planning and Implementation of overall HSE Management system despite the resistance to change by many senior members of staff and the opposition I faced as a result of reporting to the Operations Manager instead of HSE Manager. But eventually I overcame the challenges by being tenacious in my determination in enforcing HSE regulation and compliance in over 16 high rise towers in Al Muneera Al Raha Beach Community (AL DAA PJSC biggest community). Another challenge for me was ensuring effective communications amongst workers due to Language barrier in the multicultural environment. 7. Reasons for joining IIRSM During the AGM/ Symposium at Radisson Blu in May 2017, I was privileged to be working as the HSE advisor in the hotel. I was particularly impressed by the professional acumen displayed by the key personnel and how members set to help and support others across the ballroom during the event. More so, one of the key influencers in my decision to join was the openness and willingness to share knowledge with not only the members but likewise non-members. Meeting Matt, Daryl and Frank on the same day was very inspiring and their support eventually influenced my decision to join immediately. 8. Your expectations and suggestions to improve the Branch performance In a scale, IIRSM portfolio has exceeded my expectations and I'm proud to be part of the team. As an NGO that has overall priority in training and professional development of members there is an expectation, to be provided with an opportunity and platform to serve others as I have been served. The ramifications for the company can be potentially disastrous and costly. The latest statistics suggest that, worldwide, there are 313 million accidents and 2.3 million workers die as a result of occupational accidents or work-related diseases every year. A striking comparison can be drawn with the number of people killed by armed conflicts worldwide, which stands at a little under 160,000 people. The direct cost of workplace accidents and illnesses is an astonishing $250bn every year. However, there are steps that we can all take to reduce the risk of harm in the workplace. Health and safety applies no matter what industry you operate in, no matter how many staff you employ and no matter where you operate in the world. When we look at high-risk operations, the construction industry is an easily identifiable target. The potential risks are plentiful on any construction site from moving machinery and the movement of heavy or bulky objects, to working at height and working in a confined space, the potential dangers are clear even to an untrained eye. And yet, every year, there are thousands upon thousands of reportable accidents in the construction industry. Using the UK as a benchmark, in 2016/17 there were 64,000 RIDDOR reportable accidents within the construction industry, and of these 24% (15,360) of all injuries were the result of a slip, trip or fall, and 18% (11,520) were the result of a fall from height. In the same period there were 30 fatal accidents, of which 50% were as a result of a fall from height.

Recent regional studies have shown that there is still a long way to go: • 74% of employees in many parts of the region believe their training is outdated • 69% of construction companies operating in the Middle East lack the understanding of the importance of health and safety • up to 59% of employees in some GCC countries are never issued with safety and health certificates • 48% of all occupational injuries in the Kingdom of Saudi Arabia occur in the construction industry • 38% of construction deaths occur because of a lack of, or inappropriate, supervision • 33.2% of construction injuries in Kuwait are because of falls from height • only 18% of construction companies in many parts of the region conduct regular health and safety training One of the key factors to reduce these figures is to raise the competency of all staff through education, training, competency and compliance. We do this by providing employees and employers with the abilities to properly risk assess their working environment, to be aware of potential dangers and provide the knowledge to avoid putting themselves in harmful scenarios. The Level 2 International Award in Health and Safety in the Workplace is suitable for a wide range of industries and gives a basic understanding of the potential risks that can be found in any workplace. Set up in 1983, IPAF is a not-for-profit members’ organisation that represents the interests of manufacturers, distributors, users, rental and training companies. It serves as a forum for all active in the world of powered access. IPAF has played a key role in promoting many of the design, safety and testing procedures that are now established in the powered access industry. Training The IPAF training programme for platform operators is certified by TÜV as conforming to ISO 18878. More than 160,000 operators are trained each year through a worldwide network of over 600 training centres. Training generally lasts one to two days and is a mixture of theory and practice. PAL Card Those who successfully complete IPAF training are awarded the PAL Card (Powered Access Licence), the most widely held and recognised proof of training for platform operators. The PAL Card is valid for five years and shows the machine categories that the operator has been trained in. It also features the holder’s photo and signature, and can be verified by calling IPAF.
