Chairman’s Message:
On behalf of the committee, I’d like to welcome you to the 2nd Issue of our new format UAE Branch
Newsletter. I’m pleased to report that the overwhelming feedback received since we launched the
new style newsletter has been very positive.
Most of you know that I have now been the Branch Chair since October 2013 and together, in the
time since, we have enjoyed unprecedented levels of growth as a Branch. As our Secretary Daryl,
remarked in the last issue, we have not only grown in mere size, in terms of membership numbers
but our increased levels of reach and influence over key Industry stakeholders, including Regulatory
Authorities and trade associations throughout the UAE, shows no sign of abating.
From the moment I took up the mantle to help to ‘steer the ship’, the Branch Committee set out to
ensure that the UAE Branch and the Institute itself, is viewed as being an inclusive and welcoming
body. This mandate has allowed consistent penetration amongst the UAE HSE fraternity, with many
of our newer Members using the feedback received from colleagues within their own workplaces,
to make an informed choice when selecting an Institute to join.
Whilst I am encouraged by the consistent numbers of new membership applications observed so far
throughout 2017, the recent increase in Corporate Membership uptake should also be viewed as an
extremely positive sign that our ‘message’ is getting through. Having already made strides to attract
the individual members, their respective employers are also beginning to understand the benefits of
affiliation with a recognized professional body.
Whilst regrettably, I was unable to attend the last Branch meeting in Dubai, it was fantastic for
me to hear how seamlessly, Luay Salih, our Vice-Chairman has slotted into his new found role.
As you are all aware, with Frank Higgins having stepped down after many years of service to the
committee, the ‘changing of the guard’ could have seen a few bumps in the road.
In this regard, I’d like to offer my congratulations to Luay for his efforts to date but also, and more
importantly, to you the members that allowed the transition to go so smoothly.
I would just say, finally, the Branch exists to help and support its members in their quest for ongoing
professional development. In order to help the committee best serve you, making this vision a reality
for you all, we welcome your active engagement and participation in the future, and look forward
to announcing new contributors to the newsletter or announcements of first time presenters at
future branch events.

FACT OF THE ISSUE
The Health and Safety Executive (HSE) released its annual
figures for work-related fatalities for 2016/2017 on 5th July
2017. The provisional annual data for work-related fatal
accidents revealed that 137 workers (including 30 fatalities
in the construction sector) were fatally injured between
April 2016 and March 2017 (a rate of 0.43 per 100,000
workers), the second lowest year on record. There were also
92 fatalities amongst members of the public. Almost half
of these occurred on railways with the remainder occurring
across a number of sectors including public services,
entertainment and recreation.

EVENTS
UAE Branch’s 62nd Meeting
The 62nd UAE Branch’s meeting was held in Dubai on the 5th of July and was attended by 56
interested individuals. During the meeting which was held at the International HSE Council training
centre, Mrs. Siobhan Connelly, Curriculum Development Specialist at ADVETI made a presentation
titled ‘Overview to the development process of the UAE National Qualifications in EHS’. This was
followed by a presentation titled ‘Sudden Cardiac Arrest in the Workplace’ by Hendrik (Hank) Jacobs
from Abu Dhabi Aviation (on behalf of Leader Healthcare).
A briefing on the latest activities and updates from the IIRSM’s main office and UAE Branch was then
presented before bringing the event to closure.

IIRSM UAE Branch’s First Weekend Workshop – 04 August 2017
Due to overwhelming responses from our members, in what we intend is the first of many a
weekend workshop was held. Our first session titled ’Implementing a World Class Behaviour Based
Safety Process’ facilitated by Daryl Wake, UAE Branch Secretary was held at the Eurolink Training
Facility (our annual sponsor) in Dubai on Friday, 4th August. This workshop was well attended by 18
members of the UAE Branch. The workshop synopsis was:
•	 Exploring the inter-relationships between leadership, organisational culture, and behaviour.
•	 Discussions surrounding the latest research, innovations, and thinking on safety transformation.
•	 Introducing and reviewing cultural and safety leadership diagnostic tools.
•	 Sharing of best practices in developing a sustainable behavioural based safety process
going forward.

UK-based Client fined after 39 tonne frame killed four construction workers -
Health and safety at Work – July 2017
A UK-based engineering firm and the project management company that it hired to design a
pressure testing facility have been fined £700,000 after four men died when the rebar cage they
were building collapsed in one of the most lethal construction accidents in recent years in the UK.
The incident happened during construction of the cage for the horizontal facility’s foundation. The
partially built structure, which weighed 39 tonnes, collapsed on top of the group as the metal work
had no bracing to hold it in place; the construction phase plan was insufficient; and the excavation
was insufficiently supported.
The UK’s Health and Safety Executive (HSE) said that the firm’s client failed to appoint a contractor
that was competent; failed to make “proper stipulation as to the appointment of subcontractors;
and failed to ensure there was a construction phase plan in place”. It also added that “the tragedy
here is that in the months leading up to the accident, anyone of these parties could and should have
asked basic questions about building the structure safely”.
New IIRSM Membership and Branches Committee - Health and safety at Work – July 2017
Last year IIRSM’s Council began a process of strategic change which included the review of the
structure of our committees. As well as Finance and General Purposes, Audit and Technical
Committees, we now have a Membership and Branches Committee (replacing the original
Membership Committee).
Seven members have been selected to represent a cross-section of our membership and to bring
diversity in skill sets. The Committee consists of four members from the UK, one from Trinidad and
Tobago, and two from the UAE branch (Matt Cox, Branch Chairman and Abdullatif Albitawi, Branch
Treasurer).
Five men on trial for death of Dubai construction worker - The National – June 27, 2017
Five men including three safety officers, a supervisor and a construction manager have gone on trial
accused of responsibility for the death of a construction worker after a 24 kilo metal bar fell on his
head on July 21 last year, on a worksite on Dubai’s Palm Jumeira.
He was working on a building under construction at 6.45am when the piece of scaffolding plunged
from the third floor and struck him.
A Dubai Municipality report stated that the site lacked all safety precautions.
Safety nets that would prevent falling objects from hurting personnel were not in place, there was
a lack of warning signs and lack of adequate safety training for construction workers.

Dead worker wasn’t wearing safety gear - Gulf News – June 19, 2017
Sharjah Police are investigating the death of a 23-year worker in Sharjah Airport Free Zone.
The official said that the victim was not wearing safety gear at the time of the incident and the
company for which he worked had not adhered to safety regulations by making it mandatory for
him to wear the gear, the official said.
The company’s managers were taken into custody for questioning. Co-workers who witnessed the
accident were also being questioned to try to establish the circumstances surrounding the man’s
death, the official added.
The official urged all companies should follow safety measures for the safety of their workers.
Lightning kills worker in Al Ain - Gulf News – June 19, 2017
An Asian worker was killed in Al Ain after being struck by lightning during a thunderstorm on 16th
June. The director-general of Civil Defence in Abu Dhabi said that the lightning bolt struck the
roof of a building where the man was working and urged the public to take all safety precautions
during thunderstorms, and go inside the nearest buildings to avoid being struck. He also called
for the installation of lightning rods on rooftops of buildings.
ISO 45001 - Health and safety at Work – July 2017
The second draft of the international management systems standard that is set to replace OHSAS
18001 has been approved by national standards bodies, a move that could pave the way for
ISO 45001 to be launched as early as November this year. However, The International Labour
Organization (ILO) has signalled its dissatisfaction with this draft saying there is “further work to be
done” to ensure that it meets international labour standards.

What led to a career in risk and safety
management?
I was an instructor at an Engineering training
centre in the UK teaching Electronics and
Electrical skills to First Year Apprentices. As
a part of their curriculum and skills programs
they had to complete a basic RoSPA course in
Health and Safety which we as instructors had
to teach. I was sent on the NEBOSH General
Certificate and I got the bug from there.
Having completed the IGC, I was asked to be
chair of the apprentices H&S Committee and I
subsequently asked to complete the Diploma.
Having completed the Diploma in ’93 I joined
the H&S team delivering H&S training which
further developed my interest in Health and
Safety as an alternative career. The rest as they
say is history.
What qualifications do you have?
NEBOSH Diploma in OHS - from the old days
as far back as 1993; HND/HNC Electrical
Electronic Engineering (BTEC UK); CGLI Direct
trainers Award; TDLD D32 and D33 Assessors
Qualification;
And a host of other qualifications such
as; NEBOSH Fire Certificate, NEBOSH
Environmental Certificate, OHSAS 18001 Lead
Auditor, Noise Competency etc.
There are several other risk and safety
associations for professionals like yourself?
Why did you decide to join IIRSM?
I was a “Chartered Fellow” of another
professional health and safety organisation
in the region. I attended a couple of events
organised by IIRSM in the Middle East, and was
impressed as they were well attended and well
organised. To me it indicated that IIRSM existed
to serve the membership and develop their
competence. Hence here I am today.

What does your current role involve?
I am the Regional HSEQ Manager for an
asset management facility that represents
the interests of a corporation that owns
and operates Power Generation and Water
Generation Facilities around the world. We
presently have 15 Assets in the Middle East
and Africa region which represents my area of
responsibility. My role involves me travelling
around the assets and supporting them to
develop and enhance the HSE Culture within
those facilities.
What is the best part of being a risk and
safety professional?
Helping and assisting people, knowing that
what I do can make a difference in their
lives and the lives of their families. I am a
practical man with an engineering background,
therefore if I can add value and help people
solve problems, rather than writing a report
about it makes a positive difference.
What main attributes does a risk and safety
professional need?
A sound knowledge base – you can never know
and learn enough about Health and Safety.
In addition you need personal characteristics
such as; persistence, commitment, dedication,
passion and lots of drive. If you believe what
you say and that you can make a difference
others will sense that and you will get the
support you need.
What are you most proud of in your career?
Two things:
•	 On a personal level achieving my
“Fellowship” in 2005 and I intend to get
it with IIRSM.
•	 Helping others to achieve their best. I was
a trainer and a people developer from a
young age and have always had a keen
interest in developing people and their
careers. I had three graduates in my last
position and seeing them develop into
professional consultants, who were a real
asset to my then team, and who are now
playing a leading role in the organisation
that I left is very satisfying indeed.
How do you think OHS can be strengthened
in the region?
Isn’t that just the 64 million dollar question?
In short how OHS can be strengthened across
the region:
1.	 Uniform Standards;
2.	 Unilateral Enforcement; and
3.	 Competence.

EMPLOYER MINIMUM
HEALTH AND
SAFETY TRAINING
REQUIREMENTS

As many readers will be aware, health and safety obligations in the UAE are not set out in a single
piece of legislation but rather in an extremely broad range of laws and regulations, at Federal and
Emirate level, together with various Ministerial Decrees Guidelines and sector specific regulations.
This can sometimes make it challenging for UAE employers to fully understand their health and
safety obligations.
This article examines some of the key occupational health and safety training requirements
UAE employers should be aware of. It is not however an exhaustive list and additional training
requirements may apply depending on the company's sector and location, for example.
WHY SHOULD AN EMPLOYER TRAIN STAFF OF HEALTH AND
SAFETY REQUIREMENTS?
In addition to the obvious benefit of reducing health and safety incidents, there are a number of key
legal reasons to provide health and safety training to staff:
1.	 There is a statutory obligation to do so - employers are under a statutory obligation to train
staff on certain aspects of health and safety including the hazards associated with their role,
first aid and fire safety. Failure to do so could result in fines or other administrative sanctions
being imposed by the authorities.
2.	 Reduce exposure to liability – employers may be vicariously liable for acts of employees carried
out in the course of employment. Often criminal liability following a workplace incident will
fall to an individual employee, rather than to the company. However, a civil complaint against
the company will commonly follow such a criminal conviction, relying on the vicarious liability
provisions of the UAE Civil Code. In such cases, it is critical that the employer can evidence that
it discharged its health and safety obligations by, amongst other things, ensuring that staff are
properly trained on health and safety standards.
3.	 Compensation under the UAE Labour Law - under the UAE Labour Law, compensation is payable
to employees where they sustain an injury in the workplace, save in certain circumstances,
including where the employee failed to follow clearly displayed safety instructions.

WHAT FORM SHOULD THE TRAINING TAKE?
Employee training can take a variety of forms, from written guidance through to oral training sessions
and workshops. When training is provided orally, a written record of this should be documented
and, preferably, signed by the relevant employee. Employees' training records should be kept up to
date with descriptions of the training undertaken and the date of the training.
In relation to written training, consideration should be given to the appropriate format and language
in light of the language skills and literacy levels of the relevant employees. As a minimum, the UAE
Labour Law requires that
health and safety instructions are displayed in Arabic and any other language(s) understood by
employees. Pictorial rather than textual training should be considered for staff with low levels of
literacy.
WHAT SHOULD THE TRAINING COVER?
As a minimum, health and safety training should cover the following:
Dangers and preventative measures
99 Inform employees, at the time of recruitment, of any dangers associated with the role and
preventative measures that must be taken to avoid or reduce the risk of such dangers.
99 Display clear instructions (in Arabic and in another language understood by the employee, if
necessary) in a prominent position indicating the measures to be taken to prevent fire and how
to protect against hazards.
99 Notify employees of how to handle any workplace accidents.
First aid training
99 The UAE Labour Law requires that employers provide at least one readily accessible first aid
kit per 100 employees, located in a prominent place and allocated to a person trained in giving
first aid.
99 An adequate number of employees should be provided with first aid training to accommodate
for when other first aiders are absent from work.
99 Records must be kept confirming employees' attendance at first aid training courses.
99 Refresher first aid courses must be undertaken and documented over the course of the allocated
employee's employment.
99 All employees should be made aware of which employees are trained in first aid so that they
know who to contact in the event of an emergency.
99 When a trained first aider leaves the employer's employment, they must be promptly replaced.
Fire safety training
99 Display signs on how to prevent fire or its causes, particularly in potentially flammable areas of
the workplace. Such signs should also confirm the location of the fire exits.
99 Ensure a sufficient number of workers are trained to use fire-extinguishing equipment.
99 A prescribed percentage of employees (depending on the employer's classification) must attend
training on the basics of preventive safety and firefighting.

My views and thoughts on Management Systems:
Everyone knows that a safety management system (SMS) is a comprehensive document, or set
of documents, designed to manage safety in your workplace. They would include a clear policy
document as well as objectives, plans, procedures, organisation, responsibilities and additional
elements that cover your core business. An SMS can be developed for any industry, in any location,
and for any number of workers. Many companies have followed the good guidance of OHSAS
18001 to develop and maintain their SMS. Everyone knows that standard is changing, when they
decide on a release date, to ISO 45001. But that’s a story for another day.
Some companies have gone to the trouble of increasing their SMS into
a Health, Safety and Environmental Management System (HSEMS)
with ISO 14001. They may even go further to have an Integrated
Management System (IMS) with Quality also being added, utilising
ISO 9001. The later also known as a Quality, Health, Safety and
Environmental Management System (QHSEMS).
In my experience and understanding; I can truly say that few have
actually managed to make a fully functional IMS. There always seem
to be sections, of those systems, that act autonomously or, at certain
times, take precedence over the other parts that make up the IMS.
Having the three segments of QHSE together, to work in synergy with each other, doesn’t actually
make them an integrated management system but rather a Combined Management System (CMS).
That is fine, being easier for people to understand and deal with. A collection of procedures that act
individually but where there is synergy they combine so as not to duplicate, over complicate and
they make a streamlined set of documents that add real value to the business.
WhatmanycompaniesmissistheopportunitytoaddotherelementstotheirCMSthatarespecifically
for their industry. For instance; adding ISO 31000 for Risk Management may be appropriate or ISO
22000 for any business (i.e. a catering firm) requiring good Food Safety Management. There are
so many more that the examples could go on all day for IT, Information Security, Finances and
even Auditing.

To me there are four main items that people tend to either ignore or forget when they look at their
management systems.
1.	 When it comes down to it a Management System, of any kind and following any single or
combined set of standards, is merely a tool to assist the company do business. Like any tool it
must be used correctly and maintained. Much like a Master Carpenter will oil and sharpen his
tools to preserve their optimum working output.
2.	 The Management System can easily be developed and continually improved upon to further
augment the return on investment for the company and all its functions. Things are not set
in stone! If anyone says they cannot work with a certain procedure, document or part of the
system review and revise it so that it does work.
3.	 Writing the Management System is the easy part. It is the implementation of the system, with
the backing of Senior Management down to everyone in the company, which will bring in the
bigger rewards.
4.	 Core Business tends to focus on ‘the sharp end’ of a company’s work. There are many other
peripherals and supporting locations that MUST be considered within the Management System.
To best explain an example that hopefully helps you understand:
In construction a lot of time and effort is spent looking at the project site and where the construction
is happening. But little or no regard is taken of site offices, yards, stores, laydown areas, utilities
and even parking areas. Then there is also off site works in fabrication yards, batching plants,
warehouses and other such locations.
So, whatever recipe you have for your Management System, remember that they must work for you
and not against you. They shouldn’t be over complicated because they are designed to simplify yet
strengthen your actions and interactions under it use.
Make sure you have the correct parts, in a Combined Management System, to ensure that ALL areas
of your work are covered and everyone involved knows their roles and responsibilities. This must of
course include how to feedback into the improvements of the system to fine tune and polish your
chosen tools of the trade.

CASE STUDY
Established in 1991, Reliance Contracting Company (RCC) specialise in MEP works for both onshore
and offshore projects. RCC is currently contracted to provide the MEP services at the Opera Grand
Tower which consists of 71 floors and is due for completion in 2019.
The HSE team from Reliance Contracting Company (RCC) working on the Opera Grand Tower
project, led by Mohammed Naeem, introduced a monthly Safety award scheme to recognise those
who attribute to the health and safety in a positive manner. During their June award ceremony,
evaluation reports were discussed and certificates and appreciation letters handed over to a number
of staff as part of their drive to improve the safety culture.
Mr. Naeem, the project HSE Manager, said:
The challenge I faced when I joined here were lack of qualified and competent workers. No training,
information, instructions, trainings were provided and communication with workers from different
nationalities was a problem due to language barriers. Due to the relatively small size of the company
no HSE management system was in place with lack of HSE planning, procedures, risk assessments,
meetings, information dissemination. This also meant very little attention given to workers welfare
and other similar arrangements.
However, with the management’s support several initiatives were introduced including the
development of a Company Environmental, Health and Safety Policy, No Smoking Policy and
training programme in addition to emphasis on competent supervision, preparation of method
statements and introduction of engineering and other controls.

I’m pleased to report that the overwhelming feedback received since we launched the new style newsletter has been very positive. Most of you know that I have now been the Branch Chair since October 2013 and together, in the time since, we have enjoyed unprecedented levels of growth as a Branch. As our Secretary Daryl, remarked in the last issue, we have not only grown in mere size, in terms of membership numbers but our increased levels of reach and influence over key Industry stakeholders, including Regulatory Authorities and trade associations throughout the UAE, shows no sign of abating. From the moment I took up the mantle to help to ‘steer the ship’, the Branch Committee set out to ensure that the UAE Branch and the Institute itself, is viewed as being an inclusive and welcoming body. This mandate has allowed consistent penetration amongst the UAE HSE fraternity, with many of our newer Members using the feedback received from colleagues within their own workplaces, to make an informed choice when selecting an Institute to join. Whilst I am encouraged by the consistent numbers of new membership applications observed so far throughout 2017, the recent increase in Corporate Membership uptake should also be viewed as an extremely positive sign that our ‘message’ is getting through. Having already made strides to attract the individual members, their respective employers are also beginning to understand the benefits of affiliation with a recognized professional body. Whilst regrettably, I was unable to attend the last Branch meeting in Dubai, it was fantastic for me to hear how seamlessly, Luay Salih, our Vice-Chairman has slotted into his new found role. As you are all aware, with Frank Higgins having stepped down after many years of service to the committee, the ‘changing of the guard’ could have seen a few bumps in the road. In this regard, I’d like to offer my congratulations to Luay for his efforts to date but also, and more importantly, to you the members that allowed the transition to go so smoothly. I would just say, finally, the Branch exists to help and support its members in their quest for ongoing professional development. In order to help the committee best serve you, making this vision a reality for you all, we welcome your active engagement and participation in the future, and look forward to announcing new contributors to the newsletter or announcements of first time presenters at future branch events.   • 3. FACT OF THE ISSUE The Health and Safety Executive (HSE) released its annual figures for work-related fatalities for 2016/2017 on 5th July 2017. The provisional annual data for work-related fatal accidents revealed that 137 workers (including 30 fatalities in the construction sector) were fatally injured between April 2016 and March 2017 (a rate of 0.43 per 100,000 workers), the second lowest year on record. There were also 92 fatalities amongst members of the public. Almost half of these occurred on railways with the remainder occurring across a number of sectors including public services, entertainment and recreation.   • 4. EVENTS UAE Branch’s 62nd Meeting The 62nd UAE Branch’s meeting was held in Dubai on the 5th of July and was attended by 56 interested individuals. During the meeting which was held at the International HSE Council training centre, Mrs. Siobhan Connelly, Curriculum Development Specialist at ADVETI made a presentation titled ‘Overview to the development process of the UAE National Qualifications in EHS’. This was followed by a presentation titled ‘Sudden Cardiac Arrest in the Workplace’ by Hendrik (Hank) Jacobs from Abu Dhabi Aviation (on behalf of Leader Healthcare). A briefing on the latest activities and updates from the IIRSM’s main office and UAE Branch was then presented before bringing the event to closure. Luay Salih (Vice Chairman) sharing IIRSM updates at the meeting IIRSM UAE Branch’s First Weekend Workshop – 04 August 2017 Due to overwhelming responses from our members, in what we intend is the first of many a weekend workshop was held. Our first session titled ’Implementing a World Class Behaviour Based Safety Process’ facilitated by Daryl Wake, UAE Branch Secretary was held at the Eurolink Training Facility (our annual sponsor) in Dubai on Friday, 4th August. This workshop was well attended by 18 members of the UAE Branch. The workshop synopsis was: • Exploring the inter-relationships between leadership, organisational culture, and behaviour. • Discussions surrounding the latest research, innovations, and thinking on safety transformation. • Introducing and reviewing cultural and safety leadership diagnostic tools. • Sharing of best practices in developing a sustainable behavioural based safety process going forward. IIRSM UAE Branch uaebranch@iirsm.orgwww.iirsm.org “This publication is intended to be a general informative newsletter and cannot be substituted for professional advice.” 6 IN THE NEWS UK-based Client fined after 39 tonne frame killed four construction workers - Health and safety at Work – July 2017 A UK-based engineering firm and the project management company that it hired to design a pressure testing facility have been fined £700,000 after four men died when the rebar cage they were building collapsed in one of the most lethal construction accidents in recent years in the UK. The incident happened during construction of the cage for the horizontal facility’s foundation. The partially built structure, which weighed 39 tonnes, collapsed on top of the group as the metal work had no bracing to hold it in place; the construction phase plan was insufficient; and the excavation was insufficiently supported. The UK’s Health and Safety Executive (HSE) said that the firm’s client failed to appoint a contractor that was competent; failed to make “proper stipulation as to the appointment of subcontractors; and failed to ensure there was a construction phase plan in place”. It also added that “the tragedy here is that in the months leading up to the accident, anyone of these parties could and should have asked basic questions about building the structure safely”. New IIRSM Membership and Branches Committee - Health and safety at Work – July 2017 Last year IIRSM’s Council began a process of strategic change which included the review of the structure of our committees. As well as Finance and General Purposes, Audit and Technical Committees, we now have a Membership and Branches Committee (replacing the original Membership Committee). Seven members have been selected to represent a cross-section of our membership and to bring diversity in skill sets. The Committee consists of four members from the UK, one from Trinidad and Tobago, and two from the UAE branch (Matt Cox, Branch Chairman and Abdullatif Albitawi, Branch Treasurer). Five men on trial for death of Dubai construction worker - The National – June 27, 2017 Five men including three safety officers, a supervisor and a construction manager have gone on trial accused of responsibility for the death of a construction worker after a 24 kilo metal bar fell on his head on July 21 last year, on a worksite on Dubai’s Palm Jumeira. He was working on a building under construction at 6.45am when the piece of scaffolding plunged from the third floor and struck him. A Dubai Municipality report stated that the site lacked all safety precautions. Safety nets that would prevent falling objects from hurting personnel were not in place, there was a lack of warning signs and lack of adequate safety training for construction workers.

The official said that the victim was not wearing safety gear at the time of the incident and the company for which he worked had not adhered to safety regulations by making it mandatory for him to wear the gear, the official said. The company’s managers were taken into custody for questioning. Co-workers who witnessed the accident were also being questioned to try to establish the circumstances surrounding the man’s death, the official added. The official urged all companies should follow safety measures for the safety of their workers. Lightning kills worker in Al Ain - Gulf News – June 19, 2017 An Asian worker was killed in Al Ain after being struck by lightning during a thunderstorm on 16th June. The director-general of Civil Defence in Abu Dhabi said that the lightning bolt struck the roof of a building where the man was working and urged the public to take all safety precautions during thunderstorms, and go inside the nearest buildings to avoid being struck. He also called for the installation of lightning rods on rooftops of buildings. ISO 45001 - Health and safety at Work – July 2017 The second draft of the international management systems standard that is set to replace OHSAS 18001 has been approved by national standards bodies, a move that could pave the way for ISO 45001 to be launched as early as November this year. However, The International Labour Organization (ILO) has signalled its dissatisfaction with this draft saying there is “further work to be done” to ensure that it meets international labour standards.

I was an instructor at an Engineering training centre in the UK teaching Electronics and Electrical skills to First Year Apprentices. As a part of their curriculum and skills programs they had to complete a basic RoSPA course in Health and Safety which we as instructors had to teach. I was sent on the NEBOSH General Certificate and I got the bug from there. Having completed the IGC, I was asked to be chair of the apprentices H&S Committee and I subsequently asked to complete the Diploma. Having completed the Diploma in ’93 I joined the H&S team delivering H&S training which further developed my interest in Health and Safety as an alternative career. The rest as they say is history. What qualifications do you have? NEBOSH Diploma in OHS - from the old days as far back as 1993; HND/HNC Electrical Electronic Engineering (BTEC UK); CGLI Direct trainers Award; TDLD D32 and D33 Assessors Qualification; And a host of other qualifications such as; NEBOSH Fire Certificate, NEBOSH Environmental Certificate, OHSAS 18001 Lead Auditor, Noise Competency etc. There are several other risk and safety associations for professionals like yourself? Why did you decide to join IIRSM? I was a “Chartered Fellow” of another professional health and safety organisation in the region. I attended a couple of events organised by IIRSM in the Middle East, and was impressed as they were well attended and well organised. To me it indicated that IIRSM existed to serve the membership and develop their competence. Hence here I am today. I am the Regional HSEQ Manager for an asset management facility that represents the interests of a corporation that owns and operates Power Generation and Water Generation Facilities around the world. We presently have 15 Assets in the Middle East and Africa region which represents my area of responsibility. My role involves me travelling around the assets and supporting them to develop and enhance the HSE Culture within those facilities. What is the best part of being a risk and safety professional? Helping and assisting people, knowing that what I do can make a difference in their lives and the lives of their families. I am a practical man with an engineering background, therefore if I can add value and help people solve problems, rather than writing a report about it makes a positive difference. What main attributes does a risk and safety professional need? A sound knowledge base – you can never know and learn enough about Health and Safety. In addition you need personal characteristics such as; persistence, commitment, dedication, passion and lots of drive. If you believe what you say and that you can make a difference others will sense that and you will get the support you need. What are you most proud of in your career? Two things: • On a personal level achieving my “Fellowship” in 2005 and I intend to get it with IIRSM. • Helping others to achieve their best. I was a trainer and a people developer from a young age and have always had a keen interest in developing people and their careers. I had three graduates in my last position and seeing them develop into professional consultants, who were a real asset to my then team, and who are now playing a leading role in the organisation that I left is very satisfying indeed. How do you think OHS can be strengthened in the region? Isn’t that just the 64 million dollar question? In short how OHS can be strengthened across the region: 1. Uniform Standards; 2. Unilateral Enforcement; and 3. Competence.

IIRSM UAE Branch uaebranch@iirsm.orgwww.iirsm.org “This publication is intended to be a general informative newsletter and cannot be substituted for professional advice.” 10 EMPLOYER MINIMUM HEALTH AND SAFETY TRAINING REQUIREMENTS Author: Samantha Ellaby Senior Associate at Clyde & Co As many readers will be aware, health and safety obligations in the UAE are not set out in a single piece of legislation but rather in an extremely broad range of laws and regulations, at Federal and Emirate level, together with various Ministerial Decrees Guidelines and sector specific regulations. This can sometimes make it challenging for UAE employers to fully understand their health and safety obligations. This article examines some of the key occupational health and safety training requirements UAE employers should be aware of. It is not however an exhaustive list and additional training requirements may apply depending on the company's sector and location, for example. WHY SHOULD AN EMPLOYER TRAIN STAFF OF HEALTH AND SAFETY REQUIREMENTS? In addition to the obvious benefit of reducing health and safety incidents, there are a number of key legal reasons to provide health and safety training to staff: 1. There is a statutory obligation to do so - employers are under a statutory obligation to train staff on certain aspects of health and safety including the hazards associated with their role, first aid and fire safety. Failure to do so could result in fines or other administrative sanctions being imposed by the authorities. 2. Reduce exposure to liability – employers may be vicariously liable for acts of employees carried out in the course of employment. Often criminal liability following a workplace incident will fall to an individual employee, rather than to the company. However, a civil complaint against the company will commonly follow such a criminal conviction, relying on the vicarious liability provisions of the UAE Civil Code. In such cases, it is critical that the employer can evidence that it discharged its health and safety obligations by, amongst other things, ensuring that staff are properly trained on health and safety standards. 3. Compensation under the UAE Labour Law - under the UAE Labour Law, compensation is payable to employees where they sustain an injury in the workplace, save in certain circumstances, including where the employee failed to follow clearly displayed safety instructions. Employee training can take a variety of forms, from written guidance through to oral training sessions and workshops. When training is provided orally, a written record of this should be documented and, preferably, signed by the relevant employee. Employees' training records should be kept up to date with descriptions of the training undertaken and the date of the training. In relation to written training, consideration should be given to the appropriate format and language in light of the language skills and literacy levels of the relevant employees. As a minimum, the UAE Labour Law requires that health and safety instructions are displayed in Arabic and any other language(s) understood by employees. Pictorial rather than textual training should be considered for staff with low levels of literacy. WHAT SHOULD THE TRAINING COVER? As a minimum, health and safety training should cover the following: Dangers and preventative measures 99 Inform employees, at the time of recruitment, of any dangers associated with the role and preventative measures that must be taken to avoid or reduce the risk of such dangers. 99 Display clear instructions (in Arabic and in another language understood by the employee, if necessary) in a prominent position indicating the measures to be taken to prevent fire and how to protect against hazards. 99 Notify employees of how to handle any workplace accidents. First aid training 99 The UAE Labour Law requires that employers provide at least one readily accessible first aid kit per 100 employees, located in a prominent place and allocated to a person trained in giving first aid. 99 An adequate number of employees should be provided with first aid training to accommodate for when other first aiders are absent from work. 99 Records must be kept confirming employees' attendance at first aid training courses. 99 Refresher first aid courses must be undertaken and documented over the course of the allocated employee's employment. 99 All employees should be made aware of which employees are trained in first aid so that they know who to contact in the event of an emergency. 99 When a trained first aider leaves the employer's employment, they must be promptly replaced. Fire safety training 99 Display signs on how to prevent fire or its causes, particularly in potentially flammable areas of the workplace. Such signs should also confirm the location of the fire exits. 99 Ensure a sufficient number of workers are trained to use fire-extinguishing equipment. 99 A prescribed percentage of employees (depending on the employer's classification) must attend training on the basics of preventive safety and firefighting.

IIRSM UAE Branch uaebranch@iirsm.orgwww.iirsm.org “This publication is intended to be a general informative newsletter and cannot be substituted for professional advice.” 12 My views and thoughts on Management Systems: Everyone knows that a safety management system (SMS) is a comprehensive document, or set of documents, designed to manage safety in your workplace. They would include a clear policy document as well as objectives, plans, procedures, organisation, responsibilities and additional elements that cover your core business. An SMS can be developed for any industry, in any location, and for any number of workers. Many companies have followed the good guidance of OHSAS 18001 to develop and maintain their SMS. Everyone knows that standard is changing, when they decide on a release date, to ISO 45001. But that’s a story for another day. Some companies have gone to the trouble of increasing their SMS into a Health, Safety and Environmental Management System (HSEMS) with ISO 14001. They may even go further to have an Integrated Management System (IMS) with Quality also being added, utilising ISO 9001. The later also known as a Quality, Health, Safety and Environmental Management System (QHSEMS). In my experience and understanding; I can truly say that few have actually managed to make a fully functional IMS. There always seem to be sections, of those systems, that act autonomously or, at certain times, take precedence over the other parts that make up the IMS. Having the three segments of QHSE together, to work in synergy with each other, doesn’t actually make them an integrated management system but rather a Combined Management System (CMS). That is fine, being easier for people to understand and deal with. A collection of procedures that act individually but where there is synergy they combine so as not to duplicate, over complicate and they make a streamlined set of documents that add real value to the business. WhatmanycompaniesmissistheopportunitytoaddotherelementstotheirCMSthatarespecifically for their industry. For instance; adding ISO 31000 for Risk Management may be appropriate or ISO 22000 for any business (i.e. a catering firm) requiring good Food Safety Management. There are so many more that the examples could go on all day for IT, Information Security, Finances and even Auditing. When it comes down to it a Management System, of any kind and following any single or combined set of standards, is merely a tool to assist the company do business. Like any tool it must be used correctly and maintained. Much like a Master Carpenter will oil and sharpen his tools to preserve their optimum working output. 2. The Management System can easily be developed and continually improved upon to further augment the return on investment for the company and all its functions. Things are not set in stone! If anyone says they cannot work with a certain procedure, document or part of the system review and revise it so that it does work. 3. Writing the Management System is the easy part. It is the implementation of the system, with the backing of Senior Management down to everyone in the company, which will bring in the bigger rewards. 4. Core Business tends to focus on ‘the sharp end’ of a company’s work. There are many other peripherals and supporting locations that MUST be considered within the Management System. To best explain an example that hopefully helps you understand: In construction a lot of time and effort is spent looking at the project site and where the construction is happening. But little or no regard is taken of site offices, yards, stores, laydown areas, utilities and even parking areas. Then there is also off site works in fabrication yards, batching plants, warehouses and other such locations. So, whatever recipe you have for your Management System, remember that they must work for you and not against you. They shouldn’t be over complicated because they are designed to simplify yet strengthen your actions and interactions under it use. Make sure you have the correct parts, in a Combined Management System, to ensure that ALL areas of your work are covered and everyone involved knows their roles and responsibilities. This must of course include how to feedback into the improvements of the system to fine tune and polish your chosen tools of the trade.

RCC is currently contracted to provide the MEP services at the Opera Grand Tower which consists of 71 floors and is due for completion in 2019. The HSE team from Reliance Contracting Company (RCC) working on the Opera Grand Tower project, led by Mohammed Naeem, introduced a monthly Safety award scheme to recognise those who attribute to the health and safety in a positive manner. During their June award ceremony, evaluation reports were discussed and certificates and appreciation letters handed over to a number of staff as part of their drive to improve the safety culture. Mr. Naeem, the project HSE Manager, said: The challenge I faced when I joined here were lack of qualified and competent workers. No training, information, instructions, trainings were provided and communication with workers from different nationalities was a problem due to language barriers. Due to the relatively small size of the company no HSE management system was in place with lack of HSE planning, procedures, risk assessments, meetings, information dissemination. This also meant very little attention given to workers welfare and other similar arrangements. However, with the management’s support several initiatives were introduced including the development of a Company Environmental, Health and Safety Policy, No Smoking Policy and training programme in addition to emphasis on competent supervision, preparation of method statements and introduction of engineering and other controls.
