business for various industries, including automotive, manufacturing, and professional services.
Mr. Falardeau is bilingual in Spanish and has conducted due diligence assessments and health,
safety and environmental (HSE) compliance audits throughout North and South America. Mr.

Enviance Value Added Partnership
The project scopes are to develop and implement health, safety, and environmental management
systems for Enviance clients. Mr. Falardeau, as a Value Added Partner to Enviance, manages the
design and implementation of information management systems using the Enviance platform.
The business value added by Mr. Falardeau includes creating efficiencies for clients by working
seamlessly with Enviance and client management, designing management systems to ensure EPA,
OSHA, and local regulatory compliance, ISO and OHSAS process management, and configuring
client-specific tools in the Enviance system to promote continuous process improvement.
Representative examples of projects include:
American Electric Power: The design and implementation of an HSE management solution to
ensure compliance to local and federal environmental regulations and corporate health and safety
initiatives focused on compliance to OSHA regulations and OHSAS 18001 standards; and
Freeport LNG - Storage and Regasification LNG Terminal: The project scope was to design,
configure, and implement management system solutions for the new terminal facility. Specifically, Mr.
Falardeau was responsible for the development of the following H&S Management System modules:

Management of Contractor H&S.

International Power Generation and Supply Company
The project scope is to develop a regulatory compliance calendar and task management system
using ESHure TM
, an online environmental management system tool powered by Enviance

Mr. Falardeau conducted data discovery workshops, designed the compliance system, and lead the
configuration for five large coal generated power plants, one nuclear power plant, five natural gas
power plants, eight combustion turbine generator facilities, and 18 hydro power generation power
plants located in six states across five EPA regions. The system consists of up to 15 modules based
on site-specific obligations to improve compliance management to local, state, and federal
regulations, including the CAA, CWA, SARA/EPCRA, TSCA, RCRA, and State and Local legislation.

during Phase 2 by adding additional modules and expanding the applicability of existing modules of
the management system and further implementation across 25 facilities throughout the United States,
United Kingdom, and Germany. The resulting value to the client is the recognized improvement in
task management and regulatory compliance with the EPA, OSHA, and local regulatory requirements.
Phase 3 includes the implementation of an Incident Management module to support the management
of incident investigation through root cause analysis, and tracking corrective actions through
completion. Phase 3 also includes the automation of OSHA reporting, trending incident rates, and
dashboard reporting.
HSE Management System
Land Development Company
The project scope was to develop and implement a health and safety management system focused
on improving H&S performance, controlling risk of hazards, and compliance status with applicable
H&S regulations and corporate protocols.
Mr. Falardeau developed and implemented Level 2 and Level 3 H&S Management System
procedures and related documents; developed training materials for employees and contractors and
conducted training events; and subsequently, assessed the effectiveness of those efforts in reducing
the number of occupational injuries and illnesses, and improving compliance status. The effectiveness
assessment revealed the business value added by ARCADIS in a measurable reduction in H&S
incidents (20% less than the prior year) and improved compliance status supported by process
efficiencies created or enhanced during the project.
The scope of work was completed within the project schedule and below the approved budget.
Consequently, Mr. Falardeau developed additional training materials, provided additional new and
refresher training events, and supported the effectiveness assessment without additional funding.
HSE Audits and Site Assessments
International Due Diligence and Environmental Compliance Audits
International Food and Beverage Company
The project scope was to perform environmental compliance audits of fifteen food and beverage
facilities throughout Mexico, Argentina, and Chile, and author site-specific audit reports.
Mr. Falardeau added business value through knowledge of national and regional environmental
regulations to identify deficiencies in compliance to hazardous materials, hazardous waste, industrial
wastewater treatment systems, air emission standards, and health and safety programs regulations
and business requirements.
Mr. Falardeau conducted the audits, compiled facility information, site observations, and non-
compliance findings, and authored the audit reports deliverable to the global headquarters.
Phase I Environmental Site Assessments and Due Diligence Investigations
Polystyrene Manufacturing Company
The project scope was to perform environmental compliance audits of six polystyrene foam
manufacturing and warehouse facilities located in Colorado and Oregon.
Mr. Falardeau added business value to the client through knowledge of EPA and state-specific
environmental regulations. Each location was subject to site-specific wastewater, storm water, and air
permit regulations. Mr. Falardeau conducted the site audits, interviewed site managers and
operational personnel, identified non-compliance and non-material issues, and authored Phase I
Environmental Site Assessment reports for each property.

Management System Development and ISO 14001 Registration
International Automotive Manufacturing Company
The scope of the initial phase of the project was to support the site and corporate environmental
departments in the development of an environmental management system in compliance with the ISO
14001 standard for a new large truck manufacturing facility in Saltillo, Coahuila, Mexico.
Mr. Falardeau, as an RABQSA-certified Lead Auditor, added business value through knowledge of:
ISO Registration process; country-specific environmental regulations for the development of the legal
registry; and, client-specific policies and procedures.
Mr. Falardeau assessed the manufacturing company’s processes related to environmental concerns,
identified and supported the selection of significant aspects and impacts and their objectives and
targets, and developed the registry of applicable Mexican and State of Coahuila regulations during
four visits to the site.
Mr. Falardeau will return to the facility to perform the ISO 14001 Phase One Audit and will support the
site during the Registration process in subsequent phases of the project.
National TSDF Compliance Audits
National Environmental Management Services Company
The project scope is to provide lead auditor or support auditor services for annual comprehensive
HSE compliance audits of regional hazardous waste treatment, storage, and disposal facilities for a
national management services company.
Depending on his role for each audit, Mr. Falardeau prepares or supports the preparation of the audit
scope and agenda, conducts pre-audit and opening meetings, manages the environmental and/or
health and safety audit process, leads the daily audit summary discussions of findings, conducts the
closing meeting, and prepares the audit report and summary of significant environmental concerns to
the corporate headquarters.
Environmental Audit Protocol
International Mining Company
The project scope was to develop an Audit Protocol for the corporate audit team to use in evaluating
compliance to environmental regulations applicable to a new mine site in the Dominican Republic. Mr.
Falardeau reviewed permits, agency correspondences, engineering documents, and other documents
in Spanish and then prepared the Audit Protocol in English to assess compliance with environmental
regulations related to: water management, including aqueducts and water use rights, potable water;
deforestation; construction of wastewater and sewage treatment plants and associated piping
systems; and, urban planning.
International TSDF Compliance Audits
Automotive Manufacturing Company
The project scope was to perform environmental compliance audits of eight hazardous waste
treatment, storage, and disposal facilities located throughout the eastern United States and Canada.
Mr. Falardeau interviewed site management personnel and assessed documentation regarding
hazardous waste transportation, storage, and final disposition, storm water and industrial wastewater
treatment processes and analytical data, air emissions data, and health and safety procedures. Mr.
Falardeau identified and assessed the client’s long-term liability associated with the waste disposal
vendors as related to client-specific protocols and United States and Canadian environmental
regulations. Mr. Falardeau authored the environmental compliance audit reports.

International Environmental Compliance Audit
Automotive Manufacturing Company
The project scope was to perform a comprehensive environmental audit of an automotive
manufacturing facility located in Valencia, Venezuela.
Mr. Falardeau audited compliance to national, state, and local regulations and corporate requirements
pertaining to the site’s hazardous and non-hazardous waste storage, handling, and final disposition,
the onsite industrial wastewater treatment system, and air emissions. Mr. Falardeau prepared and
delivered a tabular-formatted report of audit findings, environmental concerns, and recommendations
for improvement.
International HSE Audit
Automotive Parts Manufacturing Company
The project scope is to provide a global audit program solution to an international manufacturer. Mr.
Falardeau is the Assistant Project Manager for the client’s global audit program, which includes
annual comprehensive environmental, health, and safety compliance audits at manufacturing sites
throughout North and South America, Europe, Eastern Mediterranean, and Asia. Mr. Falardeau also
serves as Lead Auditor for the program’s audits at sites located throughout the United States and
Mexico.
As Assistant Project Manager, Mr. Falardeau manages the project scope, budget, invoicing; is the
client’s main point of contact for the audit program; and coordinates site-specific audit scopes, on-site
procedures, and audit plans with regional project managers. As Lead Auditor, Mr. Falardeau facilitates
the Closing Meeting, presents compliance observations findings, and authors the audit report for the
corporate HSE Department and drafts the Corrective Action Plan for the site HSE Department.
Phase I Environmental Site Assessment and Limited Subsurface Investigation
International Mining and Exploration Company
The first phase of the project scope was to coordinate the assessment and desktop research of
environmental liabilities associated with two properties; one located in the city of Guaymas, and the
other in the neighboring town of Empalme, state of Sonora, Mexico. Thereafter, Mr. Falardeau
collaborated with hydrologists and geologists in developing the scope of the limited subsurface soil
investigation at the Guaymas site and supervised the soil investigation performed by our Mexican
colleagues, which included the collection and analysis of approximately 20 soil samples from an
abandoned steel processing facility. Mr. Falardeau also technically reviewed the Phase I ESA report
and identified the recognized environmental concerns in compliance to ASTM Standard E 1527-05, as
well as authored the of the soil investigation summary report and proposed recommendation for
additional, more intrusive investigation of the site.
The second phase of the project is currently being coordinated. Mr. Falardeau will return to the
Guaymas site to supervise the performance of the more intrusive investigation of soil and
groundwater conditions to more precisely characterize environmental conditions at the site.
Environmental Impact Study
International Power Generation and Supply Company
The project scope was to complete and submit the Environmental Impact Statement (Manifestación
de Impacto Ambiental, Modalidad Regional) for submittal to the regulatory agency (Secretaria de
Medio Ambiente y Recursos Naturales) for a power generation site in Mexico and associated
transmission lines to the United States. The site consisted of approximately 5,000 hectares located in
four specific environmental management units.

Mr. Falardeau provided value by effectively scheduling and coordinating the project (from site
investigations through the final EIS submittal); research, identify, and evaluate local and state
influences (e.g., local and regional development and sustainability plans, field investigations,
protected nature areas), environmental impacts, and mitigation measures; and provide regulatory
support, quality control, and translation services.
Environmental, Health and Safety Management
Regional EH&S Representative
Bank of America
Mr. Falardeau’s role on the global contract for Bank of America was Assistant Regional
Representative and Regional Representative for the Southwest Region, consisting of 1,275 retail
banking sites and administration offices located in Colorado, New Mexico, Texas, and Utah.
Mr. Falardeau provided technical and program management oversight for an array of projects
including indoor air quality investigations, mold remediation projects, asbestos and lead-based paint
surveys, abatement project oversight and management, and any other environmental regulatory
compliance support requested by the client or from approximately 40 CB Richard Ellis Property
Managers and Project Managers.
Mr. Falardeau continues to provide quality control and program management support.
H&S Program Development
International Pharmaceutical Company
The project scope was to translate written H&S procedural documents from facilities located
throughout Latin America in order to support the development of a global standard of incident
investigation and reporting policies and procedures.
Mr. Falardeau provided Spanish and Portuguese translation services during the first phase of the
project and anticipates translating the global standard into Spanish over the course of the following
phase of the project.
H&S Program Management
International Energy Company
The project scope was to remediate contaminated soil and groundwater at over 600 existing and
former gasoline station sites. Mr. Falardeau, Regional H&S Coordinator, managed the health and
safety program at 275 of those sites, located in California, Oregon, and Washington.
Specifically, Mr. Falardeau developed Health and Safety Plans, conducted onsite H&S audits and
assessments, facilitated incident investigations and root cause analyses, and provided consultation to
field staff related to regulatory compliance, client H&S policy, and safe work procedures.
HSE and Facility Management Services
International Financial Services Company
The project scope is to provide HSE management services to an international financial services
company. Mr. Falardeau serves as the Regional Representative, main point of contact, for the client
and their property management team to respond to, and resolve HSE-related concerns. The
concerns are generally related to management of asbestos and lead-based paint, indoor air quality,
general environmental management services including hazardous waste and storm water, and
emergency response. Mr. Falardeau’s responsibilities include project management, information
management systems, subcontractor management, and risk management services for several
hundred facilities located throughout Texas, Colorado, Utah, and New Mexico.

Quantitative Risk Assessments

The scope of the projects was to perform quantitative risk assessments on scheduling and cost
variances for:
The rehabilitation of the Culver Line Viaduct Project;
The Modernization of the Signal System on the Culver Line at Church Avenue Project,
The Rehabilitation of Fan Plants at on the Queens Boulevard Line and Astoria Line at Jackson
Avenue project;

Mr. Falardeau supported the projects by building the base risk model components, coordinating the
risk simulations, and extrapolating the resulting data for the creation of tables, graphs, and the report
submittal to the client. Mr. Falardeau also supported the projects with quality control responsibilities.
