PROFESSIONAL SUMMARY
Ms. Estella Mudd has over twenty-six (26) years’ experience in Regulatory Compliance
and Training. She has successfully completed both Federal and State Audits for clients
for the OSHA/PSM, Substance Abuse Plans, Operator Qualification (OQ) Plans,
Comprehensive 192/195 O & M Manuals, Mechanical Integrity Audits for both Gas and
Hazardous Liquid, Emergency Response, and Public Awareness without any
detrimental conclusions.
Ms. Mudd has been responsible for conducting OSHA Training classes for General
Industry and Construction to support OSHA compliance at various facilities.
Responsibilities included creating Standard Operating Procedures (SOP), Emergency
Operating Procedures (EOP), On-the-Job Checklists, Emergency Response Plans and
Operations Manuals in compliance to OSHA 29 CFR 1910.119 and PHMSA’s DOT
directives.
She has successfully created PHMSA/DOT dictated Operations and Maintenance
Manuals (O & M), Operator Qualification (OQ) Manuals and supporting
documentation for Gas and Liquid Pipeline Compliance covering all the required
elements and protocols of the regulation dictate including the covered tasks identified
by DOT CFR 49 192 and 195 and qualification of the them. She has been all over the
United States with numerous Operators to qualify individuals to satisfy the OQ
dictates. She has also developed the required Substance Abuse Programs to satisfy
dictates in DOT CFR 49 Part 40 and 199, Drug and Alcohol Testing Procedures and
cross referenced the available PHMSA Substance Abuse Inspection Questions to ensure
compliance with regulatory dictates. She had audited Contractor Substance Abuse
Programs as dictated by the appropriate dictates in these compliance mandates. She
has created and reported MIS information regarding both Operator and Contractor
drug testing results.

Estella has also created Public Awareness Plans for multiple clients in accordance with
API RP 1162 for both gas and hazardous liquid lines as dictated in CFR 49 192 and 195
Regulations. In addition she has created Damage Prevention Programs and Pipeline
Mechanical Integrity Plans in conjunction with the Gas and Liquid Pipeline Integrity
Protocols. Estella had successfully completed both state and federal audits of these
programs.

Provided project management for Amoco Chemical facility in Texas City. Texas which
established a training program in accordance with OSHA's Process Safety Management
of Highly Hazardous Chemicals (29 CFR 1910.119)
Performed internal compliance audits, submitted recommendations for compliance
adherence, created operating manuals for Lyondell/CITGO Refinery in Houston, Texas,
which developed an existing, and expansion plant program with twenty-two technical
writers and three team leaders.
Performed internal compliance audits, instituted training procedures and manuals for
TOSCO Avon Refinery in Martinez, California which established training program in
accordance with Appendix c (5) “Process Safety Management” and California Standard
