Project Concept:! 
Suggestions! 
! Although this land is located in a strategic location and 
had been transformed to be a parking area for the residents 
but residents seldom use it. This is a waste of space. It is 
located near the residential area, school and others. The traffic 
circulation here will be very busy during the morning and 
evening. This is because people who go to work or school will 
pass through here. Moreover, afternoon also have high traffic 
circulation.! 
! 
! Hence, I decide to build a stationery shop and restaurant 
in this place due to its strategic location. Students can get their 
stationery supplies quickly and convenient. People also can 
enjoy their meal in the restaurant. It become a new resting 
place for people.! 
!

Objective: 
1. To put the empty land in a good use! 
2. To provide an ideal and conducive environment for 
students to study, read and rest.! 
3. To let students convenient to get their stationery supplies! 
4. To provide a dining area to residents and others! 
5. To provide a space to let people relax ! 
6. To provide a comfortable place for people to gathering 
with family and friends. 
Benefits: 
1. The empty land can be functional.! 
2. Students no longer need to go to further place to buy 
their stationery.! 
3. Students can have a better and pleasing environment to 
study.! 
4. People can enjoy their meal before or after work and 
study.! 
5. People can relax in the comfortable atmosphere.! 
6. People can enjoy gather with others in the open space.

Project Plan:! 
! I decide to build a two-story place in this empty 
place. The first part which is ground floor will be the 
stationary shop. Students can buy their stationery here. 
Beside, this shop also will sell some educational books 
such as references books, science magazines, story 
books and exercise books. There will provide a reading 
zone which comfortable seats and some tables will be 
provided. Students can have a better study 
environment here. 
Rationale:! 
1. This empty place has high population of students 
(1 university, 2 primary schools and 2 secondary 
schools)! 
2. Students can get their stationery supplies convenient! 
3. A better study environment provide to students!

! The second floor will be a restaurant. It is air-conditioned 
and music all be played. This restaurant will 
surrounded by glass windows to allow people to view the 
scenery of the river. Beside, this restaurant has a special 
design. It has an open roof garden. Seats and tables will 
be provided so people can also have a meal there. This 
space will be surrounded by shrubs and flowerbed. 
People can relax and calm their mind from busy life. They 
can also view the scenery of the river.! 
Rationale:! 
1. People not need to go further place to find 
restaurant.! 
2. People not need to make decision on what to eat 
today! 
3. People can gather with family and friends in the 
comfortable atmosphere.! 
4. Students can have a meal here before or after 
school.

Authority Procedures: 
Step1:! 
Applicant submits application to secretariat of One Stop Centre. 
The One Stop Centre (OSC) Secretariat will check and examine 
all your documents submitted based on the checklist. If your 
application is incomplete, the OSC Secretariat will request the 
applicant to submit the necessary or additional documents/ 
plans.! 
The OSC Secretariat shall:! 
! 
• ! Register the application! 
• Receive the receipt of processing fees! 
• Save the data for electronic submission by key 
into computer if applicable! 
• Issue letter receipt application to the applicant 
Step2:! 
The OSC Secretariat will distribute application to 
relevant departments. The technical departments/ 
agencies that shall be referred to are as show below for 
submission of building plans.! 
! 
• Department of Fire and Rescue Services! 
• Water Supply Corporation! 
• Department of Sewerage Services! 
• Tenaga Nasional Berhad! 
• Internal Technical Departments (Department 
of Planning, Landscape Department, 
Department of Engineering, Department of 
Health)! 
• Other related technical departments/ agencies

Step3:! 
Processing of building plan application by the 
Department of Town Planning Local Authority. The officer 
in the Building Department should undertake the 
following process and procedure for the building 
approval.! 
! 
• Receive application letter with complete 
documents from the One Stop Centre 
Secretariat and open file! 
• Check fee payment! 
• Check Form A (Schedule II Uniform Buiding By 
Laws 1984)! 
• Check the building plan based on detailed 
checklist! 
• Receive comments with the agree layout plan! 
• Prepae written directions to the applicant and 
ensures applicant comply with conditions! 
• Prepare recommendation paper to the Open 
Stop Centre Secretariat! 
• The Director of Building Department should 
table the recommendation paper in the OSC 
Committee Meeting!

Step4:! 
Compilation and coordination of recommendation papers 
will be done. The One Stop Centre Secretariat should:! 
! 
• Compile and coordinate all the recommendation 
papers! 
• Issue letter of calling for meeting and attached with 
meeting agenda to all members of the OSC 
Committee! 
• Distribute recommendation papers! 
• Should a technical departments/ agency not able to 
provide comments within the stipulated time 
without a valid reason, the OSC Committee should 
proceed to consider the application and make 
decision! 
• For applications that had submitted the pre-computation 
plan at the early stage, any 
differences noted between the pre-computation 
plan and the layout plan, the OSC Secretariat will 
have to inform the applicant to make the necessary 
amendments.!

Step 5:! 
OSC will organise a committee meeting. The OSC 
Committee Meeting should undertake to consider and 
make decisions on the applications for:! 
! 
• Planning permission! 
• Building Plans! 
• Earthworks plans and road and drainage plans! 
• The committee should make recommendations 
for:! 
-Pre-computation plan! 
-Application for simultaneous subdivision and 
conversion under section 124A NLC in 
accordance with subparagraph 136 (1)(c)(i) NLC 
or application for surrender and re-alienation 
section 204D, NLC in accordance with paragraph 
204D(1)(d) NLC.! 
-The decision of the planning permission in the 
OSC Committee Meeting should be issued 
through:! 
! 
i. Form C1, Schedule 1 Development Control 
(General) Rules, 1986-Award Planning 
Permission to Applicant! 
ii. Form B, Schedule IV Development Control 
(General) Rules,1986- Notice to Person who 
Object the Planning Permission! 
iii.Form C2, Schedule I Development 
Control(General) Rules,1986- Reject to grant 
planning permission! 
iv.These documents should be signed by YDP or 
empowerment to the Director of Planning 
Department Local Authority

Step6:! 
Preparation of notification of planning approval is sent to 
land administrator. The OSC Secretariat should prepare 
the necessary documents to be submitted to the Land 
Administrator:! 
! 
• Approval documents! 
• Form C1, Schedule I Development Control( General 
Rules) , 1986-planning permission approval! 
• Letter of confirmation of approval! 
Step 7:! 
Prepare recommendation paper to the State Executive 
Council(EXCO). The Land Administrator should prepare 
a recommendation paper to the State Executie Council 
for decision.! 
! 
The State Director for Lands and Mines should inform 
the State’s decision to the Land Administrator and make 
copy of the decision to the OSC Secretariat.

Step 8:! 
Te Land Administrator informs the applicant of the 
decision on the Land Development Application! 
! 
Under section 124A, the Land Administrator should inform 
the applicant of the following:! 
! 
• The subdivision that has been approved! 
• For every subdivision, the category, conditions and 
expressed conditions(if applicable) as directed by the 
State Authority! 
• Additional premium rate and quit rent for every 
subdivision as well as other payment that need to be 
made! 
• The period for the payment of additional premium, quit 
rent and others! 
• other conditions of approval as imposed by the State 
Authority! 
! 
At the same time, the Land Administrator need to present 
the notice in Form 7G requesting the applicant to make 
necessary payments within the stipulated times as 
follows:! 
! 
• Surveying fees if the survey is to be done by the 
Department of Land Survey! 
• Payment for the preparation and registration of the 
Qualified Title for every lot in the subdivision.

For section 204D, the Land Administrator should inform 
the applicant of the following:! 
! 
• The terms of the approval for each unit that should be 
re-alienated! 
• The additional premium and tax rates for each unit 
should be re-alienated! 
• Period of payment of the additional premium, tax and 
other payments that is charged! 
• The amount of premium in Form 5A in relation with 
each unit. The survey charges should not be included 
in Form 5A if the survey is to be undertaken by a 
licensed surveyor and the Land Administrator has been 
given the assurance by the Boar of Surveyors.! 
Step 9! 
Prepare decision paper for acknowledgement to the 
Full Council. The OSC Secretariat should prepare 
decision paper of the OSC Committee to be 
acknowledged at the Full Council Meeting of the Local 
Authority. 
Step 10:! 
Inform the approval to the applicant. The OSC Secretariat 
should! 
• Collect the approved documents signed by the YDP or through 
empowerment to the Director of Planning, Director of Building 
and Director of Engineering! 
• Inform the applicant the on the decision of application 
enclosing the approved layout plan, building plan and other 
related plans.! 
• The total time frame for the processing of simultaneous 
application is suggested as 92 days (3 months and 2 days )! 
• If application falls within an area with the gazetted local plan, 
the normal time to process shall be 67 days (2 months 7days)

Benefits of the construction project to the client 
and surrounding community 
1. This project is plan to make the empty land 
become functional.! 
2. The stationery shop provide many type of 
stationery to students.! 
3. Students convenient to buy stationery in the shop 
than going to further place if they need stationery 
urgent.! 
4. Enhance scenery of the place because it looks 
empty if nothing there.! 
5. The restaurant let the residents to have a meal 
that and no need to cook.! 
6. Provide a space for people to relax. 
Success Criteria:! 
1. This building can build in the estimated time.! 
2. This building is controlled in the estimated 
budget.! 
3. Satisfy all the requirements of the clients and 
even details.! 
4. The stationery shop can provide many type of 
stationery for students.! 
5. A comfortable reading zone in stationery shop 
is fully utilised by students.! 
6. The restaurant can be the choice of people to 
have a meal, relax and gathering.!

Conclusion 
! First, this project want students to find an empty land 
which shall between 30m x 30m to 30m x40m. We need to 
purpose a construction project on the empty land that we 
found. As soon as we found our site and understand it, we 
started planning our site based on our own chosen.! 
! 
! I chose commercial area and dining area(food and 
beverage) as my concept. I want to build a two-story building 
that will be a stationery shop and a restaurant. The stationery 
shop is to let the students from the nearby primary school to 
buy stationery. Varies type of stationery will be sell and some 
educational books. There will have a reading zone for people to 
rest and read. Students can have a group study at this reading 
area. There are many comfortable seating area and table to let 
you read in the shop.! 
! 
! Beside, the second floor will be the restaurant. I decide to 
build this restaurant because the Taman Serdang Jaya are lack 
of dining place. The residents live here need to go to further 
place if they want to have a meal. This restaurant will make 
them more convenient and easy. This restaurant is unlike the 
normal restaurant, it has a special design roof garden. People 
can have their meal, rest or gather with others in this garden. 
There will have many green shrubs and flowerbed to let you 
feel fresh and relaxing. ! 
! 
! I hope this building can make the client satisfy and benefits 
the nearby community. Moreover, this proposal also to avoid a 
waste of space. This land should not be empty, if we try to 
develop it into a good use, it can fully function and provide 
beneficial service for others.!

Project Background 
! Seri Kembangan, formerly known as Serdang New Village, 
is a town located in Selangor, Malaysia. Years later, this town 
start to develop. Todays, this town is now a considerable city in 
size. Prominent developments such as AEON Equine Park, 
McDonald’s, Pasar Borong, Universiti Putra Malaysia and other 
business transformed this area become a business centre. 
However, it still have many empty lands which is lack of 
development.! 
! 
! We choose an empty land which is located beside Jalan 
Raya 5, Taman Serdang Jaya, 43300Seri Kembangan. It is near 
a primary school, residential area, university, business area and 
others. This is an overgrown weeds place which is beside a river 
about one years ago. Then, the grass was removed to become 
a parking area for the residents. However, this land is seldom 
use by the residents. Therefore, this place cannot fully 
functional. This is a waste of land and very pity. We decide to 
make some different to this place to put it to good use. Plus, we 
do not want to waste this empty land which has a strategic 
location. We want to make it more meaningful.

  • 3. Project Concept:! Suggestions! ! Although this land is located in a strategic location and had been transformed to be a parking area for the residents but residents seldom use it. This is a waste of space. It is located near the residential area, school and others. The traffic circulation here will be very busy during the morning and evening. This is because people who go to work or school will pass through here. Moreover, afternoon also have high traffic circulation.! ! ! Hence, I decide to build a stationery shop and restaurant in this place due to its strategic location. Students can get their stationery supplies quickly and convenient. People also can enjoy their meal in the restaurant. It become a new resting place for people.! ! 1
  • 4. Objective: 1. To put the empty land in a good use! 2. To provide an ideal and conducive environment for students to study, read and rest.! 3. To let students convenient to get their stationery supplies! 4. To provide a dining area to residents and others! 5. To provide a space to let people relax ! 6. To provide a comfortable place for people to gathering with family and friends. Benefits: 1. The empty land can be functional.! 2. Students no longer need to go to further place to buy their stationery.! 3. Students can have a better and pleasing environment to study.! 4.   • 5. Project Plan:! ! I decide to build a two-story place in this empty place. The first part which is ground floor will be the stationary shop. Students can buy their stationery here. Beside, this shop also will sell some educational books such as references books, science magazines, story books and exercise books. There will provide a reading zone which comfortable seats and some tables will be provided. Students can have a better study environment here. Rationale:! 1. This empty place has high population of students (1 university, 2 primary schools and 2 secondary schools)! 2. Students can get their stationery supplies convenient! 3. A better study environment provide to students! 4
  • 6. ! The second floor will be a restaurant. It is air-conditioned and music all be played. This restaurant will surrounded by glass windows to allow people to view the scenery of the river. Beside, this restaurant has a special design. It has an open roof garden. Seats and tables will be provided so people can also have a meal there. This space will be surrounded by shrubs and flowerbed. People can relax and calm their mind from busy life. They can also view the scenery of the river.! Rationale:! 1.   • 14. Authority Procedures: Step1:! Applicant submits application to secretariat of One Stop Centre. The One Stop Centre (OSC) Secretariat will check and examine all your documents submitted based on the checklist. If your application is incomplete, the OSC Secretariat will request the applicant to submit the necessary or additional documents/ plans.! The OSC Secretariat shall:! ! • ! Register the application! • Receive the receipt of processing fees! • Save the data for electronic submission by key into computer if applicable! • Issue letter receipt application to the applicant Step2:! The OSC Secretariat will distribute application to relevant departments. The technical departments/ agencies that shall be referred to are as show below for submission of building plans.! ! • Department of Fire and Rescue Services! • Water Supply Corporation! • Department of Sewerage Services! • Tenaga Nasional Berhad! • Internal Technical Departments (Department of Planning, Landscape Department, Department of Engineering, Department of Health)! • Other related technical departments/ agencies 12
  • 15. Step3:! Processing of building plan application by the Department of Town Planning Local Authority. The officer in the Building Department should undertake the following process and procedure for the building approval.! ! • Receive application letter with complete documents from the One Stop Centre Secretariat and open file! • Check fee payment! • Check Form A (Schedule II Uniform Buiding By Laws 1984)! • Check the building plan based on detailed checklist! • Receive comments with the agree layout plan! • Prepae written directions to the applicant and ensures applicant comply with conditions! • Prepare recommendation paper to the Open Stop Centre Secretariat! • The Director of Building Department should table the recommendation paper in the OSC Committee Meeting! 13
  • 16. Step4:! Compilation and coordination of recommendation papers will be done. The One Stop Centre Secretariat should:! ! • Compile and coordinate all the recommendation papers! • Issue letter of calling for meeting and attached with meeting agenda to all members of the OSC Committee! • Distribute recommendation papers! • Should a technical departments/ agency not able to provide comments within the stipulated time without a valid reason, the OSC Committee should proceed to consider the application and make decision! • For applications that had submitted the pre-computation plan at the early stage, any differences noted between the pre-computation plan and the layout plan, the OSC Secretariat will have to inform the applicant to make the necessary amendments.! 14
  • 17. Step 5:! OSC will organise a committee meeting. The OSC Committee Meeting should undertake to consider and make decisions on the applications for:! ! • Planning permission! • Building Plans! • Earthworks plans and road and drainage plans! • The committee should make recommendations for:! -Pre-computation plan! -Application for simultaneous subdivision and conversion under section 124A NLC in accordance with subparagraph 136 (1)(c)(i) NLC or application for surrender and re-alienation section 204D, NLC in accordance with paragraph 204D(1)(d) NLC.! -The decision of the planning permission in the OSC Committee Meeting should be issued through:! ! i. Form C1, Schedule 1 Development Control (General) Rules, 1986-Award Planning Permission to Applicant! ii. Form B, Schedule IV Development Control (General) Rules,1986- Notice to Person who Object the Planning Permission! iii.Form C2, Schedule I Development Control(General) Rules,1986- Reject to grant planning permission! iv.These documents should be signed by YDP or empowerment to the Director of Planning Department Local Authority 15
  • 18. Step6:! Preparation of notification of planning approval is sent to land administrator. The OSC Secretariat should prepare the necessary documents to be submitted to the Land Administrator:! ! • Approval documents! • Form C1, Schedule I Development Control( General Rules) , 1986-planning permission approval! • Letter of confirmation of approval! Step 7:! Prepare recommendation paper to the State Executive Council(EXCO). The Land Administrator should prepare a recommendation paper to the State Executie Council for decision.! ! The State Director for Lands and Mines should inform the State’s decision to the Land Administrator and make copy of the decision to the OSC Secretariat. 16
  • 19. Step 8:! Te Land Administrator informs the applicant of the decision on the Land Development Application! ! Under section 124A, the Land Administrator should inform the applicant of the following:! ! • The subdivision that has been approved! • For every subdivision, the category, conditions and expressed conditions(if applicable) as directed by the State Authority! • Additional premium rate and quit rent for every subdivision as well as other payment that need to be made! • The period for the payment of additional premium, quit rent and others! • other conditions of approval as imposed by the State Authority! ! At the same time, the Land Administrator need to present the notice in Form 7G requesting the applicant to make necessary payments within the stipulated times as follows:! ! • Surveying fees if the survey is to be done by the Department of Land Survey! • Payment for the preparation and registration of the Qualified Title for every lot in the subdivision. 17

For section 204D, the Land Administrator should inform the applicant of the following:! ! • The terms of the approval for each unit that should be re-alienated! • The additional premium and tax rates for each unit should be re-alienated! • Period of payment of the additional premium, tax and other payments that is charged! • The amount of premium in Form 5A in relation with each unit. The survey charges should not be included in Form 5A if the survey is to be undertaken by a licensed surveyor and the Land Administrator has been given the assurance by the Boar of Surveyors.! Step 9! Prepare decision paper for acknowledgement to the Full Council. The OSC Secretariat should prepare decision paper of the OSC Committee to be acknowledged at the Full Council Meeting of the Local Authority. Step 10:! Inform the approval to the applicant. The OSC Secretariat should! • Collect the approved documents signed by the YDP or through empowerment to the Director of Planning, Director of Building and Director of Engineering! • Inform the applicant the on the decision of application enclosing the approved layout plan, building plan and other related plans.! • The total time frame for the processing of simultaneous application is suggested as 92 days (3 months and 2 days )! • If application falls within an area with the gazetted local plan, the normal time to process shall be 67 days (2 months 7days)

The stationery shop provide many type of stationery to students.! 3. Students convenient to buy stationery in the shop than going to further place if they need stationery urgent.! 4. Enhance scenery of the place because it looks empty if nothing there.! 5. The restaurant let the residents to have a meal that and no need to cook.! 6. Provide a space for people to relax. Success Criteria:! 1. This building can build in the estimated time.! 2. This building is controlled in the estimated budget.! 3. Satisfy all the requirements of the clients and even details.! 4. The stationery shop can provide many type of stationery for students.! 5. A comfortable reading zone in stationery shop is fully utilised by students.! 6. The restaurant can be the choice of people to have a meal, relax and gathering.! 31
  • 34. Conclusion ! First, this project want students to find an empty land which shall between 30m x 30m to 30m x40m. We need to purpose a construction project on the empty land that we found. As soon as we found our site and understand it, we started planning our site based on our own chosen.! ! ! I chose commercial area and dining area(food and beverage) as my concept. I want to build a two-story building that will be a stationery shop and a restaurant. The stationery shop is to let the students from the nearby primary school to buy stationery. Varies type of stationery will be sell and some educational books. There will have a reading zone for people to rest and read. Students can have a group study at this reading area. There are many comfortable seating area and table to let you read in the shop.! ! ! Beside, the second floor will be the restaurant. I decide to build this restaurant because the Taman Serdang Jaya are lack of dining place. The residents live here need to go to further place if they want to have a meal. This restaurant will make them more convenient and easy. This restaurant is unlike the normal restaurant, it has a special design roof garden. People can have their meal, rest or gather with others in this garden. There will have many green shrubs and flowerbed to let you feel fresh and relaxing. ! ! ! I hope this building can make the client satisfy and benefits the nearby community. Moreover, this proposal also to avoid a waste of space. This land should not be empty, if we try to develop it into a good use, it can fully function and provide beneficial service for others.! ! 32

  • 36. Project Background ! Seri Kembangan, formerly known as Serdang New Village, is a town located in Selangor, Malaysia. Years later, this town start to develop. Todays, this town is now a considerable city in size. Prominent developments such as AEON Equine Park, McDonald’s, Pasar Borong, Universiti Putra Malaysia and other business transformed this area become a business centre. However, it still have many empty lands which is lack of development.! ! ! We choose an empty land which is located beside Jalan Raya 5, Taman Serdang Jaya, 43300Seri Kembangan. It is near a primary school, residential area, university, business area and others. This is an overgrown weeds place which is beside a river about one years ago. Then, the grass was removed to become a parking area for the residents. However, this land is seldom use by the residents. Therefore, this place cannot fully functional. This is a waste of land and very pity. We decide to make some different to this place to put it to good use. Plus, we do not want to waste this empty land which has a strategic location. We want to make it more meaningful.
