2. Pilot Program for Climate
Resilience (PPCR)
Approved in November 2008
First program to become operational under
the Strategic Climate Fund.
Nine national programs
two regional programs – including the
Caribbean
Six participating countries –Jamaica, Haiti,
Dominica, Saint Lucia, Grenada, and Saint
Vincent and the Grenadines
The regional track activities is co-
implemented through regional organizations.
3. National PPCR
Each country has a national program of
activities, the regional track of activities
are designed to have both direct benefits
to PPCR countries and indirect benefits to
non-PPCR countries in the Caribbean. The
national and regional tracks are linked,
and it is expected that the lessons learned
under the PPCR will be shared with all
countries across the region..
4. National PPCR Priority Areas
Country Priority Area
Haiti: Agriculture and food security, coastal zone management and reconstruction
(sectors/themes) are the main areas, with sub-sectors/themes being infrastructure,
land planning and data management.
Jamaica: Agriculture, land-use planning, health, water resources, integrated coastal zone
management, climate proofing of national and sectoral plans, tourism, and data
management.
Saint Vincent and
Grenadines:
Monitoring and evaluation of environmental hazards, watershed management,
public sensitization and awareness, integrated planning, and data management.
Grenada: Integrated water resource management, capacity building at the sector level, and
data management.
Saint Lucia: Agriculture, coastal and marine resources, financial sector, forestry, biodiversity,
health, human settlement, critical infrastructure, tourism, and water resource
management. Data needs were also highlighted for Saint Lucia particularly the
need for Bathymetric and Hydrometric data.
Dominica: Agriculture and food security, water quality and quantity, Fisheries, climate change
impacts on coastal and marine resources, infrastructure and human settlements,
tourism, forestry.
5. Regional PPCR Program
The Climate Investment Fund through the Inter-
American Development Bank (IADB) has provided
grant funding in the amount of US$10.39 million to
implement the investment plan for the Caribbean
Regional Track of the Pilot Program for Climate
Resilience (PPCR) over a five year period.
The University of the West Indies has signed a
Technical Cooperation (TC) to implement the
activities of the regional track of the Caribbean
PPCR through a Program Management Unit set up
under the Mona Office for Research and
Innovation
6. Objectives of the Regional
PPCR Program
The main objectives of the program are specifically:
to help to improve regional processes of climate
relevant data acquisition, storage, analysis, access,
transfer and dissemination,
to pilot and scale up innovative climate resilient
initiatives.
The program utilizes a regional approach, that seeks
to generate data and develop information products
and services that can be utilized at both the regional
and national levels. It also seeks to enhance the
utilization of climate data and information for
decision making purposes.
7. Component 1- Improving geospatial data
and management for adaptation planning, sea level
rise and storm surge impact analysis (US$2,400,000).
Objective:
Improve accessibility to high quality and current/updated bathymetric
and near shore topographic data to support climate change analysis
related to sea-level rise, storm surge, flooding, and on-going adaptation
planning at the regional and national levels.
Activities:
bathymetric and near-shore topographic research for selected highly
vulnerable locations;
data processing to create geospatial outputs;
production and transfer of geospatial outputs to key national and
regional repositories to support their on-going climate analysis and
adaptation planning;
development and dissemination of case studies.
Status:
Initial Implementation. TOR for scoping analysis approved and tender
process about to commence
Technical Advisory Committee (TAC) scheduled to be constituted in
September
8. Component 2 – Consolidating and
expanding the regional climate network and global
platform linkages (US$975,000).
Objective:
Strengthen regional and national structures and mechanisms for the
delivery of climate products and services at the national level through
enhancements to the regional climate data monitoring networks and
complementary linkages with global climate information
centers/platforms.
Activities:
improvements in the acquisition weather data across Caribbean PPCR
countries;
tdevelopment of priority climate products and services for some PPCR
countries, complementing ongoing initiatives under the Global
Framework for Climate Services (GFCS);6
six capacity building workshops of the national meteorological offices to
deliver on their expanded role as national climate centers; and
increase in the capacity of backup storage of regional climate data.
Status:
Initial Implementation. Letter of Agreement (LOA) with co-implementing
entity being finalized and implementation planning scheduled for
September
9. Component 3 – Downscaling and
expanded climate projection models and high
resolution maps (US$2,288,850).
Objective:
Improve and enhance the availability of the downscaled future climate
projections in the Caribbean in support of adaptation planning, decision
making, and sector level modelling/projection efforts (such as marine,
agriculture, health and water).
Activities:
enhancement of the technological capacity and capabilities to analyze
existing regional climate modelling outputs, as well as generating and
assessing new model outputs;
four new downscaled analyses for expanding various climate dynamics,
variability and change for regional climate models;
a framework established for linking regional climate models (tier 1) to
sector models (tier 2) to support adaptation planning and decision
making in the four key sectors; and
development of one Regional Coastal Zone Integrated Information
Management System (RCIIMS), including the production of high resolution
climatic data for the coastal zone.

10. Component 4 – Applied adaptation
initiatives (US$3,127,388).
Subcomponents:
Health –
Objective: Reduce climate variability and change related risks from mosquito borne diseases of
dengue/chikungunya;
Activities: early warning systems for three countries (Jamaica, Haiti and Saint Lucia)
Status: LOA signed and TAC being constituted. Implementation scheduled to commence in the next 6 Months
Marine –
Objective: Reduce climate variability and change related risks on the fisheries industry
Activities: (a)six Information and Communication Technologies (ICT) early warning systems to reduce climate
variability and change related risks on fisheries; (b) one fishery assessment and a regional fisheries and
environmental database; and (c) a regional fishery-related ecological and socio-economic impacts assessment;
Status: LOA signed and TAC constituted. Implementation started
Agriculture –
Objective: Improved availability of climate resilient cultivars and agricultural production systems
Activities: (a) the development of climate change resilient agriculture production systems–including model
simulations of climate change impacts on production systems and livelihoods; (b) seed banks in six PPCR
countries; and (c) increased storage capacity for climate resilient cultivars;
Status: LOA signed and TAC constituted. Implementation scheduled to commence in the next 1 Month
Water –
Objective: Rain Water Harvesting (RWH) systems enabling environment through policy and capacity building
Activities: The enhancement policy and capacity building for the implementation of RWH systems; and RWH
systems in 3 water stressed communities in the region
Status: LOA signed and TAC being constituted. Implementation scheduled to commence in the next 6 Months
Mainstreaming –
Objective: Integration of climate change considerations in planning and the utilization of CC risk and adaptation
tools
Activities: policy and legislative reviews in select PPCR countries towards the mainstreaming of climate change
adaptation and the further roll-out of a Caribbean climate change risk and adaptation tool (CCORAL) to PPCR
countries where needed.
