SCaMP 4 - slowing the flow of surface water through
Catchment integration and solutions
• SCaMP3 (2015-20) focuses on 31 drinking water ‘Safeguard zones’ (catchments where
the water quality is getting worse) targeting in particular colour, pesticides and algae
in surface water and nitrates and solvents in groundwater. There is a focus on both
owned and non-owned catchment. Cost £3.9 million capex and £11.3 million opex
• SCaMP4 (2020-2025) is in development. Likely to include NFRM surface water ‘slow
the flow’ schemes e.g. Swindale Beck , as well as a continuation of work in newly
designated safeguard zones “watching briefs
• Develop spatial targeting of mitigation actions at a landscape scale using SCIMAP.
Potential to use SCIMAP to work out where the highest surface water risk is coming
from across our catchments and identify the best location for implementing natural
flood risk management solutions
• In AMP 7 we would look to implement a range of Natural Flood Risk ‘slow the flow’
type techniques that would aim to reduce flooding by working with natural features
and characteristics to store or slow down flood waters from the catchment. e.g.
breaching or removal of engineered structures re-meandering of rivers and feeder
streams, e.g. Swindale Beck , creating Opex savings from sediment and mineral
deposition solutions.

• investigate data sources describing mine shaft locations, spoil heaps and other attributes of coal mine

SCIMAP
Enable spatial targeting of mitigation actions at the landscape scale using SCIMAP
Potential to use SCIMAP to work out where the highest risk is coming from across our catchments
and identify the best location for implementing natural flood risk management solutions
• Surface Flow - surface hydrological connectivity
• Erosion Risk Potential - relative erosion potential as a result of the
amount of water flowing over that point in the landscape and the local
slope gradient which will determine the potential speed
of the water flow.
• Identify Critical Source Areas USING Google Earth and SCIMAP

Land Management partnerships
Moorlife 2020
The €16 million project will receive €12 million funding from the EU
LIFE programme, the largest ever award to a UK nature conservation
project. It is co-financed by Severn Trent Water, Yorkshire Water and
United Utilities.
Pennine Peat Partnerships
Haweswater
United Utilities and the RSPB have entered into a 45 year
land management partnership on the Haweswater estate.
The management agreement covers approximately 30% of
the estate area and comprises of 2 farms, valley bottom land
and high fell Common land.

Swindale Beck Restoration
Partnership project – RSPB, EA, UU, NE (The work took 6 months to complete and cost £205,000)
An exciting collaborative project has now put the bends back into Swindale Beck, and removed its raised banks.This
allows the water to flood onto the meadows more easily which will slow the progress of water flowing down the
valley and help reduce flooding downstream.

to floodplain

The objective of Ellen-wise Phase II is to unpick the
effectiveness of individual farming interventions and
changes to farming practice through a detailed
monitoring programme of nutrient levels within the
catchment.
Catchment solutions such as:
- Riparian buffer strips
- Improved slurry storage
- Fencing
- Farming behaviour
• Off-setting capital costs and
environmental impact of traditional end-
of-pipe solutions
• Quantifying the benefits of catchment
interventions
•The monitoring and critical analysis work
will be delivered through a PhD Research
project by Lancaster University, with the
interventions and project management
delivered by West Cumbria Rivers Trust.

UU in the Irwell
Currently investigating innovation and
partnership opportunities in the Irwell
catchment, starting upstream in
Rossendale and surrounding areas in the
Upper Irwell.
These will be identified utilising internal /
external data and local knowledge,
including assessment of the following:
- UU performance data (GIS) for Water
and Wastewater
- Optimisation of reservoirs (several
identified in Upper Irwell / Roch)
- AMP6/7 Water & Ww NEP drivers
- Integrated Catchment & Drainage

Trial larger horseshoe shaped bunds on peat catchment to retain surface waters and rewet blanket bog
and Increase Sphagnum cover (If 10% Sphagnum cover was present in riparian buffer strips the flood peak is reduced by 7.4% also the
flood peak is reduced by one time step ie 6 minutes, compared with normal conditions.)
• Temporarily store floodwater on floodplain or identified

We engage actively with the abstraction reform process
We will optimise available abstraction to improve resilience of water supplies at both a
local and national level, the latter through trading opportunities
We will use partnership approaches to optimise investment on catchment land to
maximise availability and quality of raw water. This approach is supported by DWI and
EA.
We will seek opportunities to deliver multiple benefits, including flood mitigation,
where our customers support this.
We will take opportunities to improve amenity value and social health benefits aligned
to the “Natural Health Authority”
We will continue to take a risk based approach to remove any societal risk and to
reduce intolerable risks

8. Summary of key messages
 We are investigating opportunities to integrate drivers/solutions on a catchment scale,
both internally and externally. Success will vary by driver and catchment
 If there is no driver for UU and no benefit in the service we provide to our customers, it
is unlikely that UU can invest
 However, we will continue to work collaboratively with catchment groups to deliver
WFD and investigate opportunities
 And although we are not quite there, our ambition is to build a future where UU
becomes a catchment system operator, and we are setting up a stepped integrated
approach to helps us fulfil that vision
 To realise the opportunities in AMP7, the next 12 months is critical as we lead up to
PR19. A governance process is in place to offer support and guidance.
 There are many barriers that could stop or reduce the scale of opportunity realised. We
cant overcome these alone.

Copyright © United Utilities Water Limited 2015 3 SCaMP 4 - slowing the flow of surface water through Catchment integration and solutions • SCaMP3 (2015-20) focuses on 31 drinking water ‘Safeguard zones’ (catchments where the water quality is getting worse) targeting in particular colour, pesticides and algae in surface water and nitrates and solvents in groundwater. There is a focus on both owned and non-owned catchment. Cost £3.9 million capex and £11.3 million opex • SCaMP4 (2020-2025) is in development. Likely to include NFRM surface water ‘slow the flow’ schemes e.g. Swindale Beck , as well as a continuation of work in newly designated safeguard zones “watching briefs • Develop spatial targeting of mitigation actions at a landscape scale using SCIMAP. Potential to use SCIMAP to work out where the highest surface water risk is coming from across our catchments and identify the best location for implementing natural flood risk management solutions • In AMP 7 we would look to implement a range of Natural Flood Risk ‘slow the flow’ type techniques that would aim to reduce flooding by working with natural features and characteristics to store or slow down flood waters from the catchment. e.g. breaching or removal of engineered structures re-meandering of rivers and feeder streams, e.g. Swindale Beck , creating Opex savings from sediment and mineral deposition solutions.

It is co-financed by Severn Trent Water, Yorkshire Water and United Utilities. Pennine Peat Partnerships Haweswater United Utilities and the RSPB have entered into a 45 year land management partnership on the Haweswater estate. The management agreement covers approximately 30% of the estate area and comprises of 2 farms, valley bottom land and high fell Common land. Copyright © United Utilities Water Limited 2015 9 Swindale Beck Restoration Partnership project – RSPB, EA, UU, NE (The work took 6 months to complete and cost £205,000) An exciting collaborative project has now put the bends back into Swindale Beck, and removed its raised banks.This allows the water to flood onto the meadows more easily which will slow the progress of water flowing down the valley and help reduce flooding downstream. • lacking in suitable salmon spawning habitat and poorly connected to floodplain • Very few trees along channel length • Very uniform profile, depth & flow

Catchment solutions such as: - Riparian buffer strips - Improved slurry storage - Fencing - Farming behaviour • Off-setting capital costs and environmental impact of traditional end- of-pipe solutions • Quantifying the benefits of catchment interventions •The monitoring and critical analysis work will be delivered through a PhD Research project by Lancaster University, with the interventions and project management delivered by West Cumbria Rivers Trust. Summary of key messages  We are investigating opportunities to integrate drivers/solutions on a catchment scale, both internally and externally. Success will vary by driver and catchment  If there is no driver for UU and no benefit in the service we provide to our customers, it is unlikely that UU can invest  However, we will continue to work collaboratively with catchment groups to deliver WFD and investigate opportunities  And although we are not quite there, our ambition is to build a future where UU becomes a catchment system operator, and we are setting up a stepped integrated approach to helps us fulfil that vision  To realise the opportunities in AMP7, the next 12 months is critical as we lead up to PR19. A governance process is in place to offer support and guidance.  There are many barriers that could stop or reduce the scale of opportunity realised. We cant overcome these alone.
