1. PURPOSE
The purpose of this Plan is to establish procedures
to respond to those states of emergency that may
arise and impact on the operation of Metro Railway.
This Plan establishes and communicates systems
with Internal and External agency to prevent,
prepare, respond and recover from disasters thereby
minimizing the loss of human life, damage to assets,
and disruption of service
FIELD OF APPLICATION
The Disaster Management Manual (DMM) provides
a management plan that identifies and mitigates the
risks of disaster. This includes all infrastructures,
premises, Working Systems, modes of
communications, assets or goods used for the
operational purposes of any Metro System.
Disaster: -
As per Disaster Management Act 2005,
Disaster means a catastrophe, mishap, calamity or grave
occurrence in any area, arising from natural or manmade
causes or by accident or negligence which results in substantial
loss of life or human suffering or damage to, and destruction of
property, or damage to or degradation of environment, and is
of such a nature or magnitude as to be beyond the coping
capacity the community of the affected area.
For Railway we can further say - vide Railway Board Letter
No: 2003/Safety-(DM)/6/2/ Pt. dated 06.01.2009, that:
“Railway Disaster is a serious train accident or an untoward
event of grave nature either on the railway premises or arising
out of railway activity in that area, due to natural or man-made
causes, that may lead to loss of many lives and/or grievous
injuries to a large number of people, and/or severe disruption of
traffic, necessitating large scale help from other Government /
Non-government and Private Organizations.”.
We can reduce the impact of disaster by following methods:-
1. Preparedness including Mock Drills, Flash Mob, Training etc.
2. Proper and accurate Information
3. Coordination Between Team
4. Ensure Everyone’s Roles and responsibilities including ownership of his
system
5. Equipments / Vehicles for Handling, Rescue and response during
Disaster
6. Training to use these equipments / Vehicles in short interval of time
LEVELS OF INCIDENTS AND ACCIDENTSType

Level 0 An event or series of events causing no adverse impact on person(s), property,
environment or services, but which may require attention of operation &
maintenance staff
Level 1 An event or series of events causing delay to services up to 20 minutes or limited
damage to property or minor injury to person or death due to non-operational
reasons e.g. medical condition. Assistance of external services may be required as
per the situation, without the need for immediate information to
concessionaire/authorities.
Level 2 An event or series of events causing delay of train services exceeding 20 minutes
or severe injury or death to one or several persons or important damage to Metro
Railway assets (equipments destroyed, structural damage to stations or trains) or
the environment. Assistance of external services may be required as per the
situation

Level 3 An event or series of events causing loss of many lives (>5) and/or grievous
injuries to a large number of people (>10), important damage to Metro Railway
assets (equipments destroyed, structural damage to station or trains) and
attached Public property (for example Roads, railway tracks, Bridges), or severe
disruption of traffic necessitating large scale help from external agencies

• Train Accidents (Collision, Derailment)

• Unmanageable Crowd, stampede
• Natural Calamities like earthquakes, Floods
• Chemical, Biological, Radioactive or Nuclear attacks

related support, relief and restoration activities. Coordinate with District
Disaster Management Authority, and other statutory agencies and seek
any specific assistance. Monitor all Relief and Rescue activities.

Roles and Responsibilities
DEPLOYMENT OF STAFF
Depending on the severity of the incident/ accident, and skills required to solve it:-
• First Line Response & Recovery Unit (FLRRU) always on site, initiate recovery
actions within the first minutes of an incident, and are trained – and supported
by adequate operating procedures – to mitigate and contain the effect of a
disruption on service or on passengers comfort, till external agency will not
come and take the charge.
• Second Line Response Unit (SLRRU) consisting of systems’ specialists provides
emergency response capability across all three lines. The ERU is available to
attend incidents on 24-hour standby basis and is trained to deal with all
foreseeable rail related incidents across the railway. These units are located in the
depot, on site or on-call whenever possible, and are scheduled and deployed so
that they can attend to an incident on the mainline within 30 min to 45 min.
• Disaster Management Committee (DMC) consisting of Managing Director and
all directors, who will be involved in providing all needed assistance, damage
control and keep liaison with non-emergency external agencies, take strategic
decisions.

Disaster Response Kit
The Disaster Response Kit is kept in the Disaster Management Room and should include
the following items:
a. Updated Metro Railway Disaster Response Plan and SOPs
b. Updated Metro Railway manuals, policies and procedures
c. Maps & site plans
d. Pre – printed forms for log entry as in Appendix
e. Dedicated laptop with appropriate network access
f. Sufficient additional PCs/laptop with network facility
g. Printing equipments and papers
h. Communication equipments including fax, radio and telephones
i. Marker pens and boards;
j. Updated call out list
k. Catering facilities, Catering Company contact details.
l. Any other provision or equipment required as per situation

Disaster Management Plan for Metro Railway

  • 2. 1. PURPOSE The purpose of this Plan is to establish procedures to respond to those states of emergency that may arise and impact on the operation of Metro Railway. This Plan establishes and communicates systems with Internal and External agency to prevent, prepare, respond and recover from disasters thereby minimizing the loss of human life, damage to assets, and disruption of service
  • 3. FIELD OF APPLICATION The Disaster Management Manual (DMM) provides a management plan that identifies and mitigates the risks of disaster. This includes all infrastructures, premises, Working Systems, modes of communications, assets or goods used for the operational purposes of any Metro System.
  • 4. Disaster: - As per Disaster Management Act 2005, Disaster means a catastrophe, mishap, calamity or grave occurrence in any area, arising from natural or manmade causes or by accident or negligence which results in substantial loss of life or human suffering or damage to, and destruction of property, or damage to or degradation of environment, and is of such a nature or magnitude as to be beyond the coping capacity the community of the affected area.
  • 5. For Railway we can further say - vide Railway Board Letter No: 2003/Safety-(DM)/6/2/ Pt. dated 06.01.2009, that: “Railway Disaster is a serious train accident or an untoward event of grave nature either on the railway premises or arising out of railway activity in that area, due to natural or man-made causes, that may lead to loss of many lives and/or grievous injuries to a large number of people, and/or severe disruption of traffic, necessitating large scale help from other Government / Non-government and Private Organizations.”.
  • 6. We can reduce the impact of disaster by following methods:- 1. Preparedness including Mock Drills, Flash Mob, Training etc. 2. Proper and accurate Information 3. Coordination Between Team 4. Ensure Everyone’s Roles and responsibilities including ownership of his system 5. Equipments / Vehicles for Handling, Rescue and response during Disaster 6. Training to use these equipments / Vehicles in short interval of time
  • 7. LEVELS OF INCIDENTS AND ACCIDENTSType Level Details Incident/accident Level 0 An event or series of events causing no adverse impact on person(s), property, environment or services, but which may require attention of operation & maintenance staff Level 1 An event or series of events causing delay to services up to 20 minutes or limited damage to property or minor injury to person or death due to non-operational reasons e.g. medical condition. Assistance of external services may be required as per the situation, without the need for immediate information to concessionaire/authorities. Level 2 An event or series of events causing delay of train services exceeding 20 minutes or severe injury or death to one or several persons or important damage to Metro Railway assets (equipments destroyed, structural damage to stations or trains) or the environment. Assistance of external services may be required as per the situation Disaster Level 3 An event or series of events causing loss of many lives (>5) and/or grievous injuries to a large number of people (>10), important damage to Metro Railway assets (equipments destroyed, structural damage to station or trains) and attached Public property (for example Roads, railway tracks, Bridges), or severe disruption of traffic necessitating large scale help from external agencies

Identified disaster scenarios for the Metro Railways so far: • Major fire (station, train, depot) • Train Accidents (Collision, Derailment) • Terrorist Attacks, Bomb Blasts, Indiscriminate Firing • Unmanageable Crowd, stampede • Natural Calamities like earthquakes, Floods • Chemical, Biological, Radioactive or Nuclear attacks • Widespread Violence and Public Disturbance
  • 11. Standard Operating Procedures (SOPs) that support this Plan to handle such Disasters 1. Accidents • Accident involving people in a train between stations • Accident involving people at station • Accident involving people on the track • Accidents and incursions that put at risk infrastructure, operations, systems safety and integrity 2. Fire • Dealing with fire at station • Dealing with fire in OCC • Dealing with fire in train (At station or in between stations) • Dealing with fire in Depot • Dealing with fire on track • Dealing with fire adjacent to Metro premises/ viaduct 3. Man-made disasters • Dealing with acts of sabotage • Dealing with act of crime including assault on employees • Dealing with riots, arson, vandalism on a large scale & civil disobedience • Dealing with terror attack • Dealing with bomb blast, bomb threats • Dealing with stampede • Dealing with nuclear/ biological/ chemical attack

  • 13. ORGANISATION & THEIR ROLES AND RESPONSIBILITIES 1. Central Government Authorities • National Disaster Management Agency (NDMA) • National Executive Committee (NEC) 2. State Government Authorities • State Disaster Management Authorities (SDMA) • State Executive Committee (SEC) • District Disaster Management Authority (DDMA) • Local authorities (Civic Authorities) 3. Levels of DMO (Disaster Management Organisation) Three levels in DMO to deal with the disastrous situations in Kolkata Metro Rail.

Disaster Management Organisation (DMO) Name Of Units Members FLRRU (First Level Response and Recovery Unit All field staff on duty (Station Controller, Train Operator, Depot Controller, Engineers, Technicians, Security Staff, OCC Staff) SLRRU (Second Level Response & Recovery Unit System experts/specialists and managers of concerned divisions (Operation, Maintenance, QHSE, other divisions); nominated LIO; all Contractor’s staff DMC ( Disaster Management Committee) MD, Directors, GM or delegated representative, admin support. Senior Manager called by on duty staff is the convener of the DMC

Name of Units Roles and Responsibilities FLRRU 24/7 available to attend any emergency across the 3 corridors Gather information, Transmit to all concerned, Evacuate, Provide relief, Save life, Seek assistance, Barricade, Coordinate with external agencies locally SLRRU Carry out relief and recovery activities, Coordinate and help with external agencies, Provide technical inputs, Provide probable time of restoration, Assess the loss/damage and seek assistance accordingly. Monitor and supervise the movement on other sections. Provide technical instructions on system related issues. Update information to OCC CC about the rescue DMC Prepare the DMM. Provide advice on safety matters; provide all admin related support, relief and restoration activities. Coordinate with District Disaster Management Authority, and other statutory agencies and seek any specific assistance. Monitor all Relief and Rescue activities. Damage control, Plan Long term response and recovery process, Key strategic decision making, Media Management OCS Monitor and control all rescue & relief activities; Single point of contact with OCC; Close liaison with other agencies. Contractor staff Assist and help OCS as per his instructions Roles and Responsibilities

DEPLOYMENT OF STAFF Depending on the severity of the incident/ accident, and skills required to solve it:- • First Line Response & Recovery Unit (FLRRU) always on site, initiate recovery actions within the first minutes of an incident, and are trained – and supported by adequate operating procedures – to mitigate and contain the effect of a disruption on service or on passengers comfort, till external agency will not come and take the charge. • Second Line Response Unit (SLRRU) consisting of systems’ specialists provides emergency response capability across all three lines. The ERU is available to attend incidents on 24-hour standby basis and is trained to deal with all foreseeable rail related incidents across the railway. These units are located in the depot, on site or on-call whenever possible, and are scheduled and deployed so that they can attend to an incident on the mainline within 30 min to 45 min. • Disaster Management Committee (DMC) consisting of Managing Director and all directors, who will be involved in providing all needed assistance, damage control and keep liaison with non-emergency external agencies, take strategic decisions.

Especially in isolated areas to access to any possible danger in advance for information to Police.
