Telstra has agreed to sell the site of the South Brisbane exchange building to the Queensland Government to allow for the construction of a new childrenâs
hospital.
We will therefore be undertaking a network upgrade in the South Brisbane exchange service area by replacing the copper network with an optical fibre based
âFibre to the Premisesâ (FTTP) network.
All services provided from the exchange will either be replaced with fibre access based services or cancelled prior to June 2013. Existing fibre based access
services will be moved to alternative exchanges such as Woolloongabba using existing standard planned network outage processes.
Duct access in the South Brisbane Exchange area carrying services to/from the exchange and some in the area will need to be relocated. In order to meet
the June 2013 deadline, removal of all equipment currently in the exchange will be required and therefore service migration or cancellations must be
completed by 31 December 2012.

Preparatory Activities â âGetting Readyâ for the Upgrade
Preparatory activities commenced in September 2010 to enable Telstra to complete the FTTP build by December 2012. These activities affect Telstra retail
and wholesale customers. Notifications will be sent to residents and businesses in South Brisbane, on a Tranche by Tranche basis, to advise them of
preparatory activities in their area. Residents and businesses in each Tranche will be notified approximately three months before the Start Migration Date of
the Tranche. Some of the activities that are being undertaken in 2011 are detailed below.
Re-parenting
Re-parenting of symmetric data services such as narrowband (<2MB) and wideband services (2MB and over) will be undertaken to deliver these services
from the Woolloongabba exchange.
Re-parenting is a business as usual activity that will be managed through Telstraâs normal procedures for scheduled maintenance. In addition, re-parenting
does not involve any product or pricing changes for retail or wholesale customers.
Initial deployment of fibre conduits
Telstra will be undertaking preparatory works to facilitate the initial deployment of fibre to customer premises where there are existing active services.
Activities relate to external works only, such as upgrades to the street conduits, pits and lead in conduits. In exceptional circumstances, a fibre lead-in will
only be hauled where a complex installation is anticipated. This preparatory work will assist in providing an efficient network rollout.
Telstra technicians will be moving street by street in the impacted areas conducting these activities. End-userâs services will not be affected by this
preparatory work. Telstra may need to gain access to an end-userâs premises during this activity. Consent will be obtained from end-users before we
commence installations of the fibre conduits.

Products
Products
Telstra Wholesale offers a number of data, voice and broadband services delivered using a fibre based access. These products should be considered by
TW customers as alternatives for any services currently being delivered through the South Brisbane Exchange using copper based access.
When considering the alternative products to be deployed for existing copper based access services the end userâs requirements should be reviewed. An
overall solutions approach may assist in identifying the best set of products to be offered by the TW customer to their end users.
Residential
Business
Residential
Typically residential end users require voice and broadband services. These can be provided using the standard Wholesale Line Rental (WLR) and Fibre
Access Broadband (FAB) products.
Voice services
Basic Telephone Services (also referred to as Basic Access and Wholesale Line Rental (WLR) can be delivered using Telstra Velocity which uses fibre
based access to deliver telephony services. Velocity is currently available for private and home business use.

Moving forward, any requests for a new service in South Brisbane must be placed via your standard LOLO work types. Remaining copper services will be
disconnected in the appropriate disconnection window.

Key definitions
FDA or Fibre Distbution Area: A geographic urban area where all the fibre cables in that area connect to a Fibre Distribution Hub in the street and then
back to the exchange. The FDA is the replacement for the existing copper based Distribution Area but with an adjustment in geographic boundary due to the
different technology.
Tranche: A group of FDAs within the exchange service area. Services will be migrated Tranche by Tranche.
Start Migration Date: The date Telstra plans to commence migrating services over copper in a particular Tranche.
End Migration Date: The date Telstra plans conclude migration activity in a particular Tranche.
