Formed a partnership with BPA to control demand
Voluntary program ~ installed LMRs in member’s homes to control their water heaters and some heat
Installed Conservation Voltage Reduction (CVR), now known as Conservation Voltage Optimization
Bonneville had two submarine cables feed San Juan County ~ 34.5 kV – Capacity (50 MVA) and 115 kV – (150 MVA)
In winter of 1995 OPALCO exceeded demand on the 34.5 cable
This did not meet BPA’s mandate for system reliability
Solution was to install a load management system
