SELECTED ACCOMPLISHMENTS:
Card Programs
• Card Program Manager focused on socially conscious card programs issuing to the
underserved/unbanked and cognitively impaired (Autism).
• Designed, tested, certified, and fielded 1st
Pocket Teller fully compliant debit card program
in under 90 days.
• Designed tested and deployed special program for the cognitively impaired. The program
has special controls and messaging to assist end users in making sound decisions and
prevent exploitative transactions.
• Early deploy-er of handheld device card account enrollment system that reduced the
number of steps required for end user debit account enrollment from 3 to 1 and provided
a path forward for mobile 1st
banking.
RESULTS: Cards entered the market ahead of schedule and with new features that were
unheard of in the targeted market. Displaced the incumbent in special program and had better
than 90% retention during the 9 months that the 11 other Pocket Teller programs were in
operation with 100% Reg-E (fraudulent use response) compliance.
New Technology Deployment:
• Early delivery of open systems Mainframe message pre-processing for worldwide payments
network.
• 1st
delivery of 4G cellular test beds using commercial devices. Certified a security system
using only software on handsets. Promoting a common systems architecture from small
drone to large ship systems minimized support and certification costs and allowed rapid
fix, test and deploy.
• 1st delivery of 3G cellular small cell system used in the Intelligence Community.
RESULTS: Success during initial deployments validated capabilities and allowed us to expand
testing and deployment into larger areas. Many of these systems remain deployed.
Project and Program Recovery
• By name request from government to replace Program Manager in Navy 4G cellular afloat
program. Result: on time deployment of systems even those requiring creating new
approvals.
• By name request for Program Management role in VISA Transaction Authorization Message
Gateway, Result: On time deployment of system and expansion of effort internationally.
System ran flawlessly through 4 peak seasons that I was the program manager handling
all North American authorization messages.
RESULTS: Programs deployed on time, generated follow-on derivative work to expand into
new areas, and reusable IP shared between the customer and the companies.
International Business

platform to deploy products into SoftBank in Japan.

• U.K. Manager of Logica program wind-down: Result successful termination of evaluation
contract with no legal impact.
• Pakistan: Deployed card program on hosted issuing infrastructure from I2C.
RESULTS: Overcame language and cultural barriers to have productive and amicable
relationships in Japan, Sweden, UK and Pakistan. In all cases companies extended themselves
to go above and beyond the contracts and meet the need.

Blockchain: I will have an operating Bitcoin node shortly. I am intrigued by the diversity of
payloads being delivered.
Tokenization and RFID/NFC: This is especially interesting given the movement of payments
fraud from card present to card-not-present transactions. Token + Token = Card + Token + ?
Authentication: Seeing the impact of identity validation on identity fraud
Payment Network Failure mitigation and recovery: Fall-back to a zip-zap machine no longer
exists and fall back to cash is impractical. Now what?
IOT: IOT has huge implications for managing resource constraints, and freeing users from
mundane tasks. What does the intersection of IOT, gamification and ubiquitous wireless mean?
