EDITORIAL
I feel delighted to begin the editorial of this issue with a story. It’s about a merchant who wanted to buy a camel. The
merchant went to the market where he could purchase a gorgeous camel and after spotting one, he began to negotiate
its price with the seller. There was a long bargain between the merchant and the camel seller, and finally, the merchant
bought the camel and took it home! On reaching home, the merchant asked his servant to remove the camel’s saddle.
To his surprise the servant found a small velvet bag full of precious diamonds under the saddle. Unable to contain his
excitement, the servant called out to his master. The merchant was also equally surprised, when he saw the diamonds
twinkling and shining in the light! He looked at his servant and said, “I have bought the camel and not the diamonds. I
should return them immediately!” The servant tried to convince his master to keep them as nobody would know who
the owner is. However, the merchant paid no heed and immediately reached the market and returned the velvet bag to
the camel seller. The camel seller was very happy. He said that he had hidden his precious diamonds under the saddle
and had forgotten about it. He wanted to reward the merchant for his honesty and asked him to choose any diamond
from the bag. The merchant refused and said that he was happy with what he had paid for the camel and did not need
any reward. The more the merchant refused, the more the camel seller insisted! Finally, the merchant smiled and said
that when he decided to return the bag of diamonds, he had already kept two of the most precious diamonds with him!
After this confession, the camel seller was piqued. He quickly emptied the bag and began to count his diamonds! After
he finished counting, he was surprised that all the diamonds were there. He questioned the merchant where were the
two most precious diamonds that he had taken. The merchant very proudly said, “My honesty and my self-respect.” The
seller was speechless! These virtues are indeed precious; more precious than the diamonds!
This issue of Balmer Lawrie Organisational Gazette [BLOG] is a special issue focussed on the Vigilance Department
and the various programs organised pan India during Vigilance Awareness Week (VAW). Thus, I shared the story of the
honest merchant. The Vigilance Awareness Week was observed from 26th
October to 1st
November, 2021 at all the
units and establishments of Balmer Lawrie based on the theme ‘Independent India @75: Self Reliance with Integrity’.
As per the directive of the Central Vigilance Commission (CVC), VAW is observed every year end of October and early
November. The CVC has the mandate under the Central Vigilance Commission Act, 2003 to fight corruption and to
ensure integrity in public administration. It is entrusted with the responsibility of monitoring all vigilance activities
under the Central Government and has been advising various authorities in the Central Government and organisations
under it, for planning, executing and reviewing Vigilance activities in order to bring about systemic improvements in
governance. The CVC also endeavours to create awareness amongst citizens of the country, especially the youth,
towards combating corruption, and exercising transparency, accountability and good governance through various
outreach activities.

SIGNIFICANT HAPPENINGS @ BALMER LAWRIE
	
” Logistics Services (LS), Eastern Region successfully
handled 7700 MT of bulk export movement for one
of the reputed private customers of SBU: LS from
Vishakhapatnam to Baltimore, USA. The scope of
work included the end-to-end handling of cargo,
feeding of cargo on to the hook of the vessel,

executing the shipment on FIOST (Free In, Out,
Stowed and Trimmed) and overseeing the entire
custom clearance process at Vishakhapatnam.
A panamax category vessel was part chartered
and a special calling was arranged at the Port
of Visakhapatnam. At a time when the shipping
industry is facing challenges, Balmer Lawrie
provided a customized solution leading to cost
saving and streamlined execution of this bulk
movement, which has been one of its kind in the
history of shipments handled from the Eastern
Region.
	
” Department of Sports, Ministry of Youth Affairs &
Sports, Government of India nominated Balmer
Lawrie & Co. Ltd. and Air India to manage the
ticketing requirements of the National Sports
Awardees for the felicitation program held in Ashoka
Hotel, Chanakyapuri on 1st
November 2021. Balmer
Lawrie was represented by Mr. Gaurav Bhatura, VP
[Travel] and team at the event.
	
” Balmer Lawrie successfully handled the first Pax
ChartertoAlaskafor‘YudhAbhyas2021’comprising
300 passengers including Indian soldiers. As part
of the ongoing Indo-US Defence Cooperation, the
17th
edition of the Joint Military Training Exercise
‘Yudh Abhyas 2021’ was conducted at Joint
Elmendorf Richardson, Alaska in October 2021.
The 14-day exercise had commenced on 15th
October 2021. Indian and US soldiers completed
the validation phase in freezing temperatures on
the snow-covered peaks of Alaska’s Chugach
mountain range.
	
” Directorate General of Hydrocarbons (DGH)
participated in the Abu Dhabi International
Petroleum Exhibition & Conference (ADIPEC) from
15th
to 18th
November along with other organisations
from India. Shri Hardeep Singh Puri, Hon’ble
Minister of Petroleum and Natural Gas, GOI led a
delegation and inaugurated the India Pavilion set up
jointly by Federation of Indian Petroleum Industry
(FIPI), DGH and Confederation of Indian Industry
(CII). Vacations Exotica set up the exhibition stall of
DGH at Abu Dhabi and took care of other logistics
and event requirements successfully.

” Vacations Exotica (VE) successfully handled a
6N/7D days customised luxury holiday for a
famous Indian entrepreneur, producer & writer
and Bollywood celebrity, from Mumbai to Maldives
in early November 2021. VE organised his travel
by chartered flight and stay in the most luxurious
hotels in the world, Louis Vuitton Cheval Blanc and
Nautilus Retreat. Mr. Rakshit Vats, VE – New Delhi
(Retail) managed this holiday with utmost care and
attention ensuring high customer delight.
	
” The 2nd
Annual Warehouse & Logistics Excellence
Awards - 2021 was organised by Quantic India
and Balmer Lawrie was awarded as “Winner”
under the category - “Logistics Excellence -
Innovative Service Provider of the Year”. In the
award function held on 15th
December 2021 at
Mumbai, Mr. Adhip Nath Palchaudhuri, Director
[Service Businesses], Mr. R S Louis, COO [LI] and
the Logistics Infrastructure team received the
award on behalf of the Company.
	
” SBU: Industrial Packaging was awarded a silver
medal in recognition of sustainability by EcoVadis,
the world’s largest and most trusted provider of
business sustainability ratings in December 2021.
Founded in 2007, EcoVadis has a global network of
more than 75,000 rated companies. The EcoVadis
sustainability assessment methodology is an
evaluation of how well a company has integrated the
principles of Sustainability / CSR into their business
and management system. The methodology is built on
international sustainability standards, including the
Global Reporting Initiative, the United Nations Global
Compact, and the ISO 26000, covering 200 spend
categories and 160+ countries. The Sustainability
Scorecard illustrates performance across 21
indicators in four themes - Environment, Labor and
Human Rights, Ethics and Sustainable procurement.
	
” Balmer Lawrie participated in the 59th
HR Summit
of Oil and Gas PSUs at Kalimpong from 2nd
to 4th
December, 2021. On the inaugural day a Directors’
Round Table was organised that was attended by
Mr. Adika Ratna Sekhar, Chairman & Managing
Director. The Summit saw panel discussions on
various topics and addresses by eminent industry
leaders.

” Balmer Lawrie was honoured with the Corporate
Heritage Recognition 2022 given away by the
Bengal Chamber of Commerce and Industry and the
Indian National Trust for Art and Cultural Heritage
(INTACH) in a first of its kind “Annual Digital
Corporate Heritage Recognition and an Online Panel
Discussion on Industrial Heritage of Kolkata” held
on 28th
January 2022. Balmer Lawrie was found
worthy of this annual recognition while it was newly
instated. Bengal Chambers started its journey in
1833 and Balmer Lawrie became a member of this
great institution in 1868 within a year of its inception.
Mr. Adika Ratna Sekhar, C&MD received the award
and was invited as a speaker in the panel discussion.
	
” Balmer Lawrie has launched the Round 3 Startup Fund program in association
with IIM Calcutta Innovation Park (the incubation center under the aegis
of Indian Institute of Management, Calcutta) with the objective of creating
a vibrant ecosystem aimed at fostering entrepreneurship and promoting
innovation. Total corpus of Rs 3 Cr has been earmarked for the program.

” Balmer Lawrie installed Pressure Swing Adsorption
(PSA) oxygen plant of adequate capacity at five
Government hospitals in the state of Karnataka.
The PSA oxygen plants installed in Bhalki and
Humnabad were handed over to the respective
CMOs by Mr. Adika Ratna Sekhar, Chairman &
Managing Director. Mr. Adika also visited the PSA
oxygenplantsinstalledatTumkurandChamrajnagar
Hospitals and met the District Collector to expedite
the commissioning of the plants.
	
” The Reverse Osmosis (RO) systems installed in three wells at Padghe village,
Taloja, to provide clean drinking water to the villagers, were inaugurated
on 21st
December 2021. The RO systems were installed as part of the
‘Capacity Building of the people for Health, Clean Water and Sanitation’
project. M/s. Saksham Foundation is the implementation partner of the
project. Immediately after the inauguration, the RO plant was handed over
to Panvel Municipal Corporation Water Department.

free organisation and there is zero tolerance for any act of fraud or misconduct. We are committed to
continuously adopting and implementing the highest standards of business ethics and corporate
governance. Strengthening the internal checks and balances and enhancing transparency in systems and
processes have always been the larger objective. Our Vigilance Department has been at the forefront of
this endeavour. The Department through its proactive initiatives has helped the organisation adopt best
practices in streamlining its various systems and processes. Corruption is a serious malaise and all of
us have to eradicate it together. We have to fight corruption with multi-faceted strategies, the key one
being preventive vigilance. Thus, we have to constantly review rules, procedures and practices which are
susceptible to corruption.
All of us also need to note the provisions under Public Interest Disclosure and Protection of Informers
(PIDPI) and raise awareness on ‘whistleblowing’. CVC desires that we focus on internal (housekeeping)
activities to eradicate corruption. At Balmer Lawrie we continuously review our internal control
mechanisms and our Vigilance Department guided by our Chief Vigilance Officer (CVO), Mr. Anant Kumar
Singh, IPS ensures that Ethics as an SOP is followed stringently in all transactions. We have a very
holistic Code of Conduct for Board Members and Senior Management and Conduct Discipline & Review
Rules (CDRR) for Executives and Non-Unionised Supervisors. The HR Department has to ensure that
every new joinee goes through the CDRR and is made familiar with the key elements during the induction
program and align them with the organisational value system. Balmer Lawrie is a diverse organisation
and each business is unique. Periodic training for members of the Vigilance Department on changes in
systems and procedures of the businesses is a must. The online information system also needs to be
updated regularly.
I request all of you to follow the Purchase Manual for all procurements and consult the Finance and
Vigilance Departments in case of any doubt. My sincere thanks to our CVO and the entire Vigilance
team for working towards systematic improvements, ensuring proper risk management, anti-corruption
measures and creating awareness round the year leveraging technology. The fight against corruption
is a collective fight and with preventive vigilance we can successfully achieve our goal of self-reliance
with integrity. I would like to conclude with my favourite Warren Buffet quote - “It takes 20 years to
build a reputation and five minutes to ruin it. If you think about that, you’ll do things differently.” So, let’s
work together to uphold the reputation of Balmer Lawrie as an ethical organisation that values all its
stakeholders.

I am glad that this issue of BLOG is a Vigilance special issue. In
October 2021, we had successfully observed the Vigilance Awareness
Week (VAW) based on the theme “स्वतंत्र भारत @ 75: सत्यनिष्ठा से आत्मनिर्भरता/
Independent India @ 75: Self Reliance with Integrity.” This year
we are celebrating 75 years of India’s independence, and in our
endeavour to support Hon’ble Prime Minister, Shri Narendra Modi’s
emphasis on ‘Atmanirbhar Bharat’ or self-reliant India, we believe
it is of utmost importance to interweave integrity in every facet of
our work environment. We have always fostered the organisational
values of trust, integrity, honesty, ethics and transparency in order to
promote good governance.
It is a matter of great pride that Balmer Lawrie is a corruption

100 executives were surveyed, comprising senior management and board members. In such a scenario, I
feel relieved that our organisation bucks the trend and exercises highest levels of corporate governance. Our
Vigilance Department has been the flag bearer of ‘Ethics as an SOP’ and has implemented various system
improvements to enhance internal housekeeping as mandated by the Central Vigilance Commission.
As Director [Service Businesses], I oversee the Logistics and Travel & Vacations businesses of the Company.
I feel happy to state that our legacy and the trustworthiness and transparency in our operations differentiate
us from our competitors. We constantly endeavour to promote a culture of compliance but more efforts are
required to make employees, especially new team members, aware of the procurement process rules, as stated
in the Purchase Manual, particularly tendering, contract management, bazaar purchase, vendor management
etc. I will encourage all to maintain a tender calendar and plan ahead to avoid purchase through single source.
Vendor development is key to any successful tendering process. We need to actively work with vendors to make
them participate in tenders and ensure adequate competition. In case of urgent and low value procurement,
please follow bazaar purchase procedures and avoid cash dealings. Checks and balances on the agreements
and service levels committed by L1 vendors is critical. One must be aware of penalty clauses, blacklisting
policy etc. Together we have to stop all kinds of compliance failure and work towards defrauding the system. In
short, we must be aware of ‘What needs to be done right’ to prevent incidents from snowballing.
In our Logistics businesses there are many stakeholders involved; be it our CFS operations, liaison with
customs, Freight forwarding, Cold Chain logistics operations etc. The Vigilance Department continuously
partners with the business and guides all concerned to follow procedures and adhere to rules and regulations
to the hilt. We are the only storage and logistics partner for Bharat Biotech in Hyderabad and have handled two
COVID-19 vaccines in the country. This is testimony to the level of trust our customers have in Balmer Lawrie.
In this domain, we have been frontrunners in technology adoption. However, I think we have to be more agile in
adoption of new age technology to increase real time transactions at every step of various operations. We also
have to continuously review our SOPs to increase accountability and plug in loopholes to eradicate corruption.
In our Travel & Vacations business we have implemented various initiatives to avoid human interface errors.
We have leveraged technology to provide the Self Booking Tool (SBT) platform to our institutional customers.
Having access to an SBT empowers the individual end-user enhancing complete transparency in transactions.
We have made structural changes to centralise ticketing. The ‘One Hub’ structure has allowed us to be more
agile and leverage technology to increase transparency. Easy and timely access to information is important
in removing ambiguity in operations. Our travel & vacations professionals showcase highest levels of probity
and trust. Our ticketing and holiday prices are absolutely honest; meaning there are no hidden costs and the
customer is made aware of every detail. However, we are all aware of the vulnerabilities of the travel trade. All
employees dealing with transactions should follow process come what may. With preventive vigilance practices
we have to nurture an ecosystem in which scope for malpractices is minimised, use of discretion in decision
making is minimised and ensure that any unavoidable discretion has inbuilt accountability. The onus is on each
one of us to safeguard the reputation of the organisation!

Corporate India has witnessed instances of frauds and scams time and
again but the recently published Ernst & Young’s Global Integrity Report
2022 is highly alarming. The report states an upsurge in incidents of fraud,
high tolerance toward unethical conduct, and diminishing integrity standards
threaten to disrupt corporate India. The India findings reveal that 33% of the
respondents said that their organisation has experienced a significant fraud
in the aftermath of the coronavirus outbreak. India ranked second among 54
countries surveyed. Worryingly, 63% said they would indulge in some form of
unethicalconduct(ignoremisconduct,falsifyinformation,financialorcustomer
records, pay or accept bribes) to improve their own career progression, a
stark contrast to just 24% globally. The report highlights the perspective of
over 4700 business executives across 54 countries and territories. In India,

I have spent significant number of years at Balmer Lawrie and I feel
proud to be part of this company not only because of its rich legacy
and heritage but also because of its reputation of being a highly ethical
and corruption free organisation. Our Corporate Governance practices,
strong codes of conduct, sound auditing systems, a compliance friendly
environment, and high levels of integrity of our human resources help
us to prevent corruption. Trust and honesty in business interactions is
non-negotiable at Balmer Lawrie. We also review our policies, guidelines
and systems time to time and have special time-tested mechanisms to
handle deviations. We have “Watch Dogs” and “Whistle Blowers”. We
are a diverse organisation and it is not easy to ensure that systems
and processes are more than 100% foolproof in all the businesses. We
make this possible by our sheer will to foster a culture of probity and
accountability, and I would like to congratulate the Vigilance Department
for playing the important role of a catalyst and facilitator.

I strongly believe if our internal foundation is strong, we can successfully combat all challenges posed by
external factors in the business environment. The world over people have been talking about “Self-Regulation”
being an Integral part of Corporate Governance stating that it has to come from within. I will urge each one
of you to follow this in letter and spirit and always work towards being ethical and fostering the company’s
reputation. Azim Premji rightly says - “The real threat to business is actually from within, from poor ethical
standards and lack of integrity that can do incalculable harm. We have to consciously learn to differentiate
between what we have a right to do and what is right to do.”
We have seen large organisations crumble because of unethical and corrupt practices - Satyam Computers,
Kingfisher Airlines, Jet Airways, Bhusan Steel, PNB, Yes Bank etc. Corporate frauds have emerged as the
biggest risks which companies are exposed to, and are increasingly becoming a big threat. Incidents of
frauds are increasing at an alarming rate and these frauds have shattered the expectations of many investors,
stunned governments and regulators, and raised concerns about statutory auditors’ accounting standards and
corporate governance norms. They have brought to light unethical business conduct and actions, failures of
Boards of Directors, lack in external audits, failures in organisational strategy, lack of accountability, inadequate
disclosures, bribery, lack of proper internal audits, poor internal control, the questionable position of rating
agencies and insufficient regulatory frameworks.
Our purchase procedures are also stringent; we have a purchase manual with procurement guidelines.
All employees are encouraged to follow e-tendering, two stage bidding and e-procurement through the
Central Public Procurement portal and GeM. As part of adoption of the integrity pact as per CVC guidelines,
Independent External Monitor is required for purchase above a certain value. Balmer Lawrie has appointed two
external monitors since August 2021. The four-eyes principle works well whenever we are scrutinizing anything.
Increased digitalisation and technology adoption will help in prevention of fraud. The Vigilance Department
should continue to make the SBUs and Functions aware of the guidelines and procedures to follow such that
we can avoid any incident of concern. Lastly, I reiterate, the onus lies on each one of us to follow procedures
and guidelines. We will only gain by doing so and not lose anything!

This year the theme of the Vigilance Awareness Week was “Independent India @ 75: Self Reliance with
Integrity”. Kindly share your thoughts on enhancing self-reliance and strengthening integrity?
The above mentioned theme chosen by the Central Vigilance Commission (CVC) for the Vigilance Awareness Week
2021 was extremely relevant viewing the ‘Atma Nirbhar Bharat Abhiyaan’ of Hon’ble Prime Minister Shri Narendra
Modi. At a time when this vision to make India a ‘Self –Reliant’ nation is being propagated, the need to stress upon
uprightness and honesty in the public and personal lives of its citizens becomes synchronous to this mission. A ‘Self
Reliant’ India will quintessentially be an outcome of the collective Integrity of its people so as to be sustainable and
the theme ‘Independent India @75: Self Reliance with integrity’ beautifully entwines the two.
Mention the challenges you face as CVO while driving Vigilance best practices in the Oil PSUs you are
associated with.
It is very important to make all employees of PSUs and stakeholders aware of various rules / guidelines / SOPs to
create an ethical atmosphere so that business is conducted in free and fair manner.
The Public Interest Disclosure & Protection of Informers (PIDPI) resolution facilitates whistle blowing while
protecting the identity of complainants / informers. Do you think the guidelines are being followed in letter
and spirit and this resolution is significantly helping in arresting corruption?
The PIDPI or the Whistle-blower Resolution came into being as early as 2004. Considering the long incumbency, it
is rather unfortunate to see that not many people are aware of this effective tool to lodge complaints. For a complaint
to be addressed appropriately under PIDPI, it is obligatory on the part of the complainant to lodge it in the prescribed
manner failing which the complaint might just go unattended. PIDPI is undoubtedly a very effective tool to book the
culprits, especially considering that it offers protection to the informers. I hope, the initiatives of CVC during the
Vigilance Awareness Week 2021 to create widespread awareness amongst the citizens about PIDPI, its provisions
and guidelines, provides momentum to this phenomenon and has an enabling impact on people to Whistle blow the
correct way such that the Resolution achieves its target in letter and spirit.
Tell us about one Vigilance best practice at Balmer Lawrie, which others can benchmark with.
The Management of Balmer Lawrie & Co. Ltd is highly motivated and driven. They are easily approachable and
exceedingly receptive to positive changes and systemic improvements suggested by the Vigilance Department. Their
modus-operandi to incorporate improvements is very prompt and crisp, with VP [Vigilance] as an effective conduit
point between the CVO office and the Management.

The Organisation is fortunate to have a small and diligent team of Vigilance officers, who are constantly striving within the
prescribed parameter, to suggest constructive improvements in the system, factoring in the business interest of the Company.
KNOW YOUR CVO
Shri Anant Kumar Singh assumed charge of Chief Vigilance Officer (CVO)
of Balmer Lawrie on 24th
February 2021. Mr. Singh is also serving as CVO of
Indian Oil Corporation Ltd. (IOCL) and Oil & Natural Gas Corporation (ONGC).
Mr. Singh is an IPS Officer of 1994 batch of Madhya Pradesh Cadre in the
rank of Additional Director General (ADG). He holds a Bachelor’s degree in Mining
Engineering from IIT (ISM) Dhanbad. He has also served as District SP in six
districts which include Bhopal & Jabalpur and also served as zonal IG at Jabalpur.
Mr. Singh has worked in Intelligence branch, Planning branch of Police,
Lokayukta Sangathan of Madhya Pradesh Government. On deputation to
Government of India, he has worked as DIG and IG in CISF.
He is recipient of Police Medal for Gallantry, Police Medal for Meritorious
Service and President’s Police Medal for Distinguished Service.

Balmer Lawrie in its capacity as a PSU is rather unique considering its relatively small size and yet its presence
in a plethora of Businesses ranging from Manufacturing to Services. This offers the Vigilance team a wide
exposure to myriad processes and nuances, by virtue of which they are expected to be much more versatile in their
understanding and deft in their observations. I urge the Vigilance team to benefit from such a unique opportunity
and bring collective value through a medley of suggestions for systemic improvements in the organisation.
Nevertheless, it is imperative that all the members of the Balmer Lawrie family collaborate with the Vigilance team
to make this possible.
Tête-à-tête with VP [Vigilance] & SA to CVO
Your vision for the Vigilance Department is centred on promoting
Balmer Lawrie as an ethical and corruption free organisation. Tell
us about the key measures you have been taking continuously to
achieve this.
We are continuously performing various types of activities to
promote Balmer Lawrie as an ethical and corruption free organisation.
Activities of participative type like Seminars / Webinars, Dealer Meets,
Quiz contests, Slogan contest etc. help to grow the awareness of
maintaining probity and integrity of our organization. We also regularly
engage employees in preventive type of activities like system study,
scrutiny, inspections etc. to prevent leakages, risk of corruption and
increase efficiency.
Balmer Lawrie is an ethical and corruption free organisation. It should
be the motto of every individual in Balmer Lawrie to foster this reputation
as each individual is a potential base for creating corruption and each and
every individual is capable to curb the same. Inanimate buildings and machineries cannot spread corruption
and neither do the other ways. So it is only human beings who can do both that is spreading corruption and
arresting the same.
Bertolt Brecht, a German theatre practitioner and playwright once said, “Unfortunate the country that needs
Heroes!”. It means that when everyone in the country is brave and a great fighter, then separately there is
no need of Heroes. Each of us should remember that it is the duty of every stakeholder to have a fair and

How are you leveraging technology to create a culture of transparency and accountability in the
organisation?
E- Governance brings in efficiency and transparency in the system and therefore, should be implemented in all
aspects of our processes and systems. Those activities which are related to procurement, payments, recruitment
etc. are vulnerable to unethical practices and should be e-enabled. Balmer Lawrie has leveraged technology and
e-enabled almost all these areas of operations in keeping with the advice of the Vigilance Department. E-payment,
E-procurement, E-tendering, E-recruitment, online bill tracking, annual property returns etc. have brought more
clarity and efficiency in the system.
Balmer Lawrie has successfully implemented HRMS (Human Resource Management System) and the job
vacancies are notified in the Corporate website, where applications can be submitted online through the
E-recruitment system. In the manufacturing and service businesses various IT platforms have been designed
and upgraded time to time. Self Booking Tool in Travel Department, Container tracking inside CFS using
RFID technology and implementation of SAP etc. have reduced the opportunity of corruption and fraudulent
activities. As per advice of our CVO, we will be launching a complaint portal very soon so that people can
register their grievances online.

this.
“Eternal vigilance is the price of liberty” has been a constantly discussed saying among the philosophers
and policy makers since times immemorial. The Greek philosopher Plato, who valued virtue over liberty, was
certainly concerned about the forces that played against the free and inquiring mind. And there is a good
reason for that. Freedom without responsibility and ethics is a loose cannon, dangerous and unpredictable.
Only proactive and preventive vigilance can send the message back to masses that organizations are looking
to run their businesses in a more ethical and professional manner, which is the only thing that will eventually
win back their trust. We are sure that preventive vigilance is very much essential to bring system improvement
which eradicates the possibility of corruption and becomes management tool for good governance. Preventive
vigilance may become a trustworthy tool in the future for many organizations.

During the Vigilance Awareness Week 2021 programs, we organised a webinar on the theme “Independent
India @75: Self Reliance with Integrity”, to sensitize the employees of Balmer Lawrie. We Invited guest faculty Mr.
Anindo Majumdar, Ex-Secretary, Central Vigilance Commission and Mr. Akhilesh Kumar Singh (IPS), DIG, CBI - Anti-
Corruption Branch for sharing their valuable thoughts. I felt happy to receive feedback from many participants that
the webinar was very useful and encouraging for them to get insights on vigilance. Various other in-house programs
like essay & slogan writing completion, quiz competition, drawing competition etc. were also organised and employee
participation were very encouraging.
To generate awareness on Vigilance amongst students through outreach programs, we organised essay writing
competition on the theme “Independent India @75: Self Reliance with Integrity” in schools and colleges and we
have received good response from State Government Schools - Sahid Rameswar Vidya Mandir and Surendra Nath
College. Essays written by these students were good and shows theirs concern about Vigilance and Self-Reliance
with Integrity, which are very essential for building an honest and strong character.
It is very satisfactory as a Vigilance Executive to engage employees of Balmer Lawrie through various in-house
programs to enhance their knowledge of Vigilance and encourage them to practice the same towards making Balmer
Lawrie a corruption free organisation. Students are the future of our nation and we should help them to begin
their professional life with active participation in building a strong self-reliant and corruption free nation once their
education is completed. They must have clear knowledge about keeping their moral very high with absolute integrity
and honesty. Generating vigilance awareness amongst students is our moral obligation as a responsible Corporate
and doing something towards this gave me immense pleasure.

You have been a key member in organising the Vigilance Awareness Week
programs at Balmer Lawrie. Tell us about your experience and how it felt to
generate awareness not only amongst your colleagues but also students
and others through the outreach programs.
I joined the Vigilance Department in January 2020 and since then got the
opportunity to take part in organising Vigilance Awareness Week 2020 and 2021.
Prior to joining the Vigilance Department, for nearly 30 years, I was working in SBU:
Greases & Lubricants in the areas of Manufacturing, SCM, Plant Maintenance &
Engineering, various System Certifications like ISO, OHSAS etc. During that period,
though I participated in the various programs organised by the Vigilance Department
and interacted with the team members and also observed how the Vigilance
Awareness Week was organised, my knowledge of the functioning of the Department
was insignificant. After joining the Vigilance Department, I realised how important it
was to be aware of Vigilance practices while doing day to day jobs for an employer.

You have been instrumental in driving Vigilance best practices in the Northern
Region. What according to you has been the most effective tool to achieve your
desired goals in making Balmer Lawrie a corruption free organisation?
‘Empathetic Approach’ has been the Single most effective tool which came in
handy to bring about subtle changes or tweaking the procedures wherever the need
was felt. With the diverse businesses that Balmer Lawrie is into, a Vigilance Manager
is first required to understand the nuances of the trade. Simply barging into the flow
of Business and suggesting changes without understanding its nitty-gritty is bound to
face resistance from the ones who own and conduct the business. The pain points of a
team, struggling to Achieving hefty targets within the Government constraints, is to be
viewed in the right perspective even if it takes condoning a few slip ups, provided the
intentions are aimed at the growth of the Organisation. As far as my experience goes,
an Empathetic Attitude has elicited Cooperation from Business Managers which in-
turn helped me carve a Niche for my-self while scrutinizing procedures and suggesting

improvements. Moreover, unless absolutely evident, the observations made, have aimed at systems improvement
rather than pointing towards any individual, which is by all means, true to the very spirit of the Vigilance function i.e
Participative & Preventive Vigilance. However, the said approach may not be construed as being forbearing as the
Law might give us an opportunity to make amends but ultimately spares none.
Together, we strive for a Corruption free environment in the Company. Besides, the feeling of working for an
Organisation which is actively receptive to taking corrective actions towards a Clean & Transparent functioning, in
itself is a matter of pride.

Our Company has its key manufacturing units, Container Freight Station
and Cold Chain unit in the Western Region. What measures are you taking to
ensure transparent systems and processes in the various units?
As rightly noted, major part of contribution in the business comes from the
Western Region units in both manufacturing and service businesses. Systems
and processes in various units keep on changing as per the current business
requirements. It is dynamic in nature. In these conditions utmost care is required
to develop the same with rules and procedures embedded in them to create
transparency.
Various measures taken by the Vigilance Department comes from the different
types of scrutiny undertaken from time to time. These surveillance activities
carried out sometimes bring out a few points for contemplation with respect to
the changes required for better transparency. Apart from surveillance there are
also system studies carried out to check for any improvements where mistakes
might happen inadvertently due to pressures while doing the job. Suggestions for systemic improvements are given
in the various reports after such work activities, which ensure that systems and processes are followed keeping
transparency in mind.
Apart from the above activities, we also educate different stakeholders in the set-up, especially the vendors
who are a part and parcel of every business to follow transparent procedures while doing business. In the
year 2021 during the Vigilance Awareness programmes, Central Vigilance Commission (CVC) emphasised on
focussing on PIDPI (Public Interest Disclosure and Protection of Informer Resolution, 2004). Presentations on
PIDPI were very informative and many of the participants found it very interesting and learnt about it for the
first time.
Like all functions, Vigilance is also required to be dynamic with the rapid technological developments happening
and be a part in creating on-line systems and processes for better transparency.
Tell us about one challenge that you face while driving Vigilance best
practices in your region
In most occasions, while driving Vigilance best practices in our region, the
process was smooth. The vigilance manual states that the role of Vigilance
Officer is predominantly preventive in nature. Finding out the bottlenecks is
one of the major steps in the process of preventive vigilance and to achieve
this, whole hearted involvement of all employees who have expertise in
particular fields is crucial. Due to lack of this involvement, sometimes we
face challenges in identifying the bottlenecks to establish the preventive
measures.
Further our company is engaged in multi businesses in multi locations with
a lot of challenges. When incorporating any new best practice in vigilance
for a particular business, sometimes that may not align with or be relevant
to the other businesses. Our challenge lies in optimizing and incorporating
the balanced best practices, which suit all the strategic businesses of the
Company.

In your role you have to ensure smooth liaison with various stakeholders to
facilitate the functioning of the Vigilance Department. Share your experience
about liaising with all the members of the Vigilance Department.
The role of all the Vigilance Officers working in Government Organisations /
Public Sector Companies is sensitive. They have to be watchful to avoid possible
dangers or difficulties, initiate prompt action in promoting fair practices, ensure
integrity / honesty in official transactions / behaviour, mainly aiming to be fair and
transparent. In order to have smooth functioning of the Vigilance Department, my
role is to interact with various stakeholders like – Central Vigilance Commission
(CVC), Vigilance Department of Ministry of Petroleum & Natural Gas (MOPNG),
Central Bureau of Investigation (CBI), Vendors of Balmer Lawrie, Executives of
Balmer Lawrie etc.
Various reports are submitted to CVC, for example monthly, quarterly, annually
as well as some reports are also prepared for submission to other institutions. All

The Vigilance Awareness Week was observed from 26th
October to 1st
November, 2021 at all the units and
establishments of Balmer Lawrie. The observance of the week commenced with employees taking the vigilance
pledge. A series of events like quiz, essay, slogan writing and drawing competitions were organised for employees
throughout the week to highlight the importance of integrity. An online drawing competition was also arranged for

Online interactive sessions for vendors, customers and contractors of Balmer Lawrie were organized along with
virtual outreach programmes for a school in Kolkata and colleges in Kolkata and Chennai to make the youth
more cautious and vigilant. To avoid mass-gathering, this year the essay competitions for schools and colleges
were conducted online. The seven Vendors’ Meets organised across the country saw significant participation and
was a good forum for engagement with the Vendors, addressing their issues and receiving valuable suggestions
/ feedback. The Vigilance Awareness Week celebrations were covered by Doordarshan and All India Radio at
Kolkata.

the reports have to be prepared meticulously and have to be filled up with accurate data / information. When the
nomenclature of the report changes, I need to liaise with the personnel of CVC for understanding the same. Even
after submission of the reports, I have to look into clarifications from CVC with respect to the data submitted in the
reports. Similarly, I have to take care of reports for CBI and the Ministry of Petroleum and Natural Gas. The only
difference is the pattern of the reports.
Now, let me share my experiences with my department colleagues, who are very senior and have affluent
knowledge about work as they are quite experienced. All the regional vigilance officers including my reporting
authority Mr. Jayanta Kumar Basu are very supportive. I’ve always felt comfortable working with them. Whenever
I ask for any help from my superiors, they have always helped and guided me. Our current CVO, Mr. Anant Kumar
Singh is an approachable person and listens to people. As far as work is concerned, he is very technology savvy and
is extremely interested in system development. Under our CVO’s guidance and influence, we are going to provide
“Online Complaint facility” in our company’s official website.
As our CVO has the charge of IOCL and ONGC also, I sometimes get the opportunity to interact with their executives
who are well conversant in Vigilance. I am grateful to them for their cordial behavior and for helping me out in spite
of their busy schedules. I have gathered immense experience after interacting / liaising with the stakeholders and
have also come to know lot of things after joining Vigilance Department. Consequently, I gained lot of confidence to
work in the department.

various plants and offices. Vendors’ Meet was organised at the Ballard Estate Office, Industrial Packaging (IP) - Taloja
(Navi Mumbai), Container Freight Station - Dronagiri, Logistics Services - Andheri Office, Greases & Lubricants and
IP - Silvassa. On the spot quiz contest was conducted for the vendors and prizes were given away. At the Ballard
Estate Office Essay, Slogan and written quiz competitions were organised for employees. Contests were also held in

and spirit; as a nation we haven’t only overcome even obstacle in our path, but have emerged stronger out of every crisis.
Despite all challenges in the world having left our mark in diverse fields ranging from literature, arts, sports, technology,
medicine and space exploration among others on many instances, we faced choice between what’s convenient and
what’s right but never wavered from the path of integrity as a nation. It is this unflinching commitment to integrity that
has paved our path to success as a nation and has made India a role model for other developing countries to emulate.
Despite our success in a variety of fields, we still face enormous challenges as a nation in the form of poverty,
inequality and access to infrastructure. The recent Covid-19 pandemic even exacerbated our problems with loss of
income for major percentage of population and unprecedented stress on our less than adequate system. The lives
lost and the economic devastation has been as bad as our worst nightmares. From being among the fastest growing
economies, we saw our GDP plunge by -8% in 2020 while the oxygen crisis also saw its peak during the second wave
of Covid-19. This is one of the toughest challenge that we have faced in recent times. However, true to our spirit, we
have treated this crisis as a learning experience and have focused our resources to build a self-reliant India through the
“Atmanirbhar Bharat” initiative and true to the spirit of self-reliance, we haven’t only managed to develop an indigenous
vaccine in record time, but also able to administer over 100 crores vaccine doses at precedented speed. India has also
been able to develop its own LCA fighter jet the Tejas, sent a successful space probe to Mars in the form of Mangalyaan
and led the world in many spheres of Information Technology. If we stay committed to this path of self-reliance coupled
with integrity and transparency, we will always keep achieving new highs as a nation and become the “India of our
Dreams” that our leaders envisaged to build, 75 years ago. Jai Hind!

August, 1947. These 75 years have
been filled with moments ranging from glory to despair, from elation to misery from
cohesion to discord. Moving through the ups and downs in our journey as a nation, we
can be proud that we have overcome every challenge that we have come across, and
today we stand stronger, together, united as one nation, showcasing unity in diversity
in our shared values as India.
In these 75 years since independence, we as a nation have come across many
situations that have been a test of our resolve, tolerance and character. Be it the war of
1962 or the economic crisis of 1991, there have been instances when the odds against
us have seemed too tough to overcome. It is a testament to our resolve, determination

Independence, India comes out as one of the fastest growing economies. Along with
economic, political and technological advancements, India has also made progress in
terms of honesty, integrity and transparency.
Factors involved in ethical progress of India are many. A few of them are as follows:

2.	 Citizens Charters in India: documents of commitment an organization makes regarding standards of service

3.	 Right to Information, 2005 brought transparency and strengthened participatory democracy, making the
government accountable. It mandates officials in every office to change their attitude and duty from one of
secrecy to one of sharing and openness.
4.	 Right to Service Act, 2010 promotes honesty, reduces corruption among government officials and increases
transparency and public accountability. It ensures delivery of time bound services to the public.
5.	 Community policy, a law enforcement philosophy that allow police to create a stronger bond with citizens living
and working in that area.
6.	 Presence of Vigilance Department in every office is a good step towards promoting honesty, integrity and transparency.
7.	 Organizations like Central Vigilance Commission (CVC) and Central Bureau of Investigation working to strengthen
vigilance and transparency.
8.	 PIDPI (Public Interest Disclosure of Protection of Informers) is an initiative to encourage people to be vigilant and
step forward and lodge a complaint against any wrong practice he / she witnessed. Identity of the informer will
be kept secret for safety.
But sadly, after these long 75 years of Independence, we are way behind in term of honesty, integrity and transparency.
As we know in the Corruption Perception Index for the year 2020 (by Transparency International) India got 86th
rank. In
our democracy we have given certain power to respective individuals so they can work honestly for the country but some
of them misuse the power for personal benefits, which need to be stopped with the weapon of honesty, integrity and
transparency. There are a lot of loopholes in the system due to which we are unable to do a good start, like redtapism, lack
of public participation, inadequate political will, fear of identity disclosure of informer and its consequences etc.
For strengthening vigilant and transparent India, we need to close the above-mentioned loopholes, encouraging and
educating the people about their rights and benefits of vigilance and transparency. Making systems easy to understand
and to simplify all the complex rules, make every step easy and accessible to each citizen of our country, protect the
whistle blowers by strong laws or some anonymous complaint system is important. At offices, regular reviewing of work
practices and employee conditions need to done on priority basis and lot of inspections are required to fight the culprit.
Last but not the least, we need to ensure maximum benefits and use the spirit of Digital India to ensure honesty, integrity
and transparency in every sector and reduce manual checking as much as possible as machines don’t take bribes.
I am sure one day we will fulfill our goal of becoming Honest, Vigilant and Transparent India and that will come
very soon but for that we need to be stop blaming the Government and the system and start with oneself by being
vigilant at every single point of time and reporting every small wrong practice. Small attempts will make a big
difference in future. Now we all need to give our individual efforts to make our country score rank 1 in Corruption
Perception India. “Vigilance is the right choice to make India Great”!

The basic trust for any species around the world is to make their offspring stand on their
own feet. By own feet, we mean being self-reliant. The birds teach their nestling to spread
the wings and gather food, human teach their young ones from birth and till the time they
are old enough to earn a living, they provide them food, shelter, education and guidance all
through the growing years. This pattern is followed among families, communities, societies
and nations at large. Now from a broader spectrum, self-reliance for a country is a vision

own resources and having means to an end. But a self-reliant nation is built by self-reliant citizens, as the wealth of a nation
derives its enormity from the drive and creativity of its people. If each of the members of the population gainfully contributes
towards the economy, then such a population becomes our collective strength. But a person becomes independent if he has
the skills and can earn a livelihood. That is why Indian businesses have clubbed Riddhi (Wealth and Prosperity) and Siddhi
(Skill) together, thereby internalizing the fact that expertise and wealth cannot be decoupled.
For a nation like India, which has the seeds of being free set in from the early days when we were under the colonial
rule, being self-sufficient has been imbibed in roots of the citizens, which in turn flows into the individual level. With this
sprit, India has celebrated 75 years of Independence. India has progressed in all fields and there is no area that India has
not ventured into. When India speaks of becoming self-reliant, it does not advocate a self-centred system. In India’s self-
reliance, there is a concern for the whole world’s happiness, co-operation and peace. With honourable Prime Minister Shri
Narendra Modi’s vision of Atmanirbhar Bharat, the days of self-reliance is not too far. It is now visible like horizon.
As the constitution rightly impresses, one of the primary duties of the Indian Citizen is to uphold the integrity and
sincerity of the nation. ‘Integrity is doing the right thing when no one is watching’! Maintaining highest standard of integrity is
the need of the hour and every citizen shall dedicatedly devote his/her life in the righteous path with high spirits of integrity.
With the Government working towards various policies with transparency, the wait is not too long were corruption will be
completely eradicated from the country. Further various Government vehicles like GeM, E-Tendering, RTI etc. are being
implemented. India is running a marathon towards a completely self-sufficient nation with no bureaucracy. So, in the end
we can say that to make a completely self-reliant India, we should bind us all in the thread of Integrity.

भारत एक ऐसा राष्ट्र है जो कि एकता व अखंडता के लिए विश्व प्रसिद्ध है । भारत का इतिहास अपने आप में
अनूठा है, हमारा देश प्राचीन समय में सोने की चिड़िया के नाम से जाना जाता था । विभिन्न अथक प्रयासों के
उपरांत हमें 15 अगस्त 1947 में आजादी प्राप्त हुई ।

अपने स्वयं पर निर्भर होने से है ।
आत्मनिर्भरता प्राप्त करने हेतु हर व्यक्ति का सत्यनिष्ठ होना अत्यंत आवश्यक है, क्योंकि सत्यनिष्ठा व मेहनत से
किया हर कार्य सफल होता है और उसका फल भी अवश्य मिलता है ।

भारत आदिम काल से विश्व गुरु रहा है । भारत को सोने की चिड़िया भी कहा जाता था । अंग्रेजों के शासनकाल के
उपरान्त भारत के आर्थिक संसाधनों का हनन हुआ और 15 अगस्त 1947 के बाद देश को चलाने के लिये हमारे पास
पर्याप्त अर्थ्व्यवस्था भी नही थी । महात्मा गांधी ने जिस स्वदेशी आंदोलन की शुरुआत की थी आज हम उस भावना से
कोसों दूर खड़े दिखाई देते हैं । किसी भी देश की तरक्की के लिये उसका स्वयं के संसाधनों, व्यवस्थाओं, लोगों और
मौलिक अधिकारों के प्रति आत्मनिर्भर होना जरूरी है । आज हम विकासशील देशों की सूची मे खड़े हैं, और विकसित
देशों की तरफ अग्रसर हैं । विकसित होने की कल्पना बिना आत्मनिर्भरता के प्राप्त नहीं की जा सकती ।
आत्मनिर्भरता का अर्थ होता है किसी भी समस्या के समाधान के लिये स्वयं पर ही आश्रित होना । अगर देश में
अनाज, उत्कृ ष्ट मशीनों, उत्कृ ष्ट तकनीक और संसाधनों की कमी होगी तो अन्य देशों से आयात करना होगा जिसका
कि लाभ दूसरे देशों को मिलेगा । पिछले कु छ सालों से हमारे प्रधानमंत्री श्री नरेंद्र मोदी के द्वारा आत्मनिर्भर भारत
और मेक इन इंडिया अभियान चलाया जा रहा है जो भारत की तरक्की के लिए सर्वोपयुक्त है ।

आत्मनिर्भरता बिना सत्यनिष्ठा के प्राप्त नहीं की जा सकती । सत्यनिष्ठ होने से तात्पर्य है किसी भी परिस्थिति में सत्य का साथ देना । भारत इस क्षेत्र में
भी अग्रणी रहा है । हाल ही में भारत ने कोरोना महामारी के दौरान कई देशों को स्वदेशी टीके का वितरण किया । यह देश की सत्यनिष्ठा और आत्मनिर्भरता
को दर्शाता है. यदि भारत चाहता तो उत्पादन के आंकड़ों को कम दिखाकर टीकों का निर्यात रोक भी सकता था, परंतु हमने ऐसा नहीं किया ।
अन्य कई उत्पादों जैसे कपड़े,चीनी, मसाले, चावल इत्यादि में भारत आत्मनिर्भर है और अन्य देशों को वितरित कर रहा है परंतु अभी भी बहुत से क्षेत्र
जैसे इलेक्ट्रॉनिक्स, सब्जियों, तिलहन, कच्चा तेल इत्यादि के क्षेत्र में भारत दूसरे देशों पर निर्भर रहा है ।
हाल ही में सरकार के द्वारा विभिन्न स्वरोजगार करने वाले युवाओंको वित्तीय सहायता देने की योजनाओंको भी स्वीकृति दी गई है । अगर देश का
जन-जन आत्मनिर्भर बनेगा तो देश भी अपने आप आत्मनिर्भरता की ओर जाएगा । आज इलेक्ट्रॉनिक्स के क्षेत्र में हमारा देश मुख्यतः चीन पर निर्भर है, पर
ऐसी खबरें निरंतर ही आती रहती हैं जहाँ की सरकारी नीतियों और प्रोत्साहन के अभाव के कारण बहुत से इलेक्ट्रॉनिक संबंधित स्टार्टअप हमारे देश में बंद
हो गए। विश्व सहकारिता ज़रूरी है पर उससे पहले जरूरी है स्वयं-निर्भरता ।
आशा है कि आने वाले दिनों में हम और आत्मनिर्भर बनेंगे और विकास की नई ऊ

आवश्‍यकता नहीं हैं ।
Independent India @ 75: Self Reliance with Integrity
India, our democratic country is celebrating 75 years of independence this year and
it is a proud moment for each one of us belonging to this country. For the past 75 years,
our country as a whole has been growing and developing in all technical and geographical
aspects and today India is on verge of achieving the goal of Atma Nirbhar Bharat. Our country
is on the constant approach of attaining self-reliability by promoting various schemes such
as Make in India and campaigns such as Vocal for Local.
Today, with the implementation of schemes such as Make in India, huge motivation
and enthusiasm can be seen among the young population, striving hard each day to grow
and develop more thereby, giving equal competition to our competitors. Initiatives like
these will not only promote our country to be self-reliable but also stabilize our economy
as a whole.

With every individual contributing their part towards the economic growth of our country, we can totally predict
what great heights our country can achieve. India is continuously making progress in all the various sectors of
economy be it agriculture, medicine, education, defense, etc., thus thriving to be amongst the top countries of the
world. Also, we are aware of the fact that during the pandemic, India was one among the few countries who have
significantly exported medicines to more than 20 countries in need and played a vital role.
But today, it is time for all individuals to nurture a strong will and play their part towards helping our country
achieve targets that we are aiming for. It is time that we the people of India stand united once again and strive

All these were possible due to great and visionary leadership, India always had. From then Mahatma Gandhi to
current times, India has the legacy of having leaders with high integrity and self-esteem for the citizens and for the
country. National self-esteem is non-negotiable instrument in the development of the country.
The Indian Government has started the celebration under #AmritMahotsav, to glorify 75 years of Independent
India. It is an intensive countrywide campaign, focussing on ‘Janandolaan’, where small changes at the local level,
will add up to significant national gains.
India still has many areas (like poverty, starvation, unemployment) which need proper detailing and apt solution
to strike right at the root cause. There are many schemes/ policies which are meant for better India. The main
concern is that the benefit of such policies should reach the true beneficiaries with minimal leakages. Late Rajiv
Gandhi once said, out of Re.1 sent from Delhi, only 15 paise reach the ground. With current DBT (Direct Benefit
Transfer), India is moving in the right direction of inclusive growth.
Digital India has made India learn the significance of binary language 0 and 1. This will help in eliminating the
‘grey areas’ which are deeply rooted in the systems, through decades.
Whistle blowing and red flagging, plays an important role in addressing matters related to “error of omission”
and “error of commission”.
Globally, India ranks #86 (out of 200 countries) on Transparency Index. Bhutan our beloved neighbour is at rank
#24. India needs to learn and improve on accountability, transparency and integrity.
India was once called as सोने की चिड़िया; the country has miles to go before it reclaims its past glory. Aam aadmi of
India, needs to take ‘shatabdi sankalp’ which will act as guiding light for the next 25 years. Jai Hind!

इसकी शुरूआत तो आज़ादी के बाद से ही हो गई थी परंतु पूरी लग्न एवं सत्यनिष्ठा से नहीं हो पाया था जैसा कि अभी हो रहा है ।
सही मायने में तो हमें कोरोना महामारी ने ही सिखाया कि सपने देखो और पूरा भी करो, अब हम सिर्फ सपने देखते ही नहीं बल्कि पूरा भी करते हैं, एक विश्वास जागा है
सभी भारतियों के मन में, कि हाँ हम कर सकते हैं और आगे भी करेंगे ।
यह सपना सबसे पहले हमारे राष्ट्रपिता महात्मा गांधी ने दिखाया था एवं अब हमारे देश के प्रधानमंत्री जी ने दिखाया एवं पूरा भी किया ।
आत्मनिर्भर बनने के पाँच स्तम्भ
अर्थव्यवस्था - यही वह साधन है जो हमें आत्मनिर्भर बनाएगा; तकनीकी - हमने इसमें काफी तरक्की की है और आगे भी करते रहेंगे; इन्फ्रास्ट्रक्चर- यह मजबूत होना ही
फायदेमंद है; मांग - अगर हम इसे पूरा कर पाएँ तो दूसरे देशों पर निर्भरता कम होगी; जनसंख्या - इस क्षेत्र में काफी कु छ होना बाकी है ।
आत्मनिर्भर के फायदे
दूसरे देशों पर निर्भरता कम; देशी उद्योग में बढ़ोतरी; रोजगार के अवसर उत्पन्न; गरीबी जैसी गंभीर समस्या से निजात; निर्यात बढ़ेगा, आयात कम होगा; अर्थव्यवस्था
मजबूत होगी ।
आत्मनिर्भर के अवसर
कोरोना महामारी के समय में हमने देखा कि वो चाहे कोरोना का टीका हो, पी पी ई किट, मास्क हो, ऑक्सीज़न हो या सेनेटाइजर हो, हमारे देश में पर्याप्त नहीं थे परंतु हमने
इस को अवसर में बदला एवं न के वल पार्यप्त मात्रा में हमारे देशवासियों के लिए बनाया बल्कि हमारे पड़ोसी देशों एवं मित्र देशों को भी उपलब्ध कराया । यह अपने आप में
एक बहुत बड़ी उपलब्धि थी, आज हम सब कु छ बना पा रहें हैं, सत्यनिष्ठा से आत्मनिर्भरता का यह एक बहुत बड़ा उदाहरण है ।
आत्मनिर्भर भारत के सामने चुनौतियाँ
लागत एवं गुणवत्ता – कम लागत से गुणवत्ता बनाए रखना; आर्थिक समस्याएँ – जनसंख्या एवं गरीबी; आधारभूत ढांचा – इस क्षेत्र में काफी काम हो रहा है, इसे मजबूत
करना बहुत जरूरी है ।
स्वदेशी पर ज़ोर
आत्मनिर्भर भारत अभियान के तहत निजी क्षेत्रों को काफी बढ़ावा दिया गया है, इसका फायदा बजट में भी दिया गया है ।
कोरोना का टीका बनाकर दुनिया को संदेश
आज एक नहीं बल्कि तीन –तीन टीकों का निर्माण हमारे देश में हो रहा है, के वल 279 दिनों में 100 करोड़ टिकाकरण एक महान उपलब्धि है, हमने पूरी दुनिया को संदेश
दिया है कि हम कु छ भी कर सकते हैं ।

आत्मनिर्भर का अर्थ ये है कि आपको किसी के सहारे की जरूरत नहीं पड़ती, इसे आप व्यक्तिगत लें या परीवार को लें या
प्रांत या फिर देश, आत्मनिर्भर होना अत्यंत जरूरी है ।
आज हम कोरोना जैसी महामारी को ही लें तो पता चलता है कि हम शुरूआत में कहाँ थे और आज कहाँ हैं । यही है सही
मायने में आत्मनिर्भरता का अर्थ एवं आत्मनिर्भर होना ।
आत्मनिर्भरता का अर्थ
आत्मनिर्भर का अर्थ यही है कि हम कोरोना के शुरूआत में दूसरे देशों की ओर देख रहे थे कि हमें वहाँ से सहायता मिल
जाए, लेकिन आज हम कोरोना की दवा बनाने में आत्मनिर्भर ही नहीं बल्कि दूसरे देशों की भी सहायता कर रहें हैं ।
कोरोना काल में हमने सही मायने में आत्मनिर्भरता का अर्थ समझ लिया है ।
आत्मनिर्भर भारत का अभियान
भारत को आत्मनिर्भर बनाने के उदेश्य से हमारे देश के माननीय प्रधानमंत्री जी ने 12 मई 2020 को इस अभियान की
घोषणा की थी ।
हमने अधिकतर वस्तुओंका निर्माण अपने देश में करना शुरू किया चाहे वो कोरोना की दवा हो, पी पी ई किट, मास्क,

आत्मनिर्भर ना होने के नुकसान
अगर हम आत्मनिर्भर नहीं बने तो हमें न के वल दूसरे देशों की अनुचित शर्तों को मानने को बाध्य होना पड़ेगा बल्कि उनके अनुरूप काम भी करना पड़ेगा, इससे आर्थिक
नुकसान भी होता है, बेरोजगारी भी बढ़ती है एवं हमारी अर्थव्यवस्था भी कमजोर होती है ।
उपसंहार
हमने कोरोना महामारी में क्या नहीं सहा । अपनों को खोया है, इसका बेहद दुख है, परंतु आज हम पूरी तरह से आत्मनिर्भर हैं । सब कु छ यहीं अपने देश में बन रहा है ।

  • 2. Organisational Gazette 2 EDITORIAL I feel delighted to begin the editorial of this issue with a story. It’s about a merchant who wanted to buy a camel. The merchant went to the market where he could purchase a gorgeous camel and after spotting one, he began to negotiate its price with the seller. There was a long bargain between the merchant and the camel seller, and finally, the merchant bought the camel and took it home! On reaching home, the merchant asked his servant to remove the camel’s saddle. To his surprise the servant found a small velvet bag full of precious diamonds under the saddle. Unable to contain his excitement, the servant called out to his master. The merchant was also equally surprised, when he saw the diamonds twinkling and shining in the light! He looked at his servant and said, “I have bought the camel and not the diamonds. I should return them immediately!” The servant tried to convince his master to keep them as nobody would know who the owner is. However, the merchant paid no heed and immediately reached the market and returned the velvet bag to the camel seller. The camel seller was very happy. He said that he had hidden his precious diamonds under the saddle and had forgotten about it. He wanted to reward the merchant for his honesty and asked him to choose any diamond from the bag. The merchant refused and said that he was happy with what he had paid for the camel and did not need any reward. The more the merchant refused, the more the camel seller insisted! Finally, the merchant smiled and said that when he decided to return the bag of diamonds, he had already kept two of the most precious diamonds with him! After this confession, the camel seller was piqued. He quickly emptied the bag and began to count his diamonds! After he finished counting, he was surprised that all the diamonds were there. He questioned the merchant where were the two most precious diamonds that he had taken. The merchant very proudly said, “My honesty and my self-respect.” The seller was speechless! These virtues are indeed precious; more precious than the diamonds! This issue of Balmer Lawrie Organisational Gazette [BLOG] is a special issue focussed on the Vigilance Department and the various programs organised pan India during Vigilance Awareness Week (VAW). Thus, I shared the story of the honest merchant. The Vigilance Awareness Week was observed from 26th October to 1st November, 2021 at all the units and establishments of Balmer Lawrie based on the theme ‘Independent India @75: Self Reliance with Integrity’. As per the directive of the Central Vigilance Commission (CVC), VAW is observed every year end of October and early November. The CVC has the mandate under the Central Vigilance Commission Act, 2003 to fight corruption and to ensure integrity in public administration. It is entrusted with the responsibility of monitoring all vigilance activities under the Central Government and has been advising various authorities in the Central Government and organisations under it, for planning, executing and reviewing Vigilance activities in order to bring about systemic improvements in governance. The CVC also endeavours to create awareness amongst citizens of the country, especially the youth, towards combating corruption, and exercising transparency, accountability and good governance through various outreach activities. SIGNIFICANT HAPPENINGS @ BALMER LAWRIE ” Logistics Services (LS), Eastern Region successfully handled 7700 MT of bulk export movement for one of the reputed private customers of SBU: LS from Vishakhapatnam to Baltimore, USA. The scope of work included the end-to-end handling of cargo, feeding of cargo on to the hook of the vessel,

A panamax category vessel was part chartered and a special calling was arranged at the Port of Visakhapatnam. At a time when the shipping industry is facing challenges, Balmer Lawrie provided a customized solution leading to cost saving and streamlined execution of this bulk movement, which has been one of its kind in the history of shipments handled from the Eastern Region. ” Department of Sports, Ministry of Youth Affairs & Sports, Government of India nominated Balmer Lawrie & Co. Ltd. and Air India to manage the ticketing requirements of the National Sports Awardees for the felicitation program held in Ashoka Hotel, Chanakyapuri on 1st November 2021. Balmer Lawrie was represented by Mr. Gaurav Bhatura, VP [Travel] and team at the event. ” Balmer Lawrie successfully handled the first Pax ChartertoAlaskafor‘YudhAbhyas2021’comprising 300 passengers including Indian soldiers. As part of the ongoing Indo-US Defence Cooperation, the 17th edition of the Joint Military Training Exercise ‘Yudh Abhyas 2021’ was conducted at Joint Elmendorf Richardson, Alaska in October 2021. The 14-day exercise had commenced on 15th October 2021. Indian and US soldiers completed the validation phase in freezing temperatures on the snow-covered peaks of Alaska’s Chugach mountain range. ” Directorate General of Hydrocarbons (DGH) participated in the Abu Dhabi International Petroleum Exhibition & Conference (ADIPEC) from 15th to 18th November along with other organisations from India. Shri Hardeep Singh Puri, Hon’ble Minister of Petroleum and Natural Gas, GOI led a delegation and inaugurated the India Pavilion set up jointly by Federation of Indian Petroleum Industry (FIPI), DGH and Confederation of Indian Industry (CII). Vacations Exotica set up the exhibition stall of DGH at Abu Dhabi and took care of other logistics and event requirements successfully.

Organisational Gazette 4 ” Vacations Exotica (VE) successfully handled a 6N/7D days customised luxury holiday for a famous Indian entrepreneur, producer & writer and Bollywood celebrity, from Mumbai to Maldives in early November 2021. VE organised his travel by chartered flight and stay in the most luxurious hotels in the world, Louis Vuitton Cheval Blanc and Nautilus Retreat. Mr. Rakshit Vats, VE – New Delhi (Retail) managed this holiday with utmost care and attention ensuring high customer delight. ” The 2nd Annual Warehouse & Logistics Excellence Awards - 2021 was organised by Quantic India and Balmer Lawrie was awarded as “Winner” under the category - “Logistics Excellence - Innovative Service Provider of the Year”. In the award function held on 15th December 2021 at Mumbai, Mr. Adhip Nath Palchaudhuri, Director [Service Businesses], Mr. R S Louis, COO [LI] and the Logistics Infrastructure team received the award on behalf of the Company. ” SBU: Industrial Packaging was awarded a silver medal in recognition of sustainability by EcoVadis, the world’s largest and most trusted provider of business sustainability ratings in December 2021. Founded in 2007, EcoVadis has a global network of more than 75,000 rated companies. The EcoVadis sustainability assessment methodology is an evaluation of how well a company has integrated the principles of Sustainability / CSR into their business and management system. The methodology is built on international sustainability standards, including the Global Reporting Initiative, the United Nations Global Compact, and the ISO 26000, covering 200 spend categories and 160+ countries. The Sustainability Scorecard illustrates performance across 21 indicators in four themes - Environment, Labor and Human Rights, Ethics and Sustainable procurement. ” Balmer Lawrie participated in the 59th HR Summit of Oil and Gas PSUs at Kalimpong from 2nd to 4th December, 2021. On the inaugural day a Directors’ Round Table was organised that was attended by Mr. Adika Ratna Sekhar, Chairman & Managing Director. The Summit saw panel discussions on various topics and addresses by eminent industry leaders.

Issue 37, January 2022 5 ” Balmer Lawrie was honoured with the Corporate Heritage Recognition 2022 given away by the Bengal Chamber of Commerce and Industry and the Indian National Trust for Art and Cultural Heritage (INTACH) in a first of its kind “Annual Digital Corporate Heritage Recognition and an Online Panel Discussion on Industrial Heritage of Kolkata” held on 28th January 2022. Balmer Lawrie was found worthy of this annual recognition while it was newly instated. Bengal Chambers started its journey in 1833 and Balmer Lawrie became a member of this great institution in 1868 within a year of its inception. Mr. Adika Ratna Sekhar, C&MD received the award and was invited as a speaker in the panel discussion. ” Balmer Lawrie has launched the Round 3 Startup Fund program in association with IIM Calcutta Innovation Park (the incubation center under the aegis of Indian Institute of Management, Calcutta) with the objective of creating a vibrant ecosystem aimed at fostering entrepreneurship and promoting innovation. Total corpus of Rs 3 Cr has been earmarked for the program. CSR ” Children Identity Badges were introduced by the Kolkata police prior to the Durga Puja 2021 festivities in the city. Balmer Lawrie sponsored 1 lakh Children Identity Badges as per the request received from the Kolkata Police. ” Balmer Lawrie installed Pressure Swing Adsorption (PSA) oxygen plant of adequate capacity at five Government hospitals in the state of Karnataka. The PSA oxygen plants installed in Bhalki and Humnabad were handed over to the respective CMOs by Mr. Adika Ratna Sekhar, Chairman & Managing Director. Mr. Adika also visited the PSA oxygenplantsinstalledatTumkurandChamrajnagar Hospitals and met the District Collector to expedite the commissioning of the plants. ” The Reverse Osmosis (RO) systems installed in three wells at Padghe village, Taloja, to provide clean drinking water to the villagers, were inaugurated on 21st December 2021. The RO systems were installed as part of the ‘Capacity Building of the people for Health, Clean Water and Sanitation’ project. M/s. Saksham Foundation is the implementation partner of the project. Immediately after the inauguration, the RO plant was handed over to Panvel Municipal Corporation Water Department.

We are committed to continuously adopting and implementing the highest standards of business ethics and corporate governance. Strengthening the internal checks and balances and enhancing transparency in systems and processes have always been the larger objective. Our Vigilance Department has been at the forefront of this endeavour. The Department through its proactive initiatives has helped the organisation adopt best practices in streamlining its various systems and processes. Corruption is a serious malaise and all of us have to eradicate it together. We have to fight corruption with multi-faceted strategies, the key one being preventive vigilance. Thus, we have to constantly review rules, procedures and practices which are susceptible to corruption. All of us also need to note the provisions under Public Interest Disclosure and Protection of Informers (PIDPI) and raise awareness on ‘whistleblowing’. CVC desires that we focus on internal (housekeeping) activities to eradicate corruption. At Balmer Lawrie we continuously review our internal control mechanisms and our Vigilance Department guided by our Chief Vigilance Officer (CVO), Mr. Anant Kumar Singh, IPS ensures that Ethics as an SOP is followed stringently in all transactions. We have a very holistic Code of Conduct for Board Members and Senior Management and Conduct Discipline & Review Rules (CDRR) for Executives and Non-Unionised Supervisors. The HR Department has to ensure that every new joinee goes through the CDRR and is made familiar with the key elements during the induction program and align them with the organisational value system. Balmer Lawrie is a diverse organisation and each business is unique. Periodic training for members of the Vigilance Department on changes in systems and procedures of the businesses is a must. The online information system also needs to be updated regularly. I request all of you to follow the Purchase Manual for all procurements and consult the Finance and Vigilance Departments in case of any doubt. My sincere thanks to our CVO and the entire Vigilance team for working towards systematic improvements, ensuring proper risk management, anti-corruption measures and creating awareness round the year leveraging technology. The fight against corruption is a collective fight and with preventive vigilance we can successfully achieve our goal of self-reliance with integrity. I would like to conclude with my favourite Warren Buffet quote - “It takes 20 years to build a reputation and five minutes to ruin it. If you think about that, you’ll do things differently.” So, let’s work together to uphold the reputation of Balmer Lawrie as an ethical organisation that values all its stakeholders. In October 2021, we had successfully observed the Vigilance Awareness Week (VAW) based on the theme “स्वतंत्र भारत @ 75: सत्यनिष्ठा से आत्मनिर्भरता/ Independent India @ 75: Self Reliance with Integrity.” This year we are celebrating 75 years of India’s independence, and in our endeavour to support Hon’ble Prime Minister, Shri Narendra Modi’s emphasis on ‘Atmanirbhar Bharat’ or self-reliant India, we believe it is of utmost importance to interweave integrity in every facet of our work environment. We have always fostered the organisational values of trust, integrity, honesty, ethics and transparency in order to promote good governance. It is a matter of great pride that Balmer Lawrie is a corruption

In such a scenario, I feel relieved that our organisation bucks the trend and exercises highest levels of corporate governance. Our Vigilance Department has been the flag bearer of ‘Ethics as an SOP’ and has implemented various system improvements to enhance internal housekeeping as mandated by the Central Vigilance Commission. As Director [Service Businesses], I oversee the Logistics and Travel & Vacations businesses of the Company. I feel happy to state that our legacy and the trustworthiness and transparency in our operations differentiate us from our competitors. We constantly endeavour to promote a culture of compliance but more efforts are required to make employees, especially new team members, aware of the procurement process rules, as stated in the Purchase Manual, particularly tendering, contract management, bazaar purchase, vendor management etc. I will encourage all to maintain a tender calendar and plan ahead to avoid purchase through single source. Vendor development is key to any successful tendering process. We need to actively work with vendors to make them participate in tenders and ensure adequate competition. In case of urgent and low value procurement, please follow bazaar purchase procedures and avoid cash dealings. Checks and balances on the agreements and service levels committed by L1 vendors is critical. One must be aware of penalty clauses, blacklisting policy etc. Together we have to stop all kinds of compliance failure and work towards defrauding the system. In short, we must be aware of ‘What needs to be done right’ to prevent incidents from snowballing. In our Logistics businesses there are many stakeholders involved; be it our CFS operations, liaison with customs, Freight forwarding, Cold Chain logistics operations etc. The Vigilance Department continuously partners with the business and guides all concerned to follow procedures and adhere to rules and regulations to the hilt. We are the only storage and logistics partner for Bharat Biotech in Hyderabad and have handled two COVID-19 vaccines in the country. This is testimony to the level of trust our customers have in Balmer Lawrie. In this domain, we have been frontrunners in technology adoption. However, I think we have to be more agile in adoption of new age technology to increase real time transactions at every step of various operations. We also have to continuously review our SOPs to increase accountability and plug in loopholes to eradicate corruption. In our Travel & Vacations business we have implemented various initiatives to avoid human interface errors. We have leveraged technology to provide the Self Booking Tool (SBT) platform to our institutional customers. Having access to an SBT empowers the individual end-user enhancing complete transparency in transactions. We have made structural changes to centralise ticketing. The ‘One Hub’ structure has allowed us to be more agile and leverage technology to increase transparency. Easy and timely access to information is important in removing ambiguity in operations. Our travel & vacations professionals showcase highest levels of probity and trust. Our ticketing and holiday prices are absolutely honest; meaning there are no hidden costs and the customer is made aware of every detail. However, we are all aware of the vulnerabilities of the travel trade. All employees dealing with transactions should follow process come what may. With preventive vigilance practices we have to nurture an ecosystem in which scope for malpractices is minimised, use of discretion in decision making is minimised and ensure that any unavoidable discretion has inbuilt accountability. The onus is on each one of us to safeguard the reputation of the organisation! Adhip Nath Palchaudhuri Director [Service Businesses] Corporate India has witnessed instances of frauds and scams time and again but the recently published Ernst & Young’s Global Integrity Report 2022 is highly alarming. The report states an upsurge in incidents of fraud, high tolerance toward unethical conduct, and diminishing integrity standards threaten to disrupt corporate India. The India findings reveal that 33% of the respondents said that their organisation has experienced a significant fraud in the aftermath of the coronavirus outbreak. India ranked second among 54 countries surveyed. Worryingly, 63% said they would indulge in some form of unethicalconduct(ignoremisconduct,falsifyinformation,financialorcustomer records, pay or accept bribes) to improve their own career progression, a stark contrast to just 24% globally. The report highlights the perspective of over 4700 business executives across 54 countries and territories. In India,

Organisational Gazette 8 I have spent significant number of years at Balmer Lawrie and I feel proud to be part of this company not only because of its rich legacy and heritage but also because of its reputation of being a highly ethical and corruption free organisation. Our Corporate Governance practices, strong codes of conduct, sound auditing systems, a compliance friendly environment, and high levels of integrity of our human resources help us to prevent corruption. Trust and honesty in business interactions is non-negotiable at Balmer Lawrie. We also review our policies, guidelines and systems time to time and have special time-tested mechanisms to handle deviations. We have “Watch Dogs” and “Whistle Blowers”. We are a diverse organisation and it is not easy to ensure that systems and processes are more than 100% foolproof in all the businesses. We make this possible by our sheer will to foster a culture of probity and accountability, and I would like to congratulate the Vigilance Department for playing the important role of a catalyst and facilitator. Sandip Das Director [Finance] I strongly believe if our internal foundation is strong, we can successfully combat all challenges posed by external factors in the business environment. The world over people have been talking about “Self-Regulation” being an Integral part of Corporate Governance stating that it has to come from within. I will urge each one of you to follow this in letter and spirit and always work towards being ethical and fostering the company’s reputation. Azim Premji rightly says - “The real threat to business is actually from within, from poor ethical standards and lack of integrity that can do incalculable harm. We have to consciously learn to differentiate between what we have a right to do and what is right to do.” We have seen large organisations crumble because of unethical and corrupt practices - Satyam Computers, Kingfisher Airlines, Jet Airways, Bhusan Steel, PNB, Yes Bank etc. Corporate frauds have emerged as the biggest risks which companies are exposed to, and are increasingly becoming a big threat. Incidents of frauds are increasing at an alarming rate and these frauds have shattered the expectations of many investors, stunned governments and regulators, and raised concerns about statutory auditors’ accounting standards and corporate governance norms. They have brought to light unethical business conduct and actions, failures of Boards of Directors, lack in external audits, failures in organisational strategy, lack of accountability, inadequate disclosures, bribery, lack of proper internal audits, poor internal control, the questionable position of rating agencies and insufficient regulatory frameworks. Our purchase procedures are also stringent; we have a purchase manual with procurement guidelines. All employees are encouraged to follow e-tendering, two stage bidding and e-procurement through the Central Public Procurement portal and GeM. As part of adoption of the integrity pact as per CVC guidelines, Independent External Monitor is required for purchase above a certain value. Balmer Lawrie has appointed two external monitors since August 2021. The four-eyes principle works well whenever we are scrutinizing anything. Increased digitalisation and technology adoption will help in prevention of fraud. The Vigilance Department should continue to make the SBUs and Functions aware of the guidelines and procedures to follow such that we can avoid any incident of concern.   • 9. Issue 37, January 2022 9 CVO SPEAKS This year the theme of the Vigilance Awareness Week was “Independent India @ 75: Self Reliance with Integrity”. Kindly share your thoughts on enhancing self-reliance and strengthening integrity? The above mentioned theme chosen by the Central Vigilance Commission (CVC) for the Vigilance Awareness Week 2021 was extremely relevant viewing the ‘Atma Nirbhar Bharat Abhiyaan’ of Hon’ble Prime Minister Shri Narendra Modi. At a time when this vision to make India a ‘Self –Reliant’ nation is being propagated, the need to stress upon uprightness and honesty in the public and personal lives of its citizens becomes synchronous to this mission. A ‘Self Reliant’ India will quintessentially be an outcome of the collective Integrity of its people so as to be sustainable and the theme ‘Independent India @75: Self Reliance with integrity’ beautifully entwines the two. Mention the challenges you face as CVO while driving Vigilance best practices in the Oil PSUs you are associated with. It is very important to make all employees of PSUs and stakeholders aware of various rules / guidelines / SOPs to create an ethical atmosphere so that business is conducted in free and fair manner. The Public Interest Disclosure & Protection of Informers (PIDPI) resolution facilitates whistle blowing while protecting the identity of complainants / informers. Do you think the guidelines are being followed in letter and spirit and this resolution is significantly helping in arresting corruption? The PIDPI or the Whistle-blower Resolution came into being as early as 2004. Considering the long incumbency, it is rather unfortunate to see that not many people are aware of this effective tool to lodge complaints. For a complaint to be addressed appropriately under PIDPI, it is obligatory on the part of the complainant to lodge it in the prescribed manner failing which the complaint might just go unattended. PIDPI is undoubtedly a very effective tool to book the culprits, especially considering that it offers protection to the informers. I hope, the initiatives of CVC during the Vigilance Awareness Week 2021 to create widespread awareness amongst the citizens about PIDPI, its provisions and guidelines, provides momentum to this phenomenon and has an enabling impact on people to Whistle blow the correct way such that the Resolution achieves its target in letter and spirit. Tell us about one Vigilance best practice at Balmer Lawrie, which others can benchmark with. The Management of Balmer Lawrie & Co. Ltd is highly motivated and driven. They are easily approachable and exceedingly receptive to positive changes and systemic improvements suggested by the Vigilance Department. Their modus-operandi to incorporate improvements is very prompt and crisp, with VP [Vigilance] as an effective conduit point between the CVO office and the Management. KNOW YOUR CVO Shri Anant Kumar Singh assumed charge of Chief Vigilance Officer (CVO) of Balmer Lawrie on 24th February 2021. Mr. Singh is also serving as CVO of Indian Oil Corporation Ltd. (IOCL) and Oil & Natural Gas Corporation (ONGC). Mr. Singh is an IPS Officer of 1994 batch of Madhya Pradesh Cadre in the rank of Additional Director General (ADG). He holds a Bachelor’s degree in Mining Engineering from IIT (ISM) Dhanbad. He has also served as District SP in six districts which include Bhopal & Jabalpur and also served as zonal IG at Jabalpur. Mr. Singh has worked in Intelligence branch, Planning branch of Police, Lokayukta Sangathan of Madhya Pradesh Government. On deputation to Government of India, he has worked as DIG and IG in CISF. He is recipient of Police Medal for Gallantry, Police Medal for Meritorious Service and President’s Police Medal for Distinguished Service.

Tell us about the key measures you have been taking continuously to achieve this. We are continuously performing various types of activities to promote Balmer Lawrie as an ethical and corruption free organisation. Activities of participative type like Seminars / Webinars, Dealer Meets, Quiz contests, Slogan contest etc. help to grow the awareness of maintaining probity and integrity of our organization. We also regularly engage employees in preventive type of activities like system study, scrutiny, inspections etc. to prevent leakages, risk of corruption and increase efficiency. Balmer Lawrie is an ethical and corruption free organisation. It should be the motto of every individual in Balmer Lawrie to foster this reputation as each individual is a potential base for creating corruption and each and every individual is capable to curb the same. Inanimate buildings and machineries cannot spread corruption and neither do the other ways. So it is only human beings who can do both that is spreading corruption and arresting the same. Bertolt Brecht, a German theatre practitioner and playwright once said, “Unfortunate the country that needs Heroes!”. It means that when everyone in the country is brave and a great fighter, then separately there is no need of Heroes. Each of us should remember that it is the duty of every stakeholder to have a fair and transparent environment in the office and not just rely only on the Vigilance Department. How are you leveraging technology to create a culture of transparency and accountability in the organisation? E- Governance brings in efficiency and transparency in the system and therefore, should be implemented in all aspects of our processes and systems. Those activities which are related to procurement, payments, recruitment etc. are vulnerable to unethical practices and should be e-enabled. Balmer Lawrie has leveraged technology and e-enabled almost all these areas of operations in keeping with the advice of the Vigilance Department. E-payment, E-procurement, E-tendering, E-recruitment, online bill tracking, annual property returns etc. have brought more clarity and efficiency in the system. Balmer Lawrie has successfully implemented HRMS (Human Resource Management System) and the job vacancies are notified in the Corporate website, where applications can be submitted online through the E-recruitment system. In the manufacturing and service businesses various IT platforms have been designed and upgraded time to time. Self Booking Tool in Travel Department, Container tracking inside CFS using RFID technology and implementation of SAP etc. have reduced the opportunity of corruption and fraudulent activities. Please share your thoughts on this. “Eternal vigilance is the price of liberty” has been a constantly discussed saying among the philosophers and policy makers since times immemorial. The Greek philosopher Plato, who valued virtue over liberty, was certainly concerned about the forces that played against the free and inquiring mind. And there is a good reason for that. Freedom without responsibility and ethics is a loose cannon, dangerous and unpredictable. Only proactive and preventive vigilance can send the message back to masses that organizations are looking to run their businesses in a more ethical and professional manner, which is the only thing that will eventually win back their trust. We are sure that preventive vigilance is very much essential to bring system improvement which eradicates the possibility of corruption and becomes management tool for good governance. During the Vigilance Awareness Week 2021 programs, we organised a webinar on the theme “Independent India @75: Self Reliance with Integrity”, to sensitize the employees of Balmer Lawrie. We Invited guest faculty Mr. Anindo Majumdar, Ex-Secretary, Central Vigilance Commission and Mr. Akhilesh Kumar Singh (IPS), DIG, CBI - Anti- Corruption Branch for sharing their valuable thoughts. I felt happy to receive feedback from many participants that the webinar was very useful and encouraging for them to get insights on vigilance. Various other in-house programs like essay & slogan writing completion, quiz competition, drawing competition etc. were also organised and employee participation were very encouraging. To generate awareness on Vigilance amongst students through outreach programs, we organised essay writing competition on the theme “Independent India @75: Self Reliance with Integrity” in schools and colleges and we have received good response from State Government Schools - Sahid Rameswar Vidya Mandir and Surendra Nath College. Essays written by these students were good and shows theirs concern about Vigilance and Self-Reliance with Integrity, which are very essential for building an honest and strong character. It is very satisfactory as a Vigilance Executive to engage employees of Balmer Lawrie through various in-house programs to enhance their knowledge of Vigilance and encourage them to practice the same towards making Balmer Lawrie a corruption free organisation. Students are the future of our nation and we should help them to begin their professional life with active participation in building a strong self-reliant and corruption free nation once their education is completed. They must have clear knowledge about keeping their moral very high with absolute integrity and honesty. Generating vigilance awareness amongst students is our moral obligation as a responsible Corporate and doing something towards this gave me immense pleasure. VIGILANCE TEAM SPEAKS Arumoy Khan Chief Manager [Vigilance], Vigilance - Kolkata You have been a key member in organising the Vigilance Awareness Week programs at Balmer Lawrie. Tell us about your experience and how it felt to generate awareness not only amongst your colleagues but also students and others through the outreach programs. I joined the Vigilance Department in January 2020 and since then got the opportunity to take part in organising Vigilance Awareness Week 2020 and 2021. Prior to joining the Vigilance Department, for nearly 30 years, I was working in SBU: Greases & Lubricants in the areas of Manufacturing, SCM, Plant Maintenance & Engineering, various System Certifications like ISO, OHSAS etc. During that period, though I participated in the various programs organised by the Vigilance Department and interacted with the team members and also observed how the Vigilance Awareness Week was organised, my knowledge of the functioning of the Department was insignificant. After joining the Vigilance Department, I realised how important it was to be aware of Vigilance practices while doing day to day jobs for an employer. Awareness on Vigilance helps an employee to avoid many major or minor mistakes Ruhi Singh Chief Manager [Vigilance], Vigilance – Delhi You have been instrumental in driving Vigilance best practices in the Northern Region. What according to you has been the most effective tool to achieve your desired goals in making Balmer Lawrie a corruption free organisation? ‘Empathetic Approach’ has been the Single most effective tool which came in handy to bring about subtle changes or tweaking the procedures wherever the need was felt. With the diverse businesses that Balmer Lawrie is into, a Vigilance Manager is first required to understand the nuances of the trade. Simply barging into the flow of Business and suggesting changes without understanding its nitty-gritty is bound to face resistance from the ones who own and conduct the business. The pain points of a team, struggling to Achieving hefty targets within the Government constraints, is to be viewed in the right perspective even if it takes condoning a few slip ups, provided the intentions are aimed at the growth of the Organisation. As far as my experience goes, an Empathetic Attitude has elicited Cooperation from Business Managers which in- turn helped me carve a Niche for my-self while scrutinizing procedures and suggesting

Moreover, unless absolutely evident, the observations made, have aimed at systems improvement rather than pointing towards any individual, which is by all means, true to the very spirit of the Vigilance function i.e Participative & Preventive Vigilance. However, the said approach may not be construed as being forbearing as the Law might give us an opportunity to make amends but ultimately spares none. Together, we strive for a Corruption free environment in the Company. Besides, the feeling of working for an Organisation which is actively receptive to taking corrective actions towards a Clean & Transparent functioning, in itself is a matter of pride. Bijju Sam Senior Manager [Vigilance], Vigilance – Mumbai Our Company has its key manufacturing units, Container Freight Station and Cold Chain unit in the Western Region. What measures are you taking to ensure transparent systems and processes in the various units? As rightly noted, major part of contribution in the business comes from the Western Region units in both manufacturing and service businesses. Systems and processes in various units keep on changing as per the current business requirements. It is dynamic in nature. In these conditions utmost care is required to develop the same with rules and procedures embedded in them to create transparency. Various measures taken by the Vigilance Department comes from the different types of scrutiny undertaken from time to time. These surveillance activities carried out sometimes bring out a few points for contemplation with respect to the changes required for better transparency. Apart from surveillance there are also system studies carried out to check for any improvements where mistakes might happen inadvertently due to pressures while doing the job. Suggestions for systemic improvements are given in the various reports after such work activities, which ensure that systems and processes are followed keeping transparency in mind. Apart from the above activities, we also educate different stakeholders in the set-up, especially the vendors who are a part and parcel of every business to follow transparent procedures while doing business. In the year 2021 during the Vigilance Awareness programmes, Central Vigilance Commission (CVC) emphasised on focussing on PIDPI (Public Interest Disclosure and Protection of Informer Resolution, 2004). Presentations on PIDPI were very informative and many of the participants found it very interesting and learnt about it for the first time. Like all functions, Vigilance is also required to be dynamic with the rapid technological developments happening and be a part in creating on-line systems and processes for better transparency. Tell us about one challenge that you face while driving Vigilance best practices in your region In most occasions, while driving Vigilance best practices in our region, the process was smooth. The vigilance manual states that the role of Vigilance Officer is predominantly preventive in nature. Finding out the bottlenecks is one of the major steps in the process of preventive vigilance and to achieve this, whole hearted involvement of all employees who have expertise in particular fields is crucial. Due to lack of this involvement, sometimes we face challenges in identifying the bottlenecks to establish the preventive measures. Further our company is engaged in multi businesses in multi locations with a lot of challenges. When incorporating any new best practice in vigilance for a particular business, sometimes that may not align with or be relevant to the other businesses.   • 16. Organisational Gazette 16 In your role you have to ensure smooth liaison with various stakeholders to facilitate the functioning of the Vigilance Department. Share your experience about liaising with all the members of the Vigilance Department. The role of all the Vigilance Officers working in Government Organisations / Public Sector Companies is sensitive. They have to be watchful to avoid possible dangers or difficulties, initiate prompt action in promoting fair practices, ensure integrity / honesty in official transactions / behaviour, mainly aiming to be fair and transparent. In order to have smooth functioning of the Vigilance Department, my role is to interact with various stakeholders like – Central Vigilance Commission (CVC), Vigilance Department of Ministry of Petroleum & Natural Gas (MOPNG), Central Bureau of Investigation (CBI), Vendors of Balmer Lawrie, Executives of Balmer Lawrie etc. Various reports are submitted to CVC, for example monthly, quarterly, annually as well as some reports are also prepared for submission to other institutions. All VIGILANCE AWARENESS WEEK @ BALMER LAWRIE The Vigilance Awareness Week was observed from 26th October to 1st November, 2021 at all the units and establishments of Balmer Lawrie. The observance of the week commenced with employees taking the vigilance pledge. A series of events like quiz, essay, slogan writing and drawing competitions were organised for employees throughout the week to highlight the importance of integrity. An online drawing competition was also arranged for the employees’ children. On 28th October 2022, employees attended an online webinar on Independent India @75: Self Reliance with Integrity addressed by Mr. Adika Ratna Sekhar, C&MD, Balmer Lawrie, Mr. Anant Kumar Singh (IPS), CVO, Balmer Lawrie and guest speakers Mr. Anindo Majumdar, Former Secretary, CVC and Mr. Akhilesh Kumar Singh (IPS), DIG, CBI (Anti-Corruption Branch), Kolkata. There were around 200 participants in the webinar. Online interactive sessions for vendors, customers and contractors of Balmer Lawrie were organized along with virtual outreach programmes for a school in Kolkata and colleges in Kolkata and Chennai to make the youth more cautious and vigilant. To avoid mass-gathering, this year the essay competitions for schools and colleges were conducted online. The seven Vendors’ Meets organised across the country saw significant participation and was a good forum for engagement with the Vendors, addressing their issues and receiving valuable suggestions / feedback. The Vigilance Awareness Week celebrations were covered by Doordarshan and All India Radio at Kolkata. Sagarika Basu Officer [Vigilance], Vigilance - Kolkata the reports have to be prepared meticulously and have to be filled up with accurate data / information. When the nomenclature of the report changes, I need to liaise with the personnel of CVC for understanding the same. Even after submission of the reports, I have to look into clarifications from CVC with respect to the data submitted in the reports. Similarly, I have to take care of reports for CBI and the Ministry of Petroleum and Natural Gas. The only difference is the pattern of the reports. Now, let me share my experiences with my department colleagues, who are very senior and have affluent knowledge about work as they are quite experienced. All the regional vigilance officers including my reporting authority Mr. Jayanta Kumar Basu are very supportive. I’ve always felt comfortable working with them. Whenever I ask for any help from my superiors, they have always helped and guided me. Our current CVO, Mr. Anant Kumar Singh is an approachable person and listens to people. As far as work is concerned, he is very technology savvy and is extremely interested in system development. Under our CVO’s guidance and influence, we are going to provide “Online Complaint facility” in our company’s official website. As our CVO has the charge of IOCL and ONGC also, I sometimes get the opportunity to interact with their executives who are well conversant in Vigilance. I am grateful to them for their cordial behavior and for helping me out in spite of their busy schedules. I have gathered immense experience after interacting / liaising with the stakeholders and have also come to know lot of things after joining Vigilance Department. We bring you some winning entries, which wonderfully reflect the talent in the Balmer Lawrie family! and spirit; as a nation we haven’t only overcome even obstacle in our path, but have emerged stronger out of every crisis. Despite all challenges in the world having left our mark in diverse fields ranging from literature, arts, sports, technology, medicine and space exploration among others on many instances, we faced choice between what’s convenient and what’s right but never wavered from the path of integrity as a nation. It is this unflinching commitment to integrity that has paved our path to success as a nation and has made India a role model for other developing countries to emulate. Despite our success in a variety of fields, we still face enormous challenges as a nation in the form of poverty, inequality and access to infrastructure. The recent Covid-19 pandemic even exacerbated our problems with loss of income for major percentage of population and unprecedented stress on our less than adequate system. The lives lost and the economic devastation has been as bad as our worst nightmares. From being among the fastest growing economies, we saw our GDP plunge by -8% in 2020 while the oxygen crisis also saw its peak during the second wave of Covid-19. This is one of the toughest challenge that we have faced in recent times. However, true to our spirit, we have treated this crisis as a learning experience and have focused our resources to build a self-reliant India through the “Atmanirbhar Bharat” initiative and true to the spirit of self-reliance, we haven’t only managed to develop an indigenous vaccine in record time, but also able to administer over 100 crores vaccine doses at precedented speed. India has also been able to develop its own LCA fighter jet the Tejas, sent a successful space probe to Mars in the form of Mangalyaan and led the world in many spheres of Information Technology. If we stay committed to this path of self-reliance coupled with integrity and transparency, we will always keep achieving new highs as a nation and become the “India of our Dreams” that our leaders envisaged to build, 75 years ago. It’s been a journey of 75 years since these famous words announced our emergence as an Independent nation on 15th August, 1947. These 75 years have been filled with moments ranging from glory to despair, from elation to misery from cohesion to discord. Moving through the ups and downs in our journey as a nation, we can be proud that we have overcome every challenge that we have come across, and today we stand stronger, together, united as one nation, showcasing unity in diversity in our shared values as India. In these 75 years since independence, we as a nation have come across many situations that have been a test of our resolve, tolerance and character. Be it the war of 1962 or the economic crisis of 1991, there have been instances when the odds against us have seemed too tough to overcome. It is a testament to our resolve, determination In the 75th year of India’s Independence how far you feel has the progress of the Nation been in terms of Honesty, Integrity and transparency? “Sabka saath, sabka vikas, sabka vishwas aur sabka prayaas” quoted by Hon’ble PM Narendra Modi while addressing the nation on 75th Independence Day from the Red Fort talks about honesty and integrity. In the journey of 75 long years of Independence, India comes out as one of the fastest growing economies. Along with economic, political and technological advancements, India has also made progress in terms of honesty, integrity and transparency. Factors involved in ethical progress of India are many. A few of them are as follows: 1. Improved Quality of Public Service Delivery: it ensures commitment of public organizations or public service providers to provide high standard services. Eg.- Sevottam Model- proposed by 2nd ARC report (Seva Uttam – service excellence) 3. Right to Information, 2005 brought transparency and strengthened participatory democracy, making the government accountable. It mandates officials in every office to change their attitude and duty from one of secrecy to one of sharing and openness. 4. Right to Service Act, 2010 promotes honesty, reduces corruption among government officials and increases transparency and public accountability. It ensures delivery of time bound services to the public. 5. Community policy, a law enforcement philosophy that allow police to create a stronger bond with citizens living and working in that area. 6. Presence of Vigilance Department in every office is a good step towards promoting honesty, integrity and transparency. 7. Organizations like Central Vigilance Commission (CVC) and Central Bureau of Investigation working to strengthen vigilance and transparency. 8. PIDPI (Public Interest Disclosure of Protection of Informers) is an initiative to encourage people to be vigilant and step forward and lodge a complaint against any wrong practice he / she witnessed. Identity of the informer will be kept secret for safety. But sadly, after these long 75 years of Independence, we are way behind in term of honesty, integrity and transparency. As we know in the Corruption Perception Index for the year 2020 (by Transparency International) India got 86th rank. In our democracy we have given certain power to respective individuals so they can work honestly for the country but some of them misuse the power for personal benefits, which need to be stopped with the weapon of honesty, integrity and transparency. There are a lot of loopholes in the system due to which we are unable to do a good start, like redtapism, lack of public participation, inadequate political will, fear of identity disclosure of informer and its consequences etc. For strengthening vigilant and transparent India, we need to close the above-mentioned loopholes, encouraging and educating the people about their rights and benefits of vigilance and transparency. Making systems easy to understand and to simplify all the complex rules, make every step easy and accessible to each citizen of our country, protect the whistle blowers by strong laws or some anonymous complaint system is important. At offices, regular reviewing of work practices and employee conditions need to done on priority basis and lot of inspections are required to fight the culprit. Last but not the least, we need to ensure maximum benefits and use the spirit of Digital India to ensure honesty, integrity and transparency in every sector and reduce manual checking as much as possible as machines don’t take bribes. I am sure one day we will fulfill our goal of becoming Honest, Vigilant and Transparent India and that will come very soon but for that we need to be stop blaming the Government and the system and start with oneself by being vigilant at every single point of time and reporting every small wrong practice. That is why Indian businesses have clubbed Riddhi (Wealth and Prosperity) and Siddhi (Skill) together, thereby internalizing the fact that expertise and wealth cannot be decoupled. For a nation like India, which has the seeds of being free set in from the early days when we were under the colonial rule, being self-sufficient has been imbibed in roots of the citizens, which in turn flows into the individual level. With this sprit, India has celebrated 75 years of Independence. India has progressed in all fields and there is no area that India has not ventured into. This talks volume about the way the country has evolved in past 75 years. All these were possible due to great and visionary leadership, India always had. From then Mahatma Gandhi to current times, India has the legacy of having leaders with high integrity and self-esteem for the citizens and for the country. National self-esteem is non-negotiable instrument in the development of the country. The Indian Government has started the celebration under #AmritMahotsav, to glorify 75 years of Independent India. It is an intensive countrywide campaign, focussing on ‘Janandolaan’, where small changes at the local level, will add up to significant national gains. India still has many areas (like poverty, starvation, unemployment) which need proper detailing and apt solution to strike right at the root cause. There are many schemes/ policies which are meant for better India. The main concern is that the benefit of such policies should reach the true beneficiaries with minimal leakages. Late Rajiv Gandhi once said, out of Re.1 sent from Delhi, only 15 paise reach the ground. With current DBT (Direct Benefit Transfer), India is moving in the right direction of inclusive growth. Digital India has made India learn the significance of binary language 0 and 1. This will help in eliminating the ‘grey areas’ which are deeply rooted in the systems, through decades. Whistle blowing and red flagging, plays an important role in addressing matters related to “error of omission” and “error of commission”. Globally, India ranks #86 (out of 200 countries) on Transparency Index. Bhutan our beloved neighbour is at rank #24. India needs to learn and improve on accountability, transparency and integrity. Organisational Gazette 28 वेंटिलेटर, ऑक्सीज़न, सेनेटाइज़र इत्यादि हो या हमारे जवानो के लिए उच्च कोटी के हथियार, इससे हमारी निर्भरता दूसरे देशों पर कम हो जाएगी, साथ में हमारे देश की अर्थव्यवस्था मजबूत होगी, रोजगार पैदा होंगे । आत्मनिर्भर भारत का सपना इसकी शुरूआत तो आज़ादी के बाद से ही हो गई थी परंतु पूरी लग्न एवं सत्यनिष्ठा से नहीं हो पाया था जैसा कि अभी हो रहा है । सही मायने में तो हमें कोरोना महामारी ने ही सिखाया कि सपने देखो और पूरा भी करो, अब हम सिर्फ सपने देखते ही नहीं बल्कि पूरा भी करते हैं, एक विश्वास जागा है सभी भारतियों के मन में, कि हाँ हम कर सकते हैं और आगे भी करेंगे । यह सपना सबसे पहले हमारे राष्ट्रपिता महात्मा गांधी ने दिखाया था एवं अब हमारे देश के प्रधानमंत्री जी ने दिखाया एवं पूरा भी किया । आत्मनिर्भर बनने के पाँच स्तम्भ अर्थव्यवस्था - यही वह साधन है जो हमें आत्मनिर्भर बनाएगा; तकनीकी - हमने इसमें काफी तरक्की की है और आगे भी करते रहेंगे; इन्फ्रास्ट्रक्चर- यह मजबूत होना ही फायदेमंद है; मांग - अगर हम इसे पूरा कर पाएँ तो दूसरे देशों पर निर्भरता कम होगी; जनसंख्या - इस क्षेत्र में काफी कु छ होना बाकी है । आत्मनिर्भर के फायदे दूसरे देशों पर निर्भरता कम; देशी उद्योग में बढ़ोतरी; रोजगार के अवसर उत्पन्न; गरीबी जैसी गंभीर समस्या से निजात; निर्यात बढ़ेगा, आयात कम होगा; अर्थव्यवस्था मजबूत होगी । आत्मनिर्भर के अवसर कोरोना महामारी के समय में हमने देखा कि वो चाहे कोरोना का टीका हो, पी पी ई किट, मास्क हो, ऑक्सीज़न हो या सेनेटाइजर हो, हमारे देश में पर्याप्त नहीं थे परंतु हमने इस को अवसर में बदला एवं न के वल पार्यप्त मात्रा में हमारे देशवासियों के लिए बनाया बल्कि हमारे पड़ोसी देशों एवं मित्र देशों को भी उपलब्ध कराया । यह अपने आप में एक बहुत बड़ी उपलब्धि थी, आज हम सब कु छ बना पा रहें हैं, सत्यनिष्ठा से आत्मनिर्भरता का यह एक बहुत बड़ा उदाहरण है । आत्मनिर्भर भारत के सामने चुनौतियाँ लागत एवं गुणवत्ता – कम लागत से गुणवत्ता बनाए रखना; आर्थिक समस्याएँ – जनसंख्या एवं गरीबी; आधारभूत ढांचा – इस क्षेत्र में काफी काम हो रहा है, इसे मजबूत करना बहुत जरूरी है । स्वदेशी पर ज़ोर आत्मनिर्भर भारत अभियान के तहत निजी क्षेत्रों को काफी बढ़ावा दिया गया है, इसका फायदा बजट में भी दिया गया है । कोरोना का टीका बनाकर दुनिया को संदेश आज एक नहीं बल्कि तीन –तीन टीकों का निर्माण हमारे देश में हो रहा है, के वल 279 दिनों में 100 करोड़ टिकाकरण एक महान उपलब्धि है, हमने पूरी दुनिया को संदेश दिया है कि हम कु छ भी कर सकते हैं । Mr. Prithvi Singh Charan, Travel & Vacations - Ahmedabad won the 1st prize in Essay writing competition held in the Western Region. स्वतंत्र भारत @ 75 सत्यनिष्ठा से आत्मनिर्भरता [कोरोना रोकथाम क े संदर्भ में] प्रस्तावना आत्मनिर्भर का अर्थ ये है कि आपको किसी के सहारे की जरूरत नहीं पड़ती, इसे आप व्यक्तिगत लें या परीवार को लें या प्रांत या फिर देश, आत्मनिर्भर होना अत्यंत जरूरी है । आज हम कोरोना जैसी महामारी को ही लें तो पता चलता है कि हम शुरूआत में कहाँ थे और आज कहाँ हैं । यही है सही मायने में आत्मनिर्भरता का अर्थ एवं आत्मनिर्भर होना । आत्मनिर्भरता का अर्थ आत्मनिर्भर का अर्थ यही है कि हम कोरोना के शुरूआत में दूसरे देशों की ओर देख रहे थे कि हमें वहाँ से सहायता मिल जाए, लेकिन आज हम कोरोना की दवा बनाने में आत्मनिर्भर ही नहीं बल्कि दूसरे देशों की भी सहायता कर रहें हैं । कोरोना काल में हमने सही मायने में आत्मनिर्भरता का अर्थ समझ लिया है । आत्मनिर्भर भारत का अभियान भारत को आत्मनिर्भर बनाने के उदेश्य से हमारे देश के माननीय प्रधानमंत्री जी ने 12 मई 2020 को इस अभियान की घोषणा की थी । हमने अधिकतर वस्तुओंका निर्माण अपने देश में करना शुरू किया चाहे वो कोरोना की दवा हो, पी पी ई किट, मास्क,
