2. James E. (Jim) Rose is a
recent retiree from the
Greater Orlando Avia-
tion Authority where
he served as Deputy
Executive Director of
Business Services and
Facilities having joined
the Authority in June
2008. His responsibili-
ties included Commer-
cial Properties, Air
Service Development,
Concessions, Planning
and Engineering , Con-
struction and Maintenance. Prior to that Jim was with
the Lee County Port Authority as Director of Proper-
ties and Concessions. He also worked for DMJM Aviation
assisting in the construction of the new terminal build-
ing for Southwest Florida International Airport.
His prior involvements in Aviation include airport
consulting in contract development, management
processes, concessions programming and facility con-
struction; Jim had a lengthy career with Delta Air
Lines including work in Methods & Training, Engi-
neering, Strategic Planning and Corporate Real Estate
departments. During this time with Delta, Jim was
involved in the assimilation of leasehold interests re-
sulting from the mergers and acquisitions of North-
east, Western and Pan American airlines. Jim’s
career also involved negotiation of airport use and
lease agreements, financing and construction of new
terminal facilities at many airports.
Jim has a bachelor’s degree in Industrial Management
from Georgia Tech and a Master’s in Business Admin-
istration form Georgia State University.
Jim is a member of American Association of Airport
Executives (AAAE),and the Florida Airports Council.
(FAC). He has served on the board of FAC and the
Central Florida Hotel and lodging Association.
Jim and his wife Kathy reside in Merritt Island, Florida.

Angela Newland has
over 31 years of mu-
nicipal engineering
experience that in-
cludes management
of operating budgets
and capital budgets,
management of air-
port facility expansion
and economic devel-
opment programs,
development and
implementation of
standard operating
procedures (includ-
ing Lean Six Sigma), deployment of advance technol-
ogy solutions such as GIS, BIM and electronic
document and invoice controls, and development of
sustainability and energy efficiency initiatives.
Angela served as Assistant Director of Aviation-Air-
port Development for the Broward County Florida
Aviation Department (BCAD) where she managed a
$2B capital program. She also served for 12 years as
Vice-President of Planning & Engineering for the
Columbus Regional Airport Authority (CRAA). Her
experience includes Project Management of small,
medium and large projects, Strategic and Master
Plan development, alternative project delivery
with design-build and CM@R, contract negotiation,
process improvement and efficiency measures, and
enhanced technology integration. Angela has also
served as Panel Chair and Ambassador for the Airport
Cooperative Research Program (ACRP). The ACRP’s
focus is to adapt new technologies and introduce in-
novations into the airport industry.
Angela received a B.S. in Civil Engineering from The
Ohio State University and is a licensed P.E. in Ohio
and Florida. She served on the State of Ohio
Board of Registration for Professional Engineers &
Surveyors and was awarded the Ohio Society of
Professional Engineers (OSPE) Presidents Award for
Outstanding Service.

Peter Miller has more

Financial Analysis.
His expertise includes
managing complex
public-sector capital
programs’ perfor-
mance and forecasts
for the Port Authority
of NY & NJ. He has al-
so managed program
implementation for a
variety of public and
private sector firms. His strategic planning and fi-
nancial forecasting in housing and transportation
agencies helped structure programs and mitigate
unmet capital needs. Working with spreadsheets
and drawing data from diverse accounting and
project management software systems, his thor-
ough consideration of alternative outcomes, knowl-
edge of business & regulatory requirements, and
demand for accurate data have proven effective in
monitoring project performance, business systems,
and strategic initiatives.
Accomplishment highlights include:
● Financial planning for start-up of NYCHA
501c3 affiliate
● Built and maintained financial tracking system
for a $16 billion Downtown Manhattan Rede-
velopment Program
● Created an accurate financial forecast of actual
tracking model for $1 billion air passenger
facility charge application.
Peter has been a Licensed Professional Planner with
the State of New Jersey (PP) since 1982, a member of
the American Planning Association, American Insti-
tute of Certified Planners (AICP) since 1983, and has
a Certificate of Construction Management from Pace
University.
Peter resides in New York, New York.
