National Service Training Program
(NSTP) is a program aimed at enhancing
civic consciousness and defense
preparedness in the youth by developing
the ethics of service and patriotism while
undergoing training in any of its three.

HOW CAN NSTP ENHANCE CIVIC
CONSCIOUSNESS AND DEFENSE PREPAREDNESS ?
Since NSTP is training, civic consciousness can be
enhanced by doing community immersion which is an
integral part of Civic Welfare Training Service (CWTS)
and Literacy Training Service (LTS) while defense
preparedness is enhanced through the Reserve Officer
Training Corps (ROTC).
4. 1. Reserve Officers’ Training Corps
(ROTC)
refers to the program
component, institutionalized under
Section 38 & 39 of Republic Act No.
7077, designed to provide military
training to tertiary level students in
order to motivate, train, organize and
mobilize them for national defense
preparedness.
6. 2. Literacy Training Service (LTS)
refers to the program component
designed to train the students to teach
literacy and numeracy skills to school
children, out-of-school youths and other
segments of society which are
considerably in need of their services.
8. 3. Civic Welfare Training Service (CWTS)
refers to the program component of
activities contributory to the general
welfare and the betterment of life for the
members of the community or the
enhancement of their facilities, especially
those devoted to improving health,
education, environment, entrepreneurship,
safety, recreation and moral values of the
citizenry and other social welfare services.
11. It is needed in a college’s curriculum
because it stills in our youth a sense of
patriotism for our country. It also prepares
them to be socially aware and responsible
individual members of the community.
12. This program is useful because students train
to become well-disciplined and efficient. NSTP
courses are effective in teaching self-improvement,
performance, and community involvement.

The primary objective or main
goal of the NSTP law is to recognize
and uphold the youth's vital role in
nation-building.

It shall promote civic consciousness among
the youth and shall develop their physical, moral,
spiritual, intellectual and social well-being. It also
shall inculcate in the youth patriotism, nationalism,
and advance their involvement in public and civic
affairs.
17. Coverage of the NSTP Law
• All incoming first-year students, male and female,
enrolled in any baccalaureate degree comprising at
least two years of technical-vocational or non-
degree education are required to complete one
NSTP component of their choice as a requirement
for graduation
• All higher and technical-vocational education
institutions must offer at least one NSTP component
18. Coverage of the NSTP Law
• State universities and colleges (SUCs) shall offer the
ROTC component and at least one other NSTP
component.
• The Philippine Military Academy (PMA), Philippine
Merchant Marine, Academy (PMMA), Philippine
National Police Academy (PNPA), and other SUCs of
similar nature, in view of the special character of
these institutions, are exempted from NSTP
.
19. Coverage of the NSTP Law
• Private higher education institutions (HEIs)
and technical-vocational education
institutions with at least 350 student-cadets
may offer the ROTC component and
consequently establish and maintain a
Department of Military Science and Tactics
(DMST), which, however, will still be subject
to the existing rules and regulations of the
Armed Forces of the Philippines (AFP).
