Is “shadow IT” happening? How is “shadow IT” happening? 
Around three quarters (77%) of IT decision-makers surveyed say that departments in their 
organisation are commissioning and sourcing core IT products and services independent of 
the IT department (sheet 1). Of the remaining quarter whose organisations only source IT 
products and services through the IT department, around two fifths (42%) expect “shadow 
IT” to occur in the near future in their organisation (page 12). 
Surveyed IT decision-makers who say that departments in their organisation engage in 
“shadow IT” currently report that the vast majority (95%) have been doing so for over six 
months, with around two fifths (42%) engaging in it for two years or longer (page 11). 
Almost half (47%) of respondents where “shadow IT” is happening, but not in all departments 
within their organisation, believe that it is likely that more departments will engage in 
“shadow IT” in the next two years (page 9). Where “shadow IT” is happening, 51% think it is 
likely the departments which already commission and source core IT services and products 
outside the IT department will do so more often in the coming two years (page 10). 
The vast majority (85%) of surveyed IT decision-makers feel the use of “shadow IT” poses a risk 
to their organisation’s IT security, with a third (33%) considering it to be an extremely 
significant risk and 16% considering it the most significant risk (page 34). 
Respondents who report that “shadow IT” is happening in their organisation say that it most 
likely originates and is driven by heads of department (41%) and from technology 
workgroups comprised of people from across the department (39%) (page 33). According 
to respondents, the main driving factors behind departments engaging in “shadow IT” are 
their belief that it is quicker to source their own IT than to go through the IT department 
(74%), and that departments are more aware of their own individual IT needs (55%). Where 
“shadow IT” is happening, over half (52%) of surveyed IT decision-makers also believe that 
departments think it is easier to source their own IT needs than go through the IT 
department and around three in ten (28%) feel it is cheaper (page 8). 
Of those respondents in organisations where departments are commissioning and sourcing 
core IT services and products outside of the IT department, almost half (46%) say that the IT 
department has little or no involvement in these departments (page 32).

Surveyed IT decision-makers where “shadow IT” is happening report that the products and 
services most commonly sourced outside of the IT department are application software 
(51%) and IT security software/hardware (44%) (page 5-6). 
Respondents whose organisations are not currently engaging in “shadow IT”, but anticipate it 
happening in the near future, believe that application software (53%) and BYOD devices for 
employees (53%) are the most likely to be commissioned outside of IT in the next two years. 
IT security software/hardware is only expected to be sourced through “shadow IT” methods 
by around a quarter (26%) in the same period (page 22).

Where is “shadow IT” happening? 
Almost four in ten (37%) respondents who report that “shadow IT” is already happening 
within their organisation believe that the majority of their organisation’s departments are 
engaged in commissioning and sourcing core IT services/products (page 7), with this most 
commonly occurring in finance (39%), HR/training (35%), business direction and strategy 
(34%) and marketing (34%) (sheet 8). For this group, business direction and strategy is 
thought to be the department where “shadow IT” it is most prevalent (42%) (page 16). 
Surveyed IT decision-makers whose organisations do not currently engage in “shadow IT”, 
but expect to in the near future, anticipate business direction and strategy (38%), HR/training 
(38%) and logistics and supply chain (38%) to be departments where “shadow IT” will most 
likely happen in their organisation (page 19).

  • 2. Is “shadow IT” happening? How is “shadow IT” happening? Around three quarters (77%) of IT decision-makers surveyed say that departments in their organisation are commissioning and sourcing core IT products and services independent of the IT department (sheet 1). Of the remaining quarter whose organisations only source IT products and services through the IT department, around two fifths (42%) expect “shadow IT” to occur in the near future in their organisation (page 12). Surveyed IT decision-makers who say that departments in their organisation engage in “shadow IT” currently report that the vast majority (95%) have been doing so for over six months, with around two fifths (42%) engaging in it for two years or longer (page 11). Almost half (47%) of respondents where “shadow IT” is happening, but not in all departments within their organisation, believe that it is likely that more departments will engage in “shadow IT” in the next two years (page 9). Where “shadow IT” is happening, 51% think it is likely the departments which already commission and source core IT services and products outside the IT department will do so more often in the coming two years (page 10). The vast majority (85%) of surveyed IT decision-makers feel the use of “shadow IT” poses a risk to their organisation’s IT security, with a third (33%) considering it to be an extremely significant risk and 16% considering it the most significant risk (page 34). Respondents who report that “shadow IT” is happening in their organisation say that it most likely originates and is driven by heads of department (41%) and from technology workgroups comprised of people from across the department (39%) (page 33). According to respondents, the main driving factors behind departments engaging in “shadow IT” are their belief that it is quicker to source their own IT than to go through the IT department (74%), and that departments are more aware of their own individual IT needs (55%). Where “shadow IT” is happening, over half (52%) of surveyed IT decision-makers also believe that departments think it is easier to source their own IT needs than go through the IT department and around three in ten (28%) feel it is cheaper (page 8). Of those respondents in organisations where departments are commissioning and sourcing core IT services and products outside of the IT department, almost half (46%) say that the IT department has little or no involvement in these departments (page 32). Core IT products and services Surveyed IT decision-makers where “shadow IT” is happening report that the products and services most commonly sourced outside of the IT department are application software (51%) and IT security software/hardware (44%) (page 5-6). Respondents whose organisations are not currently engaging in “shadow IT”, but anticipate it happening in the near future, believe that application software (53%) and BYOD devices for employees (53%) are the most likely to be commissioned outside of IT in the next two years. IT security software/hardware is only expected to be sourced through “shadow IT” methods by around a quarter (26%) in the same period (page 22). For this group, business direction and strategy is thought to be the department where “shadow IT” it is most prevalent (42%) (page 16). Surveyed IT decision-makers whose organisations do not currently engage in “shadow IT”, but expect to in the near future, anticipate business direction and strategy (38%), HR/training (38%) and logistics and supply chain (38%) to be departments where “shadow IT” will most likely happen in their organisation (page 19).
