This technical requirement is in response to the BCBSA mandate/goal of providing its
national members the same benefits as available to the local members. This has required a
complex and integrated technology solution to allow for monthly exchange of 24 months of
rolling historical data between different BCBS plans nationwide - send ‘out of area’ home
membership data (7,000,000 unique out of area Anthem members sent till date), receive host
membership/claims data (6,500,000 unique host members received till date), send
corresponding host attribution data (to be executed starting October 2015), and finally receive
corresponding home attribution data (attribution of 200,000 unique out of area Anthem
members received till date). This technology-enabled business solution has required a lot of
upfront data profiling and standardization, and design of error capture mechanisms such that
each plan is able to send and receive data in one consistent format.
