It is base stage of curriculum development
It also includes the philosophy of strong education
belief of the school.
These beliefs are translated to classrooms desired
learning outcomes for learners.
In this stage all the philosophical ,sociological,
economical perspectives are taken into consideration
to inculcate in curriculum which society needs on the
present and coming future.
