1867 — 1st Sees Testing Laboratory (STL) established by
Fredrick Nobbe in Germany .
1871 — STL established by Muller in Denmark.
1876 — A hand book on seed testing was published.
1885 — Swedish Seed Association was established.
1908 — Associationof Official Seed Analyst (AOSA) was established.
1919 — International Crop ImprovementAssociation(ICIA) was
established.
1924 — International Seed Testing Association(ISTA) was
established.

• 1944 – Famine Enquiry Committee.
• 1944 – Food Grain Policy Committee.
• 1945 – Private seed companies established in Quetta and Kashmir
valley.
• 1946 – All India Seed Growers, Merchants and Nurserymen’s
Association.
Pre – Independence Period

This period includes all policies and legislations which is passed to
improvise the seed industry in India.
1948-49 – Dr. S. Radha Krishnan recommend the formation of
Agricultural Universities and he called them Rural
Universities.
1949 – Seed production programme was started at Central Vegetable
Breeding Station, Katrain, Kullu Valley by Govt. Of India.
- Central Potato ResearchInstitute was established at Shimla .
1951 - First Five Year Plan started with an aim to multiply and
distribute seeds.
1st. FYP(1951-56)
• 1952 – Grow More Food Enquiry Committee.
• 1955 - CentralVegetable Breeding Station,was transferred to the
IndianAgricultural Research Institute,New Delhi and renamed as
IARI, Regional Station.
7. 2nd FYP(1956-61)
• 1957-1st AICRP on maize was started with Rockfellar foundation.
• 1958 -1st vegetable seed testing station was established.
• 1960 - AICRP on Sorghum & Bajra.
• 1961 – 1st Hybrid maize was developed.
• 1961 - 1st STL was started in India
3rd FYP (1961-66)
• 1961 – 1st SeedTesting Laboratory was established at IARI New
Delhi
• 1963 - National Seed Corporation (NSC) was established.
• 1964 -1st Hybrid of sorghum was developed.
• 1965 – 1st Hybrid of bajra was developed
• 1965 - Indo-American Hybrid seeds was established.
• 1966 - HighYieldingVariety Program (HYVP)

• 1966 - Seed Act (Dec 29th 1966 enacted in oct 2nd 1969)
• 1968 - Seed Rules.

• 1969 - ICIA changed into AOSCA (Association of Seed Certifying

• 1969 -Tarai Development program (Assistance byWorld Bank).
• 1970 - Minikit program (with Paddy)
• 1970 -1st Seed Certification Agency(SCA) was established in
Maharashtra.
• 1971 - Indian Society of SeedTechnologists (ISST).
• 1972 - SeedAmendmentAct (9th Sept).
• 1972 - Central Seed Certification Board (CSCB)
ISST publishes - Journal of Seed Research and News Letter SeedTech.News
5th FYP(1974-79)
• 1976 - National Seed Project (NSP) in 2 phases –
• 1st phase (1975-76) - State Seed Corporation was established in Punjab,
Haryana,Maharashtra & AndhraPradesh.
• 2nd phase (1981) - SSC in Karnataka, Rajasthan, Uttar Pradesh, Bihar &
Orissa.
• 1974 - Seed Certification Agency was established in Karnataka.
9. 6th FYP(1980-85)
• 1983 - Enactment of Seed Control Order( Seed included under
Essential CommodityAct -1955).
• 1985 - Y.S.Parmer University of horticulture and forestry was started at
solan .
7th FYP (1985-90)
• 3rd phase of NSP - SSC in other 4 states were established.
• 1986 – Elevation of status of AICVIP, to the level of Project Directorate of
Vegetable Research (PDVR).
• 1988 - New Seed Policy.
• 1989 - There was 22.27% increase in vegetable production in India
8th FYP (1992-97) and 9th FYP(1997-2002)
• 1992 - De-linking of PDVR from IARI and shifted toVaranasi (UP.)
• 2000 - Seed Bank Scheme & Seed Crop Insurance Scheme.
• 2001 - Protection of Plant Variety and Farmer Right Act (PPVFR Act)
• 2002 - National Seed Policy
