The purpose of the paper is to develop a formal method for monitoring and assessment of the process of sustainable national development. In particular, we apply cluster analysis to develop procedures of formal assessment of development gaps, and show how they can be applied for monitoring processes of sustainable development (the method proposed could also be applied for inter-country comparison and assessment of the impact of technical cooperation projects and different internal and external shocks on national development). A formal method is described and implemented for the analysis of national development processes in the Kyrgyz Republic in the period 1992-2000. The study reveals that although in the second part of the nineties many development indicators in the country improved significantly, the development path observed in this period can hardly be classified as sustainable.

Political (In)Stability and Public Policy Transplantation: a Macedonian Case
In recent years, a set of new post-empiricist advances to public policy, drawing on discursive analyses and
participatory, deliberative practices, have come to challenge the leading technocratic, empiricist models in
policy analyses. According to Pessali, the transplantation of public policies is an influential instrument in
the hands of economic development – important as it may be, transplantation may not be inevitably
successful, therefore not always looked for. There are good economic reasons to consider the practice of
grafting in public policy transplants, i.e., consideration for the specific cities of existing local institutions
and how they may interact with a set of predominant policy requirements and guidelines. By taking into
account Pessali's alternative method that institutionalizes some sort of cooperation between policy makers
and stakeholders, in contrast with some other common variants of the policy transplantation method, we
discuss an architecture for public policy inputs in a country context, which may help to avoid some of the
underlying risks of standard transplantation architectures. The article concludes that the “transplantation
metaphor” can be a powerful tool in organizing our thoughts and framing our decisions, which can lead to
better use of it for the purposes of public policy design in societies only in cases of political stability.

IMPACT OF DEMOGRAPHIC CHANGE IN THAILAND
Thailand’s population growth has slowed
considerably and is predicted to decline further. It is
the changing population structure that is emerging
as an issue of critical importance – changes in
age structure, educational and skill structure,
state of health and geographical distribution. In
respect to all of these issues, changes in Thailand’s
population over the next two decades promise to
be far-reaching, raising important planning issues,
both with regard to adapting to those population
changes that are inevitable and influencing aspects
of demographic change that are amenable to
modification. This report has documented the
trends of population evolution in Thailand and
analyzed some significant implications and policy
issues. It analyses the impact of demographic
changes on education, labor-force participation,
urbanization, migration and health. It also probes
into past population policies, examines recent
policy changes and critically discusses the different
threads of arguments vis-a-vis policy implications
of Thailand’s demographic trends.

Strong international partnerships are a key vehicle for building an efficient national innovation system. Successful global cooperation needs comprehensive knowledge of the features of the science and technology (S&T) sphere in a changing environment of global division of labour, competition, and political climates. New realities and trends emerge, changing the established ‘rules of the game’ and calling for immediate actions from politicians, experts, and various economic actors.
We propose an analytical approach to build and examine an empirical database. Drawing on bibliometric analysis and expert survey tools, such an approach helps us identify the most promising areas for Russia’s international S&T cooperation. We assess the scope for applying the proposed methodology. Based on the latest available data in Web of Science, the international scientific citation indexing service (2014 and early 2015), we compare the structure and variation over time of scientific specializations in Russia, leading S&T countries, and several fast growing global economies.
The cooperation priorities that we identified via matrix analysis were complemented with data from expert surveys. The surveys highlighted the partner organizations, thematic areas, and instruments of S&T cooperation, which indicate some of the future possibilities for Russia’s international S&T cooperation.

Adoption of internal web technologies by oecd turkish government officials
Use of communication and information channels for the OECD have been increasingly encouraged by
new channels such as the OECD’s Committee Information Service (OLIS) and Clearspace (CS) web
portals. A logit regression model was used to estimate the influence of the government’s supply side policy
tools and organisational factors on the decision to open OLIS and Clearspace accounts. Additionally,
probability analysis conducted to give insights on the usage frequency of information channels. Study used
a dataset that includes 126 Turkish top-level country and municipal government officials working on
different OECD study topics in 2010. Findings imply that the influence of the explanatory variables tested
differ between the two web-portal models. Satisfaction with the timing of information provided by the
OECD Permenant Delegation (timing issues in reaching reports) among officials is the only variable that
consistently has a positive influence on the adoption of both web-portal applications. The probability
analysis show that while duration of employment and degree of expertise increase the probability of use of
online information channels, work duration on OECD topics and meeting participation are the variables
that decrease the probability of use of face to face communication channels.

The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. A Strategic Approach: GenAI in Education
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.
