This document provides an overview of the public policy development process in Nepal. It discusses several key aspects of policymaking, including agenda setting, reviewing previous plans, political and non-state actor involvement, ground problem analysis, adoption and formulation, planning, budgeting, monitoring and evaluation. Some common problems are also outlined, such as a centralized approach, political party dominance, lack of research, and donor influence. The study aims to understand the major policy actors and approaches used in Nepal through both qualitative and quantitative research methods like surveys, interviews and data analysis.
