• 1st half of 20th century
o colonial governments provided monopolistic scheduled public transport
operations – some rail but mostly road based (large buses)
• 2nd half of 20th century
o operation of formal transit became increasingly difficult:
 population growth vs. stagnant road capacity;
 declining commercial speeds;
 increased operating costs;
 fare caps imposed
o paratransit (small buses) established from need to meet growing transport
demand, in regulatory vacuum
o formal transit deteriorated and even disappeared from many SSA cities

• Problems with paratransit:
o un- or under-restricted market entry often
leads to overtrading on more lucrative routes
o route associations often compete
aggressively (sometimes violently) for control
of routes
o the ‘commission/target system’ incentivises
drivers to compete ‘in the market’ for pax,
often leading to speeding, signal jumping
and unsafe stopping, with accompanying
impacts on pax QoS

Contemporary challenges
o compliance with regulations is usually weak –
corruption often rewards operator non-
compliance
o labour conditions for drivers and conductors
are insecure and sometimes exploitative
o vehicle assets are often poorly maintained,
and their replacement is seldom planned for
o poor business viability results in overloading on
more lucrative routes, and ‘cream skimming’
o old and poorly maintained vehicles tend to
be heavy emitters of air pollutants
o boarding and aligning practices that spill into
traffic lanes reduce already limited road
capacities considerably

• Opportunities with paratransit:
o paratransit operators are quick to respond to new demands for service,
and as a result penetrate many and diverse passenger markets within
the city – in the context of unprecedented forecast urbanization, an
ability to respond rapidly to new patterns of demand is likely to be an
important asset
o this demand-responsiveness, service innovation and coverage is
achieved free of direct operator subsidization
o paratransit can offer an important source of income and poverty
alleviation to a segment of the population that often finds itself
superfluous to the formal economy

‘Levy or contribution’ land value capture refers to mechanisms in which additional land value derived from
public transport system improvements is extracted from adjacent property owners, in the form of betterment
levies, developer exactions and impact fees, or negotiated developer contributions.
‘Lease rental’ tax land value capture refers to instances in which land ownership of adjacent developed
properties is retained (solely or jointly) by the public authority, and additional land value is extracted through
rental income.
5. Summary and conclusion
• in large cities, public transport is essential to provide equitable access to labour
markets and other opportunities
• the state of prevailing paratransit-based systems is inadequate and warrants
improvement and reform
• road space priority and optimal vehicle size are essential elements of reform
• 4 alternative approaches to reform have been applied, but with limited
success to date
• there is no panacea/magic bullet - these approaches are not mutually
exclusive, and can be extended innovatively in context-specific ways
• important reform trade-off in the context of enduring scarce resources in SSA
cities:
o higher quality services to narrow segment of passenger market vs
o lower service quality improvement to large part of passenger market
