4. University Grants Commission (December 1953)
• Established by Shri Maulana Abdul Kalam Azad
• UGC is responsible for coordinating, determining and
maintaining standards of higher education
• Aims of the UGC are:
Framing regulations
Disbursing grants to the universities and colleges
Granting temporary or permanent affiliation to colleges
It is a link that connects the union and the state
government
Promoting research and development in higher education
5. NCERT-National Council of Educational Research and
training (July 1961)
• An autonomous organization established by the government to assist the
central and state governments on policies and programmes for qualitative
improvement in school education
• It provides textbooks , supplementary material, newsletters, journals and
develops educational kits
• The schooling is for 12 Year in which the higher secondary focuses on 5
major subjects
• The Kunzru Committee (1964)
• Chairman – Hariday Nath Kunzru
• Committee for coordinating the field of physical education, recreation and
youth welfare
• They offered physical training, combat training, gymnastics, dance, major
games during school hours.
• They scouted and guided students
• They were the initiators of the NCC committee on 29th Sept 1966
6. The Kothari Commission (July 1964)
• This committee was appointed by the government of India to
overhaul the Indian Education sector
• Chairman was Daulat Singh Kothari
• Main Objectives:
To provide policies and guidelines for the development of
education in India
To find, evolve and examine a general pattern of education in
India
• 23 recommendations such as defects in the existing system, A
fixed curriculum, Vocational education, 3 Language formula,
Distance education, Adult and Women education , etc.
7. Committee on National Policy of Education (1968)
• Proposed equal educational opportunities to get national integration and
greater cultural and economic development
• Compulsory education to all children up to 14 Years
• Specialized training and qualification of teachers
• 3 Language Formula with a focus on the regional language
• Encouraged teaching Sanskrit
Committee on 10+2+3 (1977)
• 10 Years in School, 2 Years in Junior College, 3 Years in Graduation UG
Degree
• Before this India had 4 patterns of leaving exams 10+2+3, 10+2+2+2, 11+3,
12+1+3
• This policy brought uniformity in the schooling system, ensured mobility across
states, comparability with the rest of the world.
