2. CHED Commission on Higher Education was created on May 18, 1994 through the passage of Republic Act No. 7722, or the Higher Education Act of 1994 the education sector into three governing bodies: a. CHEDfor tertiary and graduate education, b. DepEd–(Department of Education ) for basic education and the c. TESDA (Technical Education and Skills Development Authority) - for technical-vocational and middle-level education.

Department of Education An adequate secularized and free public school system during the first decade of American rule was established upon the recommendation of the SchurmanCommission Free primary instruction that trained the people for the duties of citizenship and avocation was enforced by the Taft Commission per instructions of President McKinley.
4. Technical Education and Skills Development Authority was established through the enactment of Republic Act No. 7796 otherwise known as the "Technical Education and Skills Development Act of 1994. This Act aims to encourage the full participation of and mobilize the industry, labor, local government units and technical-vocational institutions in the skills development of the country's human resources.
5. Technical Education and Skills Development Authority The merging of the: a.NationalManpower and Youth Council (NMYC) of the b. Department of Labor and Employment (DOLE) c. The Bureau of Technical and Vocational Education (BTVE) d. Department of Education, Culture and Sports (DECS), and e. The Apprenticeship Program of the Bureau of Local Employment (BLE) of the DOLE gave birth to TESDA.
