This document discusses a presentation given at Rail~Volution in Salt Lake City, Utah from September 8-10, 2005. The presentation, given by Jeffrey Tumlin of Nelson\Nygaard Consulting, identifies 12 common codes and regulations that can obstruct smart growth development. These "code obstacles" include zoning codes, parking and traffic codes, building codes, and environmental regulations. The presentation provides strategies for how cities can update or remove parts of these codes to better support smart growth goals.
