Paromita (Romi) Roy is an architect, urban designer, currently holding Charge as Deputy Director (Arch.) at
UTTIPEC, Delhi Development Authority (DDA), under the Ministry of Urban Development, GoI. She previously held
a Senior Consulting position in the same organization with the Unified Traffic and Transportation Infrastructure
(Planning and Engineering) Centre (UTTIPEC), the statutory approval authority under the aegis of DDA in India.
She provides advice, support and leadership on Transit Oriented Development (TOD), a policy slated to be
adopted into the Masterplan of Delhi 2021 that will change the way Delhi grows, lives, works and plays in the next
50 years. Romi has also led the creation of the significant UTTIPEC Street Design Guidelines for Delhi which has
been adopted for the city in 2009 and incorporated into National Road Design Codes subsequently. She has
overseen the implementation of several road safety, retrofitting and design projects which have led to reduction
of accidents on vulnerable streets. Romi has over 15 years of experience working with public and private sector
organizations in India, US and China, with specialization in TOD and Integrated Urban Design – creating inclusive
places with a focus on equity, affordability and quality of life. She has led projects in various parts of Asia, Africa,
Europe, Russia, United States and the Middle East, integrating urban planning and design strategies with
infrastructure and resource management, sustainable mobility, jobs and housing balance, built-form design and
economic viability at various scales, tying in to a multidisciplinary approach to sustainability.

Conceiver and co-contributor to this major Public Policy document on
TOD Policy focusing on densification of the city along MRTS corridors with
mixed use and pedestrian friendly development norms, in order to
maximize access to public transport and encourage ridership. The
document includes the Principles, demarcation criteria, development
control norms and building code changes required as part of TOD.
Street Design Guidelines

Conceiver and co-contributor to this ‘first-of-its-kind’ Street Design
Guidelines for India, focused on Delhi, aimed at making the streets of the
city more pedestrian, cyclist, physically handicapped and public transport
user friendly. The document is based on National and International best
practices, but fully customized to Indian conditions. The Guidelines
comprise of 10 Mandatory Components including: (1) Minimum
Pedestrian-only Zone (2) Frontage Zone (3) Universal Accessibility
Features (4) Multi-Functional Zone with Planting (5) Non-Motorized
Transport Infrastructure (6) Crossings (7) Medians, Refuge Islands (8)
Street Lighting (9) Urban Utilities (10) Public Aménities (Toilets, Bus
stops, Dustbins, Hawker Zones, Signage). Three Additional chapters
include guidelines on (11) Traffic Calming (12) Material Selection and (13)
Public Art and Street Furniture. The Guidelines were adopted in Nov 2009
by UTTIPEC, Delhi Development Authority for implementation and
enforcement.
Action Plan and Urban Design Guidelines for making Delhi Safe

Spearheaded the preparation of this policy and guideline document
which included: (●) Physical changes required in public spaces with urban
planning and design interventions, provision of basic services and
improvement of transport services to address both harassment and

Prepared this simple but significant guideline document which provides
guidance to planners/ designers/ implementers on location of various
facilities at MRTS stations (including bus stops; vendor zones; convenient
shopping; cycle-rental stations, feeder stop/ stand, public toilets;
pedestrian-only plazas, drop-offs, Cycle/ NMV/ IPT/ auto-rickshaw stands,
Lighting, signage, passenger- information, park & ride, etc.) such that
maximum commuters using the system are at ease, safety and
convenience.
The guidelines are to be implemented in 64 stations along the upcoming
Phase-III of Delhi Metro stations being overseen by UTTIPEC.

Transit Oriented Development (TOD) Masterplans [>200 Ha]:
Caofeidian Coastal Eco-City (Tangshan, China) : ARUP
Client: City of Tangshan; Projected Population: 1 Million.
Co-designer of this coastal eco-city which was based on three unique
principles – Circular Economy (urban, agricultural and industrial),
Ecological Planning (urban water, coastal and agricultural) and Transit
Oriented Design (lower emissions, walkability and comfort). The
challenge of the project was to provide a self-sustaining yet cost effective
eco-development which was adaptable and futuristic, yet perfectly in
tune with cultural and spatial design considerations of southern China.
Project included (Stage-1▪) creation of a vision Masterplan and (Stage-2▪)
detailed planning and design of a typical district based on sustainable
design and infrastructure principles.
Arabian Canal Masterplan (Dubai, UAE) : Calthorpe Associates
[Projected Population: 2 million; 20,000 hectares, 1.2 M jobs]
Client: Limitless, Dubai; Engineering & Systems Design: Arup-SF.
Project Manager of a multi-disciplinary team for a ‘low-carbon’
Masterplan of a new sub-city in Dubai, UAE, over a 20-year growth
period. The Regional plan included transportation networks,
infrastructure plans and pedestrian-friendly streets and block design. A
palette of district-types was proposed based on proximity to transit,
sensitivity to local climate, culture and market forces and mixed-income
communities. The sustainability plan provided a phased strategy to
reduce consumption of fossil fuels and desalinated water within a self-
sustained development.
Responsibilities included:
Coordination and management of multi-disciplinary planning and
engineering teams; Designing and developing landuse “place-types” to
provide Jobs-Housing balance and balance travel demand; Coordination
of design issues with the Sustainability Strategies Plan.

Detail Urban Planning and Design of this Pilot TOD project in Delhi
integrating multiple disciplines of travel demand modeling, decentralized
infrastructure, economic modeling and environmental design for 30 Ha
site owned by DDA in East Delhi. Project is awaiting implementation.
Dombivili Integrated Masterplan (Mumbai, India) : ARUP
[IT-SEZ: 55 Ha, with 65 Ha built-up area; Township:44 Ha with FAR 100]
Client: Lodha Group, Mumbai
Designer and sustainability coordinator for master plan for 50 ha site in
Eastern Mumbai. A “Whole Systems Design” approach was followed to
integrate Urban Design with circular flows of Energy, Water and Waste
Management strategies. Energy and water deficits from the municipality
had to be met with creative solutions increasing efficiencies and
decreasing overall demands. Comprising of 33000 SEZ employees and
18,000 middle to low income population, project strategies included (▪)
providing efficient infrastructure (▪) feasible, realistic, and cost effective
solutions for all strategies and (▪) an implementation strategy involving
local suppliers and methodologies.
Unitech Township (Gurgaon, India) : Calthorpe Associates
[310 Ha, 87,000 residents, 210,000 sq.m. Retail]
Client: Limitless, Dubai & Unitech, India; Consultant: A. T. Kearny
Project manager and co-designer of a masterplan for a community of
90,000 people over 800 acres of land (with 200,000 sq.m. commercial &
civic uses) located off a major planned highway near a terminal Delhi-
Metro Station. The primary challenge of the masterplan was to provide a
safe and secure living environment to residents while still facilitating a
mixed-use, pedestrian friendly, climate-sensitive design, integrating well
with existing and future neighbouring communities.
Waterfront Brownfield Site Redevelopment (Tunis, Tunisia) :

Co-designer of a masterplan to reconnect the city of Tunis with its historic
port which abuts the project site, by providing a new mixed use
commercial centre, developing new urban housing opportunities, and
focusing development around a major new intercity transit hub. The
variety of proposed uses which included hotels, a convention centre, a
ferry terminal and light rail stations were aimed to strengthen the city's
efforts to provide new opportunities for investment in the region.

Great Domodedovo Masterplan (Moscow, Russia) : Calthorpe
Associates
[26,000 Ha, 1.2 M residents; 700,000 jobs]
Client: Limitless, Dubai & Coalco, Russia; Consultants: Bovis Lend Lease;
Arup-Moscow; Other Design Firms: Solomon ETC; Gruzen Samton Arch.
Lead Designer and project manager for two contracts of urban design and
planning for Domodedovo District of Moscow, Russia. The first contract
provided a regional framework for growth of the district (26,000 Ha, 1 M
people, 700,000 jobs) along regional transportation networks, with
sensitivity to the existing forests, ‘dachas’ and riparian corridors of the site.
Contextual district standards were developed in keeping with Moscow’s
building-laws and sun-penetration requirements. New walk-ability, block-
design and architectural standards were introduced. The second contract
created a detailed masterplan for 200 Ha. at one of the multi-modal transit
stations.
Lakeline Transit Oriented District (Austin, Texas) : Calthorpe
Associates
Project manager and co-designer of a pioneering project of more than
300 acres and nearly 3,000 units - the first transit oriented district in
Austin. The TOD itself is a 23 acre area with approximately 720 units.
Besides design and coordination of consultants, responsibilities included
the process of getting approvals with the City of Austin, developing
transit oriented design-guidelines for builders, as well as final platting
work with Engineers. The city hopes to adopt the code developed for this
project as a reference for its future transit oriented projects.
Street Design and Retrofit Projects
Standard Typical Crossing Design for Road Junctions and Mid-

Standard Typical details prepared with proper markings, signage
locations, traffic calming and warning features, and safe crossing facilities
for pedestrians, cyclists and differently able, for all typical junctions and
mid-block crossings in Delhi.
These were approved by the Governing Body and subsequently used by
Delhi Traffic Police and Road Agencies to retrofit crossings all over Delhi.

Vikas Marg is a road stretch infested with illegal parking on footpaths and
at the same time, extremely crowded and used by pedestrians and public
transport users. We prepared (▪) detailed alignment plans for the Road as
per UTTIPEC Street Design Guidelines along with (▪) a comprehensive on-
street and off-street parking Management strategy to be implemented by
DDA and managed enforced by DDA & Traffic Police. The Parking project
is under implementation by DDA and the overall progress is being
monitored by EPCA.

Aurobindo Marg Retrofitting Plan to Reduce Fatalities

Aurobindo Marg had been made signal-free following which road
fatalities of pedestrians on this stretch increased drastically. In
cooperation with all agencies including Traffic Police, we prepared the
Alignment Plan for Aurobindo Marg with proper crossing facilities,
signaling, traffic calming and universal accessibility. The project was
implemented in totality by all agencies and within a year, road fatalities
came down to zero.

Based on the UTTIPEC multi-modal integration checklist, parking, waiting
and drop-off facilities as well as commuter amenities were planned for all
stations along Vikas Marg and Aurobindo Marg.
Aurobindo Marg stations were retrofit as per our plan while Vikas Marg
section is yet to be implemented.
Urban Design and Architectural Design Projects
Qingdao EcoBlock (Qingdao, China) : ARUP
The EcoBlock is a revolutionary new model for block-scale mass-
replicable urban development. It is designed as a typical block comprising
of 600 residential units located within a series of 5- to 7-story
townhouses, six 12-story tower blocks and four 24-story tower blocks, all
arranged around a series of courtyards with community gardens and
playgrounds. Pedestrian connectivity, transit use and bicycle movement
are key considerations in design of the block which is mass replicable and
uses proven technologies to be self-sufficient with respect to water,
energy and waste.
Mixed Use Urban Infill Project (Berkeley, California) : Calthorpe
Associates
[5 acre, 900 people, Mixed-use development]
Client: Herst Properties.
Project leader of an urban design effort for a 5 acre, 900 people infill
project in Berkeley, California – which aimed to provide a variety of
residential types, office and R&D space, pedestrian-friendly design and
green building standards to future residents.
Station Square Mixed Use Infill (Pittsburgh, Pennsylvania) :

[15 acre infill site; 1250 residential units, 50,000 sq.ft. commercial]
Co-designer of a mixed-use urban redevelopment plan for a defunct
parking lot along the southern edge of downtown Pittsburgh Waterfront.
The dense, walk-able mixed use environment proposed not only provided
the area with a new destination, but also revitalized it with a judicious
mix of employment, civic and housing facilities.
Mixed Use Transit Center (Napa, California) : VMWP
Designer of mixed use center at an interstate rail station on a 6-acre infill
site, incorporating a bus rapid transit hub with a mix of residential, retail
and transit office uses.
