What is the Schools and Libraries Program or E-Rate? In 1996, congress mandated that the FCC use the Universal Service Fund to help provide discounts in telecommunications and internet access to eligible schools and libraries. Funding can be requested in four categories: telecommunications services, Internet access, internal connections, and basic maintenance of internal connections.
Who is eligible for E-Rate discounts? Most schools and libraries in the United States are eligible to receive assistance. The USAC website provides details about eligible equipment and services and the conditions under which schools and libraries are eligible. Discounts for support depend on the level of poverty and the urban/rural status of the population served and range from 20% to 90% of the costs of eligible services.
