What is the Schools and Libraries Program or E-Rate?<br />In 1996, congress mandated that the FCC use the Universal Service Fund to help provide discounts in telecommunications and internet access to eligible schools and libraries.<br />Funding can be requested in four categories: telecommunications services, Internet access, internal connections, and basic maintenance of internal connections.<br />
Who is eligible for E-Rate discounts?<br />Most schools and libraries in the United States are eligible to receive assistance.<br />The USAC website provides details about eligible equipment and services and the conditions under which schools and libraries are eligible.<br />Discounts for support depend on the level of poverty and the urban/rural status of the population served and range from 20% to 90% of the costs of eligible services.<br />
