What is E-rate? <ul><li>E-rate is also known as The Schools and Libraries Program of the Universal Service Fund. </li></ul><ul><ul><li>It is administered by the Universal Service Administrative Company (USAC) under direction of the Federal Communication Commission (FCC). </li></ul></ul><ul><ul><li>FCC established E-rate in 1996 as directed by Congress </li></ul></ul><ul><li>E-rate provides discounts to assist most schools and libraries in the United States to obtain affordable telecommunications and internet access </li></ul><ul><li>It is one of 4 support programs that are funded by the Universal Service Fee charged to telecommunication companies. </li></ul>E-rate

E-rate Budget and Timelines <ul><li>E-rate funding year runs from July 1 – June 30 annually </li></ul><ul><li>FCC allocates E-rate fund at $2.25 billion annually </li></ul><ul><ul><li>Beginning in 2010, fund adjusted for inflation </li></ul></ul><ul><li>FCC can roll over unused funds from previous years into the current funding year </li></ul>E-rate

E-Rate Discounts <ul><li>E-Rate discounts are calculated based on a calculation that involves </li></ul><ul><ul><li>percentage of students receiving free or reduced lunch </li></ul></ul><ul><ul><li>urban/rural status of the population served </li></ul></ul><ul><li>Discounts range from 20% to 90% of the costs of eligible services </li></ul><ul><li>Services funded based on priority of category of services needed </li></ul><ul><ul><li>Priority 1: Telecommunication services, internet access </li></ul></ul><ul><ul><li>Priority 2: Internal connections, basic maintenance of internal connections </li></ul></ul>E-Rate

E-rate Application Process <ul><li>District or library application must be submitted annually with technology plan </li></ul><ul><ul><li>Technology Plan must include four elements </li></ul></ul><ul><ul><ul><li>Goals and strategies for technology improvement </li></ul></ul></ul><ul><ul><ul><li>Needs assessment </li></ul></ul></ul><ul><ul><ul><li>Staff training </li></ul></ul></ul><ul><ul><ul><li>Evaluation plan </li></ul></ul></ul><ul><ul><li>Beginning in FY2011, if district is only requesting Priority 1 services, a technology plan is not required </li></ul></ul>E-Rate
