OneHE ‘Mindsets’ – June 2019 – Webinar Citizens’ approaches to evaluating political ‘facts’ in the fake news era by Rita Marcella and Graeme Baxter Abstract Recent years have seen significant public discourse surrounding the concepts of ‘post-truth politics’, ‘fake news’, and ‘alternative facts’ online, with much of it focusing on ‘Brexit’ or Donald Trump’s election campaign and presidency. This webinar will reflect upon recent research into fact response, fact checking, and the journey of the political fact. This research, conducted during the 2017 UK General Election campaign, consisted of two interrelated studies: 1) an online survey of the general public (n = 538); and 2) a series of 23 electronically-assisted interviews with citizens in North-East Scotland. Both studies explored the tactics and heuristics used in evaluating the credibility of ‘facts’ presented online by Scottish political actors.

I know there are workers here concerned about their jobs going overseas. I share that concern.... There are those with good jobs who worry about their health care and their retirement benefits. There are a lot of moms and dads who wonder whether or not their child will be able to find a job in the community in which they were raised. Those words are not an excerpt from an old John Edwards speech about the "Two Americas," or a John Kerry speech lashing the Bush economy. They are President George W. Bush's own, given on March 10 in Cleveland. They are the admissions of a man who knows he is in a desperate race to redefine how Americans see this election-year economy. The first two months of 2004 will be remembered as the moment when Americans shifted their view of Bush's economic stewardship. The politicians' private polls and the public polls tell the same story: Americans who began to have faith in the economic recovery a few months ago are now losing it. This puts the president in the tricky position of having to do many things at once. He needs to make clear he understands that people are hurting. He needs to offload blame. He needs to persuade voters that things can only get better--and that his opponents will only make things worse. The Cleveland speech was important because it provided the template for the political strategy that Bush will have to pursue as long as Americans feel blue about jobs and money. Bush needs to insist that sluggish job creation does not prove that his tax policies failed. So he argued, first, that he inherited a recession, noting that manufacturing jobs started to decline in August 2000, that is, during the last administration. Second, 9/11 was "a serious blow to our economy" and "the enemy hurt us." Third, the financial scandals "hurt the economy as well." Besides, Bush added, "this is a time of transition, it's a time of change. And if you're one going through transition, it's not an easy experience." In other words, don't blame Bush for your problems. Blame Bill Clinton, Osama bin Laden, Enron, and, yes, "transition." And whatever you do, don't vote for his opponent who will return the country to the "old policy of tax-and-spend" and "economic isolationism." This is not the argument Bush hoped to be making now. "Morning in America" is an easier sell. "See, my policies worked!" is an easier sound bite. The public, however, wouldn't buy ...

PADM 530 Case Study Project Part 2: Economic Development Analysis and Proposal Instructions You will submit an Economic Development Analysis and Proposal Plan, consisting of 15-20 pages, not including the title page, abstract, or reference page. In order to complete this assignment, you must choose a specific locale that you want to use for your case study. You may wish to select the community in which you currently live or a hometown as the focus of this report. A case must be a “bounded system” with definable parameters (Stake, 1995). Thus, you must choose a locale that you can define and limit. For example, you should not use New York City. Its size is far beyond what you will be able to accomplish in this course. Likewise, you would not want to choose Huston, Idaho, as it is far too small to have a need for a cohesive economic development plan. In this assignment, you will target the specific situations found in an American city, town, or county. This assignment will require that you address the following six specific areas: Locale When choosing your locale, make sure that you will be able to find demographic and economic information. You will want to choose an area with which you are familiar or an area where there is obvious need. Attempt to pick a city or a town that is not extremely large (i.e., New York City, however, Staten Island could be a viable project). Choosing wisely will make your research more focused so that you can complete the research by the time the course has finished. Economic Situation You must detail the specific economic situation facing this location. For example, if you were to choose Flint, MI, you would have to discuss the impact of the auto industry moving away from the city and the subsequent economic and social conditions of the city. Report #3: Changing Public Opinion Before beginning this assignment, make certain that you have read Chapter 6 in your text (“Public Opinion and Political Action”), the 2021 Pew Research Center Report titled “Americans See Broad Responsibilities for Government; Little Change Since 2019” (March 17), and the 2020 article by Eli Finkel et al. from Science titled, “Political Sectarianism in America” (October, Vol. 370, Issue 6516). Then write a brief report that contains three separate sections that address all the points in each set of questions. Notice the expected word count for each section (exceeding the word count will not negatively affect your grade, but please try to stay within the range). 1. Relying on the Pew Research Center Report, briefly summarize what Americans think about the role of the federal government in addressing various policy issues (indicate specific areas and indicate where support is strongest and where it is weakest). Also, describe general levels of trust of and contentment with the federal government and indicate what changes can be detected over time. (approximately 150-200 words) 2. Name_________________________________ Virgin Mobile USA: Identifying a Target Market Richard Branson enlisted Dan Schulman to become the CEO of Virgin Mobile USA, a newly formed start-up in highly competitive and mature industry. One of the first tasks that Dan had to accomplish was to choose his target market. After getting loads of data from IDC and Salomon Smith Barney, and studying it for several weeks, he noticed that among consumers aged 15-29 penetration rate was around 45% versus about 50% for general population. Also the growth rate for this particular group was predicted to be strong in the next 5 years. “Why haven’t the big players targeted this market?” Dan asked himself. One reason was that young consumers often didn’t have good credit history and didn’t pass the credit checks required by cell phone contracts. Another reason was that the cell phone companies were wary to acquire low value subscribers, because their average cost of acquiring customers was about $370 per customer and they were afraid that this group would be unprofitable for them. Despite these challenges, Dan’s team decided that this segment of the market represented the greatest opportunity. Schulman explained: “This is a market that has been underserved by the existing carriers. They have specific needs that haven’t been met.” After more marketing research, Dan’s team was able to compile an average profile of their target customer: A lot of the consumers in this age group are in flux in their lives. They are either in college, they are just leaving their home, or they may be getting their first cell phone. Their usage is probably inconsistent. One month, they may not use the phone at all, and another month, they may use it quite a bit, depending on whether they are on vacation or in school. Their calling patterns are different from the typical businessperson. They are more open to new things, like text messaging and downloading information using their phones. And they are more likely to use ring tones, faceplates, and graphics. Phones are more than a tool for these young people; they are a fashion accessory and a personal statement. Questions: 1.
