ABSTRACT
As the 10 ASEAN member countries to become
ASEAN community in the year 2015 with the aim to
enhance understanding and accelerating economic
growth, social progress, and cultural development in
the region through joint endeavors in the spirit of
equality and partnership of the ASEAN community
nations. However, when considering cultural
framework affecting to the education, inequality found
in various magnitudes, especially in the areas of social
progress and cultural development, namely, religions,
languages, and cultural differences. Thus for, to create
common understanding and respectful recognition of
such differences, as well as to preserve the value of
cultural wisdom of the ASEAN community nations,
are considered to be necessity.
This article entitled “Proper Design of Website and
Electronic Courseware for e-Learning in ASEAN :
Cultural framework for Consideration” discusses
about the cultural framework from the documents,
researches, and examples in related to on cultural
factors of the proper design of website and electronic
courseware for e-Learning in ASEAN during 1991-
2011, emphasizing higher educational institutes. Such
review of the related literatures will soon be in
consideration as part of the data in order to develop
the prototype of website and electronic courseware for
e-Learning in ASEAN emphasizing on cultural effects.
The cultural framework to be discussed includes 10
aspects namely (1) Gender (2) Religion (3) Language
(4) History (5) Art (6) Aesthetics (7) Law (8) Politics
(9) Ethnography and Local, and (10) Wisdom.

บทคัดย่อ
การรวมตัวกันเป็นประชาคมอาเซียนของประเทศสมาชิก
ทั้ง 10 ประเทศในปี พ.ศ. 2558 จะเป็นการสร้างสังคม
ภูมิภาคให้พลเมืองของประเทศสมาชิกอยู่ร่วมกัน โดยมี
วัตถุประสงค์เพื่อส่งเสริมความเข้าใจอันดีต่อกันระหว่าง
ประเทศในภูมิภาค สร้างสรรค์ความเจริญก้าวหน้าทางด้าน
เศรษฐกิจ การพัฒนาสังคม และวัฒนธรรม บนพื้นฐานของ
ความเสมอภาค และผลประโยชน์ร่วมกันของประเทศ
สมาชิกทั้ง 10 ประเทศ หากเมื่อพิจารณาในด้านกรอบ
วัฒนธรรมที่ส่งผลต่อการศึกษาแล้วนั้น ยังพบว่ากลุ่ม
ประเทศอาเซียนมีความเหลื่อมล้ากันในหลายด้าน
โดยเฉพาะอย่างยิ่งทางด้านสังคมและวัฒนธรรม ไม่ว่าจะ
เป็ นความหลากหลายของศาสนา ภาษา รวมถึงความ
แตกต่างทางด้านวัฒนธรรม จึงมีความจาเป็ นที่ต้อง
เสริมสร้างความเข้าใจ การเคารพและยอมรับในวัฒนธรรม
ที่แตกต่างกัน รวมถึงการปกป้ องรักษามรดกทางวัฒนธรรม
ของภูมิภาคต่างๆ นี้

8. เป็นชุมชนของ ASEAN Community ตลอดจนการสร้าง
แรงจูงใจ เพื่อให้เกิดการเข้าร่วมในสังคมแห่งการเรียนรู้นี้
อย่างยั่งยืนผ่านกิจกรรมต่างๆ จากข้อเสนอแนะดังกล่าว
ผู้เขียนจะนามาเป็นแนวทางในการพัฒนารูปแบบฯ ให้
สมบูรณ์ยิ่งขึ้นผ่านกระบวนการวิจัยในขั้นต่อๆ ไป โดย
