ABSTRACT
Mobile number portability allows a mobile subscriber to switch operators without changing his/her telephone
number. This paper describes and analyzes mobile number portability routing mechanisms and their
implementation costs. Cost recovery issues for number portability are discussed in this paper from a technical
perspective. We note that rules for cost recovery also depend on business and regulatory factors that vary from
country to country.
This paper examines the consequences of introducing mobile number portability (MNP). If the sole effect of
introducing MNP is the abolishment of switching costs, MNP unambiguously benefits mobile customers.
However, if MNP also causes consumer ignorance, as telephone numbers no longer identify networks; mobile
operators will increase termination charges, with ambiguous net effect on the surplus of mobile customers.

including the prefix–when switching from one provider of mobile Tele communications services to another. In the
absence of MNP, customers have to give up their number and must adopt a new one when they switch operators.
As a result, customers face switching costs associated with informing people about changing their number,
printing new business cards, missing valuable calls from people that do not have the new number, etc. Based on
these considerations, many regulatory authorities have imposed mandatory MNP–or are about to require its
introduction–so as to reduce customers’ switching costs, attempting to make mobile telecommunications more
competitive The world’s first country to introduce MNP was Singapore in 1997.
This paper introduces the concept of number portability, explains its different types and benefits, and the
technical, operational, and economic issues that might arise out of its implementation in India. The specific issues
such as ensuring tariff transparency, the National Numbering Plan, and regulating porting charges, etc. have been
raised and will need careful consideration.

Chapter 1
Introduction
Portability gives users the ability to change his service provider without changing his number.
This encourages the customer to switch, increases competition in the market, and the customer enjoys
better quality of service and better tariffs while at the same time operators are burdened with extra
costs of implementing MNP, higher churn rates and serious efforts to retain their high revenue
generating customers.

Considering all the technical and administrative decisions taken, there is a distinct long term
vision with some sound assumptions about the future growth of the Indian mobile industry and
investments made from the operator’s side.
All said, the implementation of MNP has been done with a lot of foresight and long term view for
the mobile market although it would have been heartening to see some progress being made to
facilitate number portability in the fixed networks also.
Mobile number portability allows a mobile subscriber to switch operators without changing

WORKING OF MNP
Mobile number portability (MNP) requires that mobile telephone customers can keep their
telephone number–including the prefix–when switching from one provider
of mobile Tele communications services to another. In the absence of MNP, customers have to give
up their number and must adopt a new one when they switch operators. As a result, customers face
switching costs associated with informing people about changing their number, printing new business

This paper introduces the concept of number portability, explains its different types and benefits, and
the technical, operational, and economic issues that might arise out of its implementation in India. The

Mobile Number Portability offers the subscriber the flexibility to retain his telephone
number even when he switches to another operator in a service area. Number portability is
a feature that allows a mobile subscriber to use the same number across different service
providers. The person/user has the liberty to opt for any service provider without the time-

consuming exercise of letting the rest of the world know about the change of number Very
often subscribers do not switch to another operator even if the competitor is offering lower
tariff and better services because they do not want to change their number.
In a consultation paper issued in July 2005, TRAI said that subscribers and operators
would benefit from the introduction of the number portability system. As per TRAI, "In
most service areas in India, subscribers have a choice of operators, however, the
subscriber's inability to retain his telephone number when changing operators is an
obstacle to competition. Therefore, MNP will benefit subscribers and increase the level of
competition, rewarding operators with the best customer service, coverage, and service
quality.”

A significant technical aspect of MNP is related to the routing of calls or mobile messages (SMS, MMS)
to a number once it has been ported. There are various flavours of call routing implementation across
the globe but the International and European best practice is via the use of a central database (CDB) of
ported numbers. A network operator makes copies of the CDB and queries it to find out to which
network to send a call. This is also known as All Call Query (ACQ) and is highly efficient and scalable. A
majority of the established and upcoming MNP systems across the world are based on this ACQ/CDB
method of call routing. One of the very few countries to not use ACQ/CDB is the UK, where once a
number has been ported, calls to that number are still routed via the donor network. This is also known
as "indirect routing" and is highly inefficient as it is wasteful of transmission and switching capacity.
Because of its donor dependent nature, indirect routing also means that if the donor network develops a
fault or goes out of business, the customers who have ported numbers out of that network will lose
incoming calls to their numbers.
Prior to March 2008 it took a minimum of 5 working days to port a number in the UK
compared to 3.5 working days in Pakistan, 2 hours in USA, as low as 20 minutes in

the Republic of Ireland, 3 minutes in Australia and even a matter of seconds in New
Zealand. On July 17, 2007, Ofcom released its conclusions from the review of the UK
MNP and mandated reduction of porting time to 2 working days effective April 1, 2008.
On 29 November 2007, Ofcom completed a round of consultations on further reduction of
porting time to 2 hours along with recipient-led porting and mandated that near-instant
(no more than 2 hours) recipient-led porting be implemented by no later than September
1, 2009. However, in early 2008 Vodafone UK appealed the Ofcom statement before the
Competition Appeal Tribunal (CAT), and on September 18, 2008, CAT ruled in favor of
the appeal, returning the matter back to Ofcom for reconsideration. On July 8, 2010,
Ofcom issued a final statement, retaining the donor-led process, mandating a two-hour
PAC release time, and reducing the porting time from two to one working day.[1]

MNP in India
1.1 Charges relating to porting

(a)Per Port Transaction Charge is payable by the Recipient Operator (the operator, where
the subscriber is willing to port his number) to the MNP ServiceProvider for processing the
porting request of a mobile number – TRAI has fixed this charge at Rs 19.
(b) Dipping Charge is to be paid by a service provider or an International
Long Distance Operator to the MNP service provider for dipping of each message. The
service provider pays for the query response system database of
the MNP service. Key drivers for dipping are total number of calls, missed calls and SMS.
The Dipping Charge is left to mutual negotiation between the telecom service providers
and the respective MNP service providers.
© Porting Charge is due by the subscriber to the recipient operator for porting of
the mobile number. The amount to be paid by the subscriber shall not be more than the
Per Port Transaction Charge that is Rs 19/-. Operators are free to charge any amount less
than or equal to this charge.
1.2 Number Lookup Services
Service providers and carriers who route messages and voice calls to MNP-enabled
countries might use HLR query services to find out the correct network of a mobile phone
number. A number of such services exist, which query the operator's home location
register (HLR) over the SS7 signalling network in order to determine the current network
of a specified mobile phone number prior to attempted routing of messaging or voice
traffic.
1.3 Porting time
The porting time is fixed at 7 days for complete transfer of mobile number to the network
of the new mobile operator with a maximum downtime of 2 hours. For Jammu-Kashmir,
Assam and the North East, the porting time can be extended to 15 days.
Who can avail MNP facility?
Any Mobile Subscriber, irrespective of Pre-Paid and Post-Paid (GSM / CDMA), can switch
over to other Service Provider. Eligibility conditions for porting are as follows:-

There are no outstanding payments due from the subscriber by way of pending bill
or bills, as the case may be, issued as per the normal billing cycle but before the
date of application for porting
The porting request has been made after the expiry of a period of ninety days from
the date of activation of a new connection or from last porting;
No request for change of ownership of the mobile number is under process;
Subscriber has applied for porting within LSA (Licensed Service Area)
Porting of the concerned mobile number has not been prohibited by any Court of Law
The unique porting code mentioned in the porting request matches with the unique
porting code allocated by the Donor Operator for the mobile number sought to be
ported
The subscriber has complied with exit clause for the present connection.
Chapter 5
APPLICATIONS AND IMPACT OF MNP
The various applications are as follows:-

Those who do not yet know the mobile number portability (MNP) is a service whereby a
mobile subscriber can move from one operator to another without having to change his
mobile number. For example, you can choose to select services Voafone on your Airtel
number or vice versa, courtesy MNP. As posted earlier, the mobile number portability
already deployed for cellular customers in Rohtak, Haryana and will progressively be
implemented in other countries that covers the entire nation, January 20, 2011. 5.
Mobile number portability is implemented in different ways across the globe. The International and
European standard is for a customer wishing to port his/her number to contact the new network
(recipient), which then sends the number portability request (NPR) to the current network (donor). This
is known as "recipient-led" porting. The UK and India are the only exceptions to implement the donor-led
system. The customer wishing to port his/her number is required to contact the donor to obtain a Porting
Authorisation Code (PAC), which is then showed to the recipient network to proceed. Once having
received the PAC the recipient continues the port process by contacting the donor. This form of porting
is known as "donor-led" and has been criticised by some industry analysts as being inefficient, though
prevents MNP scams. It has also been observed that it may act as a customer deterrent as well as
allowing the donor an opportunity of "winning back" the customer. This might lead to distortion of
competition, especially in the markets with new entrants that are yet to achieve scalability of operation.

The main reasons for porting out have been reported to be network/coverage issues, tariff issues
etc.
The major steps taken / being taken by BSNL to retain the existing customers and add new customers
in the competitive environment are as follows:-
(i) Forgoing porting fees from subscribers coming into BSNL network.
(ii) BSNL has formed Special Cells in its circles to contact customers and address their grievances.
(iii) Introduction of Competitive tariff plans.
(iv) Additional incentives for distributors and retailers.
The major steps taken / being taken by MTNL to retain the existing customers and add new customers
in the competitive environment are as follows:-
(i) All exchanges have been made Digital to improve service quality.
(ii) Rehabilitation of outdoor network to reduce fault rate.
(iii) Optimization of mobile network to improve upon the coverage and capacity.
(iv) Opening of new Sanchar Haats.
(v) Introduction of Competitive tariff plans.
(vi) In Mumbai, MTNL has waived off MNP porting charges of Rs.19 for porting in customers
How can I port to a new Mobile Service Provider?
The salient steps involved are given below:-

The subscriber will have to visit the new Mobile Service Provider's Service Centre or
Authorised Dealer to request for porting of his/her mobile number. Fill in a Service
Registration Form and pay the porting fees for processing.
The subscriber will have to send a SMS to Donor Operator to request for UPC
(Unique Porting Code) using short code 1900 from the mobile number which is
sought to be ported.
To avail the MNP service the subscriber needs to send SMS PORT followed by 10
Digit Mobile Number to 1900 and they will get UPC porting code by SMS (e.g. PORT
XXXXXXXXXX and send it to 1900)
Upon receipt of the SMS, the Donor operator shall forthwith send back a reply SMS
containing a unique porting code through an automated system. Subscriber will fill
the UPC in the Application form for porting.
In case the subscriber's Caller Line Identification does not match with the ten digit
mobile number, UPC shall not be allotted but a message shall be generated to inform
such subscriber that the CLI does not match with the mobile number.
UPC allocated to a subscriber shall be valid for a period of fifteen days from the date
of request or such time till the number is ported out, whichever is earlier.
For all service areas except Jammu & Kashmir, Assam and North East licensed areas
the validity for the UPC shall be for a period of thirty days from the date of request
or till such time the number is ported out, whichever is earlier, irrespective of
number of requests the subscriber makes.
The subscriber will be issued a new SIM card by the new service provider.
Upon approval of porting request, the new Mobile Service Provider will inform the
subscriber
Issues with this type of routing:
• Routing to the ported user is indirect and possibly costly, because additional transit
charges, interconnect charges, and/or extra conveyance costs may be generated even
when the originating provider is the same as the terminating recipient provider.
• For the donor network, billing associated with ported and non-ported numbers cannot be
differentiated easily.

• If the donor network uses a small, non-high-performance database, increased call setup
time for ported numbers is inevitable.
•Due to the dependence on the donor network, the receiving network cannot serve the
ported user reliably, because it has no control over the quality of service on the donor
network.
• If the donor provider discontinues its operations or is experiencing a network failure, the
ported subscribers cannot be reached even if they ported numbers years ago. This is a
growing concern due to the increasing number of failures and the high cost to put these
subscribers back in service.
Types of Number portability :
Number portability can be of different types.
1.2.1 Location-based: This enables a mobile subscriber to use the same number when
shifting from one geographical area to another.
1.2.2 Operator-based: This makes it possible for a mobile subscriber (or a fixed
telephony
subscriber) to shift from one mobile (or a fixed) service provider to another in the same
area and retain his original number too.
1.2.3 Service-based: Enables subscribers of a company to use the same numbers across
different mobile technologies — Global System for Mobile Communications (GSM) and
Code
Division Multiple Access (CDMA) based Wireless in Local Loop (WLL).
1.2.4 Convergence-based: Allows usage of the same number while shifting from fixed to
mobile telephony.
1.2.5 Total number portability: Enables usage of the same number across different
technologies, geographical regions and national boundaries and is the ultimate aim of
number
portability. It will also be the most difficult to implement and would require a collaborated
effort
on the global scale among different service providers. It will be a combination of different
types
of portability options.

Mobile Number Portability. MNP is already being used in developed markets, which are
mature
and have a much higher teledensity.
In one of the countries of middle east, the MNP service is implemented in
bilateral architecture. There are two operators available in the country and
each have their own customized system for handling the MNP database.
Whenever a customer wants to change his service provider, he visits the
recipient provider and initiates a request to port in the subscription with the
recipient provider.
The recipient party then coordinates with the donor party for porting the
number.During the process, the donor deletes the number from its HLR
database and updates the number in its FNR – ported out list. Similarly the
recipient party updates the number in its HLR database and FNR – ported in
list.
Coming to the MT transactions, there are two possible options,
1. Call from same PLMN: As both the service providers have the complete list
of Ported out and ported in numbers, the originating MSC will route the call
either to its own network or to other network based on available database.
2. Call from outside the PLMN: As the originating network need not to be
aware of the MNP functionality, it will route the call based on the number
series database available with it. The recipient network will make further
analysis for routing of the call by following the procedures mentioned in
previous p

The UK telecoms regulator Ofcom completed its extended review of the
UK MNP process on 29 November 2007 and mandated that ACQ/CDB be
implemented for mobile to mobile ported calls by no later than 1 September
2009, Prior to March 2008 it took a minimum of 5 working days to port a
number in the UK compared to 2 hours only in USA, as low as 20 minutes in
the Republic of Ireland, 3 minutes in Australia and even a matter of seconds
in New Zealand. On 17 July 2007, Ofcom released its conclusions from the
review of UK MNP and mandated reduction of porting time to 2 working days
with effect from 1 April 2008.

used to manage a database of ported out/ported in numbers for call routing
In India as MNP is recently launched Number Port process takes 7 Days as of
now. Which is the Highest Turn Around Time across World
Mobile Number Portability (MNP) is going to be fully implemented from
tomorrow, January 20, 2011 throughout India. Now, you can choose the mobile
operator keeping your mobile number intact. From tomorrow onwards, no need to
worry about the poor connectivity or less options to choose from your current provider.

Change your service provider keeping your mobile number same. Jump from GSM to
CDMA and vice versa.
Affordable & Convenient
Porting Charge only up to Rs. 19/-
Porting time: 7 working days (15 working days in case of Jammu & Kashmir, Assam and
North East service areas)
In the interest of consumers TRAI has also specified that service disruption timeshall
not exceed 2 hours, that too during night time.
Request for Porting
Contact the new mobile service provider to whom you want to port your mobile
number.
Obtain Customer Acquisition Form (CAF) & Porting Form.
Read the eligibility and other conditions carefully.
If eligible, obtain ‘Unique Porting Code‘ by sending an SMS from the mobile number
you want to port to the number ‘1900’ with text ‘PORT‘ followed by space followed by
your 10 digit mobile number you want to port.
Fill up the CAF and Porting Form.
Submit the duly filled Porting Form and CAF along with requisite documentary proof to
the mobile service provider.
If you are a post paid subscriber, submit a paid copy of the last bill issued along with
Porting Form and CAF.
Obtain new SIM card from the new service provider
You can withdraw your porting request within 24 hrs of applying.
Activation of ported number:
Your new mobile service provider will intimate you the date & time of porting on your
mobile phone.
Replace the old SIM with the new SIM provided by your new mobile service provider
after the specified date and time.
Eligibility and Other Conditions
You are allowed to move to another mobile service provider only after 90 days of the
date of activation of your mobile connection or from the date of last porting of your
mobile number, which ever is applicable.
You are allowed to change mobile service provider within the same service area only.
If you are a postpaid subscriber, please ensure that you have paid all the dues as per
your last bill (You will have to sign an undertaking in the Porting Form also).

If you are a Pre-paid Subscriber, please note that the balance amount of talk time, if
any, at the time of porting will lapse.
Indian telecom sector has come a long way in achieving its dream of providing
affordable and effective communication facilities to its citizens as envisaged in NTP 99. As a
result, common man today has access to the most needed facility. Larger efforts are
continuously being made to provide universal service to all uncovered areas including rural
areas. The reform measures coupled with the proactive policies of the DoT have resulted in an
unprecedented growth of the telecom sector. Today, the Indian telecommunication network
with over 270 million connections is the third largest in the world and the second

largest among the emerging economies of Asia.
India of late has emerged as an important player in the telecom industry worldwide and it
is the endeavor of the Indian government to facilitate further growth of this vital industry as it is
not just the growth of the sector but it has a ‘multiplier effect’ on the entire economy. During the
past few years the sector witnessed high growth rates. Since 2004, the number of telephones
grew at a rate of 40%. The sector continued to register significant growth
during 2007-08. The current addition of about 8 million lines per month puts the
telecommunication sector on a strong footing to achieve the target of 500 million connections by
2010. Sourced from www.dot.gov.in annual report 2007-08 Network expansion has been one of
the major objectives for the DoT and they have been working successfully towards that goal.
The total number of telephones reached 272.87 million on December 31st, 2007 as
compared to 190 million a year ago. The teledensity has shown a sustained increase in the last
few years as shown in the following graph. Ithas increased from 16.83% in 2006 to 23.89% in
2007. Though these numbers are low when compared with those of the developed economies,
the rate of growth in the last few years and the projected growth rates in this sector suggests
that we could reach the international standards sooner rather than later.

4. Effectiveness of Implementation
During the initial phase of the discussion, the operators disagreed mainly on two points:
1. Implementation of MNP prior to FNP.
2. Timing for the implementation of number portability
The arguments given in favor the first reason were:- Looking at implementation of number
portability in other countries, everywhere
FNP was implemented prior to MNP - Compared to Fixed service sector, level of competition in
the mobile service sector is pretty high already. Number portability in the fixed service sector
would do well, because even after 10 years of privatization almost 90% of the market share is
still with the incumbents (BSNL and MTNL).
The DoT and TRAI refuted these arguments using the following points: - Most of the
countries implemented FNP ahead of MNP, because at that time in those countries mobile
services was still in the nascent stage. However in India mobile network is growing exponentially
whereas fixed network growth is marginal. - Incumbents in the fixed service line have legacy
networks with technical/feasibility limitations for accommodating FNP. Huge investment costs
would be required as compared to mobile networks having start-of-art technologies. Therefore
MNP would be easier to implement than FNP. - Non availability of directory and directory
enquiry service for mobile numbers. –
The existing numbering for fixed phones in India is SDCA1 based. Therefore if FNP is
implemented it will be limited to SDCA level only until numbering scheme is modified. - Apart
from the incumbent, other players are not present in all SDCA’s in a circle, hence customers in
such SDCA’s would not have an option to switch even after the implementation of the service.

Interaction with personnel on both sides of the argument, the personal view of the author is that
there is logic on both sides of the argument. The operators feel hard done by, especially because
FNP implementation has been scrapped/ delayed for later. The TRAI/DoT could have explored
more cost effective implementations for FNP which include localized databases within SDCA’s
instead of ALL-CALL-QUERY as is the case for MNP.

The best thing of this is that the service can be changes easily with the retain of the previous
number and help a subscriber to get in touch with its friends and colleagues.

As far as the pricing and the stickiness of the post paid connections in concerned, it will be quite
reasonable for the customers and the call rates will be reduced because it will put pressure on
the post paid companies which in turns develops a competition among the companies and allows
them to reduce their calling rates.
The new tariff plans will be introduced for the customers who are using this new service with
some high speed value added services that provides the video calls and other so many facilities for
the new customers.
It will improve the quality of service for the customers by storing the details of the messages
and contacts which is there in the previous SIM card by sending a request to the new service
provider through the help of application form whose information is given below in switching
operator section.

Limitations of Mobile number Portability:
This can definitely made a huge impact on the post paid services provided the
companies with the unique VIP mobile numbers but extend the choices and options of
the service users or subscribers.
It is applicable with in the circle of that service and you cannot use the mobile
portability number feature in case you wants to shift from one city to another.
All the pre-paid users will lost their balance if you have got some balance in their
accounts so it is better to spend your all balance before switching your network.
You are not provided with the option to switch operator and retain number if you
have been using that service for the less than three months.

without changing their number. so tha is very beneficial to customer so customer to can use that is
facility to avoid such type of operator problem i.e call drop, network issue etc. So that is very

  • 5. MOBILE NUMBER PORTIBILITY 5 ABSTRACT Mobile number portability allows a mobile subscriber to switch operators without changing his/her telephone number. This paper describes and analyzes mobile number portability routing mechanisms and their implementation costs. Cost recovery issues for number portability are discussed in this paper from a technical perspective. We note that rules for cost recovery also depend on business and regulatory factors that vary from country to country. This paper examines the consequences of introducing mobile number portability (MNP). If the sole effect of introducing MNP is the abolishment of switching costs, MNP unambiguously benefits mobile customers. However, if MNP also causes consumer ignorance, as telephone numbers no longer identify networks; mobile operators will increase termination charges, with ambiguous net effect on the surplus of mobile customers. Mobile number portability (MNP) requires that mobile telephone customers can keep their telephone number– including the prefix–when switching from one provider of mobile Tele communications services to another. In the absence of MNP, customers have to give up their number and must adopt a new one when they switch operators. As a result, customers face switching costs associated with informing people about changing their number, printing new business cards, missing valuable calls from people that do not have the new number, etc. Based on these considerations, many regulatory authorities have imposed mandatory MNP–or are about to require its introduction–so as to reduce customers’ switching costs, attempting to make mobile telecommunications more competitive The world’s first country to introduce MNP was Singapore in 1997. This paper introduces the concept of number portability, explains its different types and benefits, and the technical, operational, and economic issues that might arise out of its implementation in India. The specific issues such as ensuring tariff transparency, the National Numbering Plan, and regulating porting charges, etc. have been raised and will need careful consideration.

This encourages the customer to switch, increases competition in the market, and the customer enjoys better quality of service and better tariffs while at the same time operators are burdened with extra costs of implementing MNP, higher churn rates and serious efforts to retain their high revenue generating customers.

MOBILE NUMBER PORTIBILITY 8 Considering all the technical and administrative decisions taken, there is a distinct long term vision with some sound assumptions about the future growth of the Indian mobile industry and investments made from the operator’s side. All said, the implementation of MNP has been done with a lot of foresight and long term view for the mobile market although it would have been heartening to see some progress being made to facilitate number portability in the fixed networks also. MOBILE NUMBER PORTIBILITY 10 consuming exercise of letting the rest of the world know about the change of number Very often subscribers do not switch to another operator even if the competitor is offering lower tariff and better services because they do not want to change their number. In a consultation paper issued in July 2005, TRAI said that subscribers and operators would benefit from the introduction of the number portability system. As per TRAI, "In most service areas in India, subscribers have a choice of operators, however, the subscriber's inability to retain his telephone number when changing operators is an obstacle to competition. Therefore, MNP will benefit subscribers and increase the level of competition, rewarding operators with the best customer service, coverage, and service quality.” Chapter 3 TECHNICAL DETAILS
  • 11. MOBILE NUMBER PORTIBILITY 11 A significant technical aspect of MNP is related to the routing of calls or mobile messages (SMS, MMS) to a number once it has been ported. There are various flavours of call routing implementation across the globe but the International and European best practice is via the use of a central database (CDB) of ported numbers. A network operator makes copies of the CDB and queries it to find out to which network to send a call. This is also known as All Call Query (ACQ) and is highly efficient and scalable. A majority of the established and upcoming MNP systems across the world are based on this ACQ/CDB method of call routing. One of the very few countries to not use ACQ/CDB is the UK, where once a number has been ported, calls to that number are still routed via the donor network. This is also known as "indirect routing" and is highly inefficient as it is wasteful of transmission and switching capacity. Because of its donor dependent nature, indirect routing also means that if the donor network develops a fault or goes out of business, the customers who have ported numbers out of that network will lose incoming calls to their numbers. Prior to March 2008 it took a minimum of 5 working days to port a number in the UK compared to 3.5 working days in Pakistan, 2 hours in USA, as low as 20 minutes in
  • 12. MOBILE NUMBER PORTIBILITY 12 the Republic of Ireland, 3 minutes in Australia and even a matter of seconds in New Zealand. On July 17, 2007, Ofcom released its conclusions from the review of the UK MNP and mandated reduction of porting time to 2 working days effective April 1, 2008. On 29 November 2007, Ofcom completed a round of consultations on further reduction of porting time to 2 hours along with recipient-led porting and mandated that near-instant (no more than 2 hours) recipient-led porting be implemented by no later than September 1, 2009. However, in early 2008 Vodafone UK appealed the Ofcom statement before the Competition Appeal Tribunal (CAT), and on September 18, 2008, CAT ruled in favor of the appeal, returning the matter back to Ofcom for reconsideration. On July 8, 2010, Ofcom issued a final statement, retaining the donor-led process, mandating a two-hour PAC release time, and reducing the porting time from two to one working day.[1] This paper examines the consequences of introducing mobile number portability (MNP). MOBILE NUMBER PORTIBILITY 13 (a)Per Port Transaction Charge is payable by the Recipient Operator (the operator, where the subscriber is willing to port his number) to the MNP ServiceProvider for processing the porting request of a mobile number – TRAI has fixed this charge at Rs 19. (b) Dipping Charge is to be paid by a service provider or an International Long Distance Operator to the MNP service provider for dipping of each message. The service provider pays for the query response system database of the MNP service. Key drivers for dipping are total number of calls, missed calls and SMS. The Dipping Charge is left to mutual negotiation between the telecom service providers and the respective MNP service providers. © Porting Charge is due by the subscriber to the recipient operator for porting of the mobile number. The amount to be paid by the subscriber shall not be more than the Per Port Transaction Charge that is Rs 19/-. Operators are free to charge any amount less than or equal to this charge. 1.2 Number Lookup Services Service providers and carriers who route messages and voice calls to MNP-enabled countries might use HLR query services to find out the correct network of a mobile phone number. A number of such services exist, which query the operator's home location register (HLR) over the SS7 signalling network in order to determine the current network of a specified mobile phone number prior to attempted routing of messaging or voice traffic. 1.3 Porting time The porting time is fixed at 7 days for complete transfer of mobile number to the network of the new mobile operator with a maximum downtime of 2 hours. For Jammu-Kashmir, Assam and the North East, the porting time can be extended to 15 days. Who can avail MNP facility? Any Mobile Subscriber, irrespective of Pre-Paid and Post-Paid (GSM / CDMA), can switch over to other Service Provider. Eligibility conditions for porting are as follows:-

MOBILE NUMBER PORTIBILITY 14 There are no outstanding payments due from the subscriber by way of pending bill or bills, as the case may be, issued as per the normal billing cycle but before the date of application for porting The porting request has been made after the expiry of a period of ninety days from the date of activation of a new connection or from last porting; No request for change of ownership of the mobile number is under process; Subscriber has applied for porting within LSA (Licensed Service Area) Porting of the concerned mobile number has not been prohibited by any Court of Law The unique porting code mentioned in the porting request matches with the unique porting code allocated by the Donor Operator for the mobile number sought to be ported The subscriber has complied with exit clause for the present connection. Chapter 5 APPLICATIONS AND IMPACT OF MNP The various applications are as follows:-

MOBILE NUMBER PORTIBILITY 15 Those who do not yet know the mobile number portability (MNP) is a service whereby a mobile subscriber can move from one operator to another without having to change his mobile number. For example, you can choose to select services Voafone on your Airtel number or vice versa, courtesy MNP. As posted earlier, the mobile number portability already deployed for cellular customers in Rohtak, Haryana and will progressively be implemented in other countries that covers the entire nation, January 20, 2011. 5. Mobile number portability is implemented in different ways across the globe. The International and European standard is for a customer wishing to port his/her number to contact the new network (recipient), which then sends the number portability request (NPR) to the current network (donor). This is known as "recipient-led" porting. The UK and India are the only exceptions to implement the donor-led system. The customer wishing to port his/her number is required to contact the donor to obtain a Porting Authorisation Code (PAC), which is then showed to the recipient network to proceed. Once having received the PAC the recipient continues the port process by contacting the donor. This form of porting is known as "donor-led" and has been criticised by some industry analysts as being inefficient, though prevents MNP scams. It has also been observed that it may act as a customer deterrent as well as allowing the donor an opportunity of "winning back" the customer. This might lead to distortion of competition, especially in the markets with new entrants that are yet to achieve scalability of operation. IMPACT of Mobile Number Portability :

MOBILE NUMBER PORTIBILITY 16 The main reasons for porting out have been reported to be network/coverage issues, tariff issues etc. The major steps taken / being taken by BSNL to retain the existing customers and add new customers in the competitive environment are as follows:- (i) Forgoing porting fees from subscribers coming into BSNL network. (ii) BSNL has formed Special Cells in its circles to contact customers and address their grievances. (iii) Introduction of Competitive tariff plans. (iv) Additional incentives for distributors and retailers. The major steps taken / being taken by MTNL to retain the existing customers and add new customers in the competitive environment are as follows:- (i) All exchanges have been made Digital to improve service quality. (ii) Rehabilitation of outdoor network to reduce fault rate. (iii) Optimization of mobile network to improve upon the coverage and capacity. (iv) Opening of new Sanchar Haats. (v) Introduction of Competitive tariff plans. (vi) In Mumbai, MTNL has waived off MNP porting charges of Rs.19 for porting in customers How can I port to a new Mobile Service Provider? The salient steps involved are given below:-
  • 17. MOBILE NUMBER PORTIBILITY 17 The subscriber will have to visit the new Mobile Service Provider's Service Centre or Authorised Dealer to request for porting of his/her mobile number. Fill in a Service Registration Form and pay the porting fees for processing. The subscriber will have to send a SMS to Donor Operator to request for UPC (Unique Porting Code) using short code 1900 from the mobile number which is sought to be ported. To avail the MNP service the subscriber needs to send SMS PORT followed by 10 Digit Mobile Number to 1900 and they will get UPC porting code by SMS (e.g. PORT XXXXXXXXXX and send it to 1900) Upon receipt of the SMS, the Donor operator shall forthwith send back a reply SMS containing a unique porting code through an automated system. Subscriber will fill the UPC in the Application form for porting. In case the subscriber's Caller Line Identification does not match with the ten digit mobile number, UPC shall not be allotted but a message shall be generated to inform such subscriber that the CLI does not match with the mobile number. UPC allocated to a subscriber shall be valid for a period of fifteen days from the date of request or such time till the number is ported out, whichever is earlier. For all service areas except Jammu & Kashmir, Assam and North East licensed areas the validity for the UPC shall be for a period of thirty days from the date of request or till such time the number is ported out, whichever is earlier, irrespective of number of requests the subscriber makes. The subscriber will be issued a new SIM card by the new service provider. Upon approval of porting request, the new Mobile Service Provider will inform the subscriber Issues with this type of routing: • Routing to the ported user is indirect and possibly costly, because additional transit charges, interconnect charges, and/or extra conveyance costs may be generated even when the originating provider is the same as the terminating recipient provider. • For the donor network, billing associated with ported and non-ported numbers cannot be differentiated easily.

MOBILE NUMBER PORTIBILITY 18 • If the donor network uses a small, non-high-performance database, increased call setup time for ported numbers is inevitable. •Due to the dependence on the donor network, the receiving network cannot serve the ported user reliably, because it has no control over the quality of service on the donor network. • If the donor provider discontinues its operations or is experiencing a network failure, the ported subscribers cannot be reached even if they ported numbers years ago. This is a growing concern due to the increasing number of failures and the high cost to put these subscribers back in service. Types of Number portability : Number portability can be of different types. 1.2.1 Location-based: This enables a mobile subscriber to use the same number when shifting from one geographical area to another. 1.2.2 Operator-based: This makes it possible for a mobile subscriber (or a fixed telephony subscriber) to shift from one mobile (or a fixed) service provider to another in the same area and retain his original number too. 1.2.3 Service-based: Enables subscribers of a company to use the same numbers across different mobile technologies — Global System for Mobile Communications (GSM) and Code Division Multiple Access (CDMA) based Wireless in Local Loop (WLL). 1.2.4 Convergence-based: Allows usage of the same number while shifting from fixed to mobile telephony. 1.2.5 Total number portability: Enables usage of the same number across different technologies, geographical regions and national boundaries and is the ultimate aim of number portability. It will also be the most difficult to implement and would require a collaborated effort on the global scale among different service providers. It will be a combination of different types of portability options. Number portability when used to transfer numbers from one service provider to another is called
  • 19. MOBILE NUMBER PORTIBILITY 19 Mobile Number Portability. MNP is already being used in developed markets, which are mature and have a much higher teledensity. In one of the countries of middle east, the MNP service is implemented in bilateral architecture. There are two operators available in the country and each have their own customized system for handling the MNP database. Whenever a customer wants to change his service provider, he visits the recipient provider and initiates a request to port in the subscription with the recipient provider. The recipient party then coordinates with the donor party for porting the number.During the process, the donor deletes the number from its HLR database and updates the number in its FNR – ported out list. Similarly the recipient party updates the number in its HLR database and FNR – ported in list. Coming to the MT transactions, there are two possible options, 1. Call from same PLMN: As both the service providers have the complete list of Ported out and ported in numbers, the originating MSC will route the call either to its own network or to other network based on available database. 2. Call from outside the PLMN: As the originating network need not to be aware of the MNP functionality, it will route the call based on the number series database available with it. In a decentralised model of MNP, a FNR (Flexible Number Register) may be used to manage a database of ported out/ported in numbers for call routing In India as MNP is recently launched Number Port process takes 7 Days as of now. Which is the Highest Turn Around Time across World Mobile Number Portability (MNP) is going to be fully implemented from tomorrow, January 20, 2011 throughout India. Now, you can choose the mobile operator keeping your mobile number intact. From tomorrow onwards, no need to worry about the poor connectivity or less options to choose from your current provider.
  • 21. MOBILE NUMBER PORTIBILITY 21 Change your service provider keeping your mobile number same. Jump from GSM to CDMA and vice versa. Affordable & Convenient Porting Charge only up to Rs. 19/- Porting time: 7 working days (15 working days in case of Jammu & Kashmir, Assam and North East service areas) In the interest of consumers TRAI has also specified that service disruption timeshall not exceed 2 hours, that too during night time. Request for Porting Contact the new mobile service provider to whom you want to port your mobile number. Obtain Customer Acquisition Form (CAF) & Porting Form. Read the eligibility and other conditions carefully. If eligible, obtain ‘Unique Porting Code‘ by sending an SMS from the mobile number you want to port to the number ‘1900’ with text ‘PORT‘ followed by space followed by your 10 digit mobile number you want to port. Fill up the CAF and Porting Form. Submit the duly filled Porting Form and CAF along with requisite documentary proof to the mobile service provider. If you are a post paid subscriber, submit a paid copy of the last bill issued along with Porting Form and CAF. Obtain new SIM card from the new service provider You can withdraw your porting request within 24 hrs of applying. Activation of ported number: Your new mobile service provider will intimate you the date & time of porting on your mobile phone. Replace the old SIM with the new SIM provided by your new mobile service provider after the specified date and time. Eligibility and Other Conditions You are allowed to move to another mobile service provider only after 90 days of the date of activation of your mobile connection or from the date of last porting of your mobile number, which ever is applicable. You are allowed to change mobile service provider within the same service area only. If you are a postpaid subscriber, please ensure that you have paid all the dues as per your last bill (You will have to sign an undertaking in the Porting Form also).
  • 22. MOBILE NUMBER PORTIBILITY 22 If you are a Pre-paid Subscriber, please note that the balance amount of talk time, if any, at the time of porting will lapse. Indian telecom sector has come a long way in achieving its dream of providing affordable and effective communication facilities to its citizens as envisaged in NTP 99. As a result, common man today has access to the most needed facility. Larger efforts are continuously being made to provide universal service to all uncovered areas including rural areas. The reform measures coupled with the proactive policies of the DoT have resulted in an unprecedented growth of the telecom sector. Today, the Indian telecommunication network with over 270 million connections is the third largest in the world and the second
  • 23. MOBILE NUMBER PORTIBILITY 23 largest among the emerging economies of Asia. India of late has emerged as an important player in the telecom industry worldwide and it is the endeavor of the Indian government to facilitate further growth of this vital industry as it is not just the growth of the sector but it has a ‘multiplier effect’ on the entire economy. During the past few years the sector witnessed high growth rates. Since 2004, the number of telephones grew at a rate of 40%. The sector continued to register significant growth during 2007-08. The current addition of about 8 million lines per month puts the telecommunication sector on a strong footing to achieve the target of 500 million connections by 2010. Sourced from www.dot.gov.in annual report 2007-08 Network expansion has been one of the major objectives for the DoT and they have been working successfully towards that goal. The total number of telephones reached 272.87 million on December 31st, 2007 as compared to 190 million a year ago. The teledensity has shown a sustained increase in the last few years as shown in the following graph. Ithas increased from 16.83% in 2006 to 23.89% in 2007. Though these numbers are low when compared with those of the developed economies, the rate of growth in the last few years and the projected growth rates in this sector suggests that we could reach the international standards sooner rather than later.
  • 24. MOBILE NUMBER PORTIBILITY 24 4. Effectiveness of Implementation During the initial phase of the discussion, the operators disagreed mainly on two points: 1. Implementation of MNP prior to FNP. 2. Timing for the implementation of number portability The arguments given in favor the first reason were:- Looking at implementation of number portability in other countries, everywhere FNP was implemented prior to MNP - Compared to Fixed service sector, level of competition in the mobile service sector is pretty high already. Number portability in the fixed service sector would do well, because even after 10 years of privatization almost 90% of the market share is still with the incumbents (BSNL and MTNL). The DoT and TRAI refuted these arguments using the following points: - Most of the countries implemented FNP ahead of MNP, because at that time in those countries mobile services was still in the nascent stage. However in India mobile network is growing exponentially whereas fixed network growth is marginal. - Incumbents in the fixed service line have legacy networks with technical/feasibility limitations for accommodating FNP. Huge investment costs would be required as compared to mobile networks having start-of-art technologies. Therefore MNP would be easier to implement than FNP. - Non availability of directory and directory enquiry service for mobile numbers. – The existing numbering for fixed phones in India is SDCA1 based.
