One item that both parties have circled as a legislative must-do is the repeal of the 1099 expanded reporting contained in the health care law. The House held two votes on repeal earlier this year, and while both failed, all but two lawmakers voted for either the Republican or Democratic version of repeal. President Obama Wednesday highlighted the 1099 as an area of expected bipartisan cooperation in the new Congress. ASAE supports a full repeal of the new reporting requirement.• Other health care items will be the focus of associations in the upcoming year. ASAE has submitted comments to HHS on how associations can assist in the creation of state insurance exchanges, where individuals and small businesses can shop for affordable insurance plans. ASAE is also working with the Administration on clarifying the rules on grandfathered plans, or those employer health care plans in existence prior to the health care bill passing. With the exchanges not in place until 2014, ASAE is concerned that stringent grandfathered rules will force associations to consider dropping employee coverage or be faced with high costs for providing insurance.• As Congress and the administration struggle with increased federal deficits, ASAE is watching to see if any proposed solutions to the deficit will involve the nonprofit community, specifically removing tax-exemptions or certain deductions. The president’s deficit commission is expected to issue a report with recommendations for short- and long-term fiscal discipline by December 1, and ASAE is waiting to see what impact any recommendations could have on the community.
