This document discusses quality assurance models and collaboration efforts in Southeast Asian higher education. With reference to the 17 th Meeting of the Governing Board of SEAMEO RIHED on the variety of quality assurance system in Higher Education in Southeast Asia and the importance of documenting in details, the Meeting requested that SEAMEO RIHED produce a clearly defined research design for this policy research and submit it to the Office of Higher Education Commission, Thailand, for funding.
Considering various combinations of quality assurance approaches and methods existed in Southeast Asia, SEAMEO RIHED believes that the establishment of a regional quality assurance system will be beneficial for all stakeholders and the quality development of higher education in the region. Therefore, the Study on Regional Quality Assurance Model is conducted to collect and update quality assurance information in the region, as well as to examine the possibility of setting up an ASEAN Quality System in the near future. In addition, SEAMEO RIHED is hoping that this study will help facilitate the increasing higher education activities relating to quality assurance in the region.

The information collected through the questionnaire includes the following detailed aspects of quality assurance.
SEAMEO RIHED launched the study by designing a set of questionnaires to assess and examine the existing characteristics of QA models in Southeast Asia. The questionnaires were distributed to selected QA experts in 10 countries.
SEAMEO RIHED expresses its appreciation to the representatives from 8 countries who have participated in the Study on Quality Assurance Model in Southeast Asian Higher Education. Brunei Darussalam representative agreed to complete the survey, but unfortunately was unable to complete the survey before retiring.

SEAMEO RIHED has stressed the importance of the establishment of a sub-regional grouping of QA agencies in Southeast Asia to address the lack of a close-knit network , especially a network for sharing and developing experiences among national and EQA agencies and the network QA agencies known as ASEAN Quality Assurance Network (AQAN), was established . AQAN has continued their activities. In the year of 2010 the development of quality assurance framework has been be discussed through the following meetings. 1. AQAN Executive Committee Meeting, 6 March 2010, Bangkok, Thailand Several terms in AQAN Constitution was amended based on the suggestion made by Department of Higher Education, Laos (DHEL) and Commission on Higher Education, the Philippines (CHED). The meeting as well discussed and followed up the progress of AQAN LOGO Competition, Internal Quality Award, AQAN Website which is aimed to be a center for information sharing and activities announcement of member countries, and the possibility to upgrade International Journal of Quality Assurance and Accreditation (IJQAA) which is electronic periodical to AQAN Journal. 2. AQAN-AUN-RIHED: Tripartite QA Synergistic Relationship on 15 June 2010 Engaging in QA development , the Workshop on AQAN-AUN-RIHED: Tripartite QA Synergistic Relationship was co-organised on 15 June 2010. Aimed to promote cooperation between 3 QA agencies by presenting their QA activities work plan and the unattended aspects of QA in SEA region. 3. The 3 rd AQAN Roundtable Meeting on 27-31 July 2010. The 3 rd AQAN Roundtable Meeting 2010 was co-hosted by SEAMEO RIHED, the MQA and the National Accreditation Agency for Higher Education (BAN-PT) on 27-30 July 2010 in Jakarta, Indonesia . The theme for the Meeting was The Interfacing between IQA and EQA in Higher Education.

Publishing the A Study on Southeast Asian Quality Assurance Models
This project is in its first stage. It has been successful in the first step, to collect and update quality assurance information on the diverse systems in the region.
