In this presentation we’re going to tell you about the role of IT sector in making the
government to work more effectively and transparent & the role of government in the
expansion of IT sector.
We’ll also discuss about what the current scenario is, and the problem the world will
face if they both keep running from each other. The efforts being made recently, and
how the IT sector helped us to take a closer look at the government and make the
issues there crystal clear in our mind. The ease, IT has provided to make the things
accessible and what else is needed to be done to make them work together in their
respective domains.

E-governance
E-governance refers to the use of information technology by government, such as using the
intranet and the internet, which has the ability to connect the needs of the population,
business and other activities.
• Concept of e-government started in early 1990s
• Government system is fixed, web is dynamic, flat and unregulated.
• High potential channel for supporting a frontend and back end applications.
• Internet brings more transparency and faster services
• India ranked 54th in e-government readiness. Still room for improvement.
At its core e-government is the use of information technology can improve the relationship
between government and other parties. Use of information technology is then produced
new forms of relationships such as:
• G2C (Government to Citizen),
• G2B (Government to Business) and
• G2G (Government to Government).
Challenges in e-governance
• Trust
• Resistance to change
• Digital Divide
• Cost
•Privacy and Security
Several hindrances like delay in project implementation, spiraling cost, financial
feasibility and financial sustainability along with technical bottlenecks and Integration
with Government departments and states.
General problems of governance
• Corruption
• Poor implementation
Two complementary areas for IT as a tool for improving
governance
• Internal systems and processes.
• Citizen-government interfaces.
 If one has to prioritize, probably the back-end is more necessary.
Consideration
A related consideration, of course, is that the government and the private sector must
work together for IT to live up to its potential in the nation and in the region.
This presentation underscores the three-fold role of governments in IT:
• The government as enabler,
• The government as leader, and
• The government as user.
Centric Point
For the government to play this leadership role, it must be clear where the locus of that
leadership is. IT cuts across the whole spectrum of government, the economy and
society. So, some entity has to do the coordinating, the pushing, the promoting, the
advocacy, the strategic planning, and so on. In other words, what is needed in each
government is a clearly identified and mandated focal point.
• Governments hold confidential information. Both data from its individual citizens
and country specific security data.
As all information becomes digital and available to anyone who cares to see it,
security breaches are inevitable. And while many corporations have had scandals
regarding customer information being leaked or hacked, governments are more
susceptible, as they rarely attract the best IT people in the field as employees.
Again, they tend to react after the fact rather than proactively.
• The second issue at work is transparency. Citizens want to know what
government officials and employees are doing. And the internet is perfect for this
type of society. Everyone's business and personal activities are available online.
Government officials and employees can no longer hide in a shroud of secrecy.
Role of Information Technology in Government
• Governments are not leaders in technology. They react to the environment around
them rather than trying to find new ways of efficiency. As a result, it is more costly to
change everything over at once dispensing large sums of cash to meet equipment needs
and staff training requirements. It also leads to more inefficiency as new systems are
confused with old and chaotic situations occur.
• Fourth issue is about the life of the peoples. In countries that have had no access to
the internet and computerized systems, information technology can be a definite life
saver. Enriching the lives of the poor in developing nations can be achieved through the
use of modern day technologies such as medical treatment databases, cell phones to
improve livelihoods, and computers to enable ability the citizens to compete for online
jobs in the global market. Governments can become closer to its people through the use
of information technology and communications, thereby increasing efficiency and
helping to make their lives better.

Misconception
Promoting the idea that IT is almost exclusively the domain of private enterprise and of
individuals, that IT could thrive and grow only in an environment of absolute freedom,
that the less government had to do with it.
Fortunately, most of the world now accepts the idea that, while IT can develop and be
used to advantage only with freedom of thought, freedom of information, freedom of
expression and freedom of enterprise, government has a key role to play in enabling it
to develop and be effectively used. The government also has an obligation to lead. But
in leading it cannot, in most cases, be so active a player in the IT business itself as to
stifle creativity and competition and discourage others from playing. Singapore is one
example in which the government plays an active role in the business of IT; so is, to
some extent, Malaysia. But it is not by far possible in most other societies….
Required balance in IT Rules
Clearly, the government has a responsibility to provide the legal and regulatory
environment to encourage the development and use of IT, for e-commerce and for
such social purposes as education and health, and to prevent its abuse. This is quite
tricky to pull off.
Laws and rules have to be clear enough and specific enough to provide the certainty
and predictability that developers and users of IT need in order to work with it with
confidence, knowing that the government is sympathetic in its attitude and progressive
in its thinking. And yet laws and regulations have to be loose enough and flexible
enough so as not to constrain and stifle IT with the bureaucracy and red tape and
conformism that are IT's worst enemies.
Governement to the most wonderful IT service – Cloud
With the government making forays into cloud services, expect the cloud providers to
start to mature. It includes wrestling with 3 issues:
• Data sovereignty deals with how, when and if citizen data can be transported and
stored. What makes this issue tricky is that it is as much a legal and policy issue as it is a
technical one.
• Data protection deals with the ownership of data that is loaded into a cloud service.
• Monitoring Finally, there are the emerging requirements that government IT services
be continuously monitored. Once again, NIST has taken the lead on defining the Secure
Content Automation Protocol (SCAP) that lays out the guidelines for continuous
monitoring programs.

Governement to the most serious threat – Cyber Crime
There are various ongoing activities and programs of the Government to address the
cyber security challenges which have significantly contributed to the creation of a
platform that is now capable of supporting and sustaining the efforts in securing the
cyber space. Due to the dynamic nature of cyberspace, there is now a need for these
actions to be unified under a National Cyber Security Policy, with an integrated vision
and a set of sustained & coordinated strategies for implementation.
The policy provides an overview of what it takes to effectively protect information,
information systems & networks and also gives an insight into the Government’s
approach and strategy for protection of cyber space in the country. It also outlines some
pointers to enable collaborative working of all key players of IT sector in country’s
information and information systems. This policy, therefore, aims to create a way by
which govt can handle the security of the country.
National Informatics Centre (NIC)
National Informatics Centre (NIC) was established in 1976, and has since emerged as a
"prime builder" of e-Government applications up to the grassroots level as well as a
promoter of digital opportunities for sustainable development.
NIC, through its ICT Network, "NICNET“, has institutional linkages with all the Ministries
/Departments of the Central Government, 35 State Governments/ Union Territories, and
about 625 District administrations of India. NIC has been instrumental in steering e-
Government applications in government departments at the Centre, States, Districts and
Blocks, facilitating improvement in government services, wider transparency, promoting
decentralized planning and management, resulting in better efficiency and accountability
to the people of India.
"Informatics-led-development" program of the government has been spearheaded by
NIC to derive competitive advantage by implementing ICT applications in social &
public administration. The following major activities are being undertaken:
• Setting up of ICT Infrastructure
• Implementation of National and State Level e-Governance Projects
• Products and Services
• Consultancy to the government departments
• Research and Development
• Capacity Building
Government & IT at it’s best
Digital India
It is an initiative of Government of India to integrate the government departments and the
people of India. It aims at ensuring the government services are made available to citizens
electronically by reducing paperwork. The initiative also includes plan to
connect rural areas with high-speed internet networks. Digital India has three core
components.
These include:
• The creation of digital infrastructure
• Delivering services digitally
• Digital literacy
Vision
e-Development of India as the engine for transition into a developed nation and an
empowered society.
Mission
To promote e-Governance for empowering citizens, promoting the inclusive and
sustainable growth of the IT industries, enhancing India’s role in Internet Governance,
adopting a multipronged approach that includes development of human resources,
promoting R&D and innovation, enhancing efficiency through digital services and
ensuring a secure cyber space.
Objectives of DeitY
• e-Government: Providing e-infrastructure for delivery of e-services.
• e-Industry: Promotion of electronics hardware manufacturing and IT industry.
• e-Innovation / R&D: Implementation of R&D Framework - Enabling creation of
Innovation/ R&D Infrastructure in emerging areas of ICT&E/Establishment of
mechanism for R&D translation.
• e-Learning: Providing support for development of e-Skills and Knowledge network.
• e-Security: Securing India’s cyber space.
• e-Inclusion: Promoting the use of ICT for more inclusive growth.
• Internet Governance: Enhancing India’s role in Global Platforms of Internet
Governance.
DigiLocker is a service launched by Government of India in February 2015 to provide
a secure dedicated personal electronic space for storing the documents of resident Indian
citizens. The storage space (maximum 1GB) is linked to the Aadhar number of the user. The
space can be utilized for storing personal documents like University certificates, PAN cards,
voter id cards, etc. There is also an associated facility for e-signing documents. The service
is intended to minimize the use of physical documents and to provide authenticity of the e-
documents. It will also provide secure access to Govt. issued documents. It is also intended
to reduce administrative expenses of Govt. departments and agencies and to make it easy
for the residents to receive services.
Structure of the Digital Locker
My Certificates: This section comprises of two sub sections:
Digital Documents: This contains the URI's of the documents issued to
the user by Govt. departments or other agencies.
Uploaded Documents: This subsection lists all the documents which are uploaded by the
user. Only pdf, jpg, jpeg, png, bmp and gif file types can be uploaded.
My Profile: This section displays the complete profile of the user as available in
the UIDAI database.
My Issuer: This section displays the issuers' names and the number of documents issued to
the user by the issuer.
My Requester: This section displays the requesters' names and the number of documents
requested from the user by the requesters.
Directories: This section displays the complete list of registered issuers and requesters
along with their URLs
NSP
National Scholarships Portal is one stop solution for end to end scholarship process right
from submission of student application, verification, sanction and disbursal to end
beneficiary for all the scholarships provided by the Government of India.
It provides various services and serves so many benefits to students and institutions.
Services of NSP
Benefits
• Simplified process, Common application form for all scholarships.
• Onetime registration of students.
• Based on eligibility criteria, system itself suggests the schemes for which a student is
eligible.
• Improved Transparency
•Elimination of duplicate applications
•Release of scholarship amount directly to bank accounts of students through DBT
•SMS and E-Mail alerts at every step of scholarship process
Government Data: Easily Accessible on web

It provides:
• Simple appointment process
• Hospital On Boarding
• Dashboard Reports
Online Registration System (ORS)
It is a framework to link various hospitals across the country for Aadhaar based online
registration and appointment system, where counter based OPD registration and
appointment system through Hospital Management Information System (HMIS) has been
digitalized.
The application has been hosted on the cloud services of NIC. Portal facilitates online
appointments with various departments of different Hospitals . New Patient will get
appointment as well as Unique Health Identification (UHID) number. If Aadhaar number
is already linked with UHID number, then appointment number will be given and UHID
will remain same.
A wonderful Analogy….
To pursue the analogy from sports, in most cases the government can be the
commissioner, referee or a cheerleader, but not usually a player or even the coach.
In other words, it should work out the national strategy and policy, enforce the rules,
and undertake advocacy work. If it can do more without being an obstacle, so much
the better.
Awareness is must!!
IT in Government, or Government in IT is not an agenda of easy things to do, or we would
have done them already.
It is time for a new generation of leadership to cope with new problems and new
opportunities. For there is a new world to be won.
In earlier time, government was needed for space exploration, civil rights, and the
environment. While these are obviously still important, today's new problems and
opportunities--even for space, civil rights, and the environment--relate heavily to changes
in information technology and the globalization of economic activity. To address these
problems, we need stronger partnerships between IT managers, program managers, and
political leaders.
Of-course IT by itself cannot solve the problem of corruption.
Final Saying....
If the government is to take a leadership role in promoting IT, then it must itself use IT in
its own operations, which was the whole point of this presentation.
Government must practice what it preaches. This is not just a matter of setting an
example. It is being good in itself.
Lack of money is often a problem, but IT has proven to be a money-saver and a good
investment. The shortage of human competence in IT can be an obstacle. But to me, the
most serious problem is at the heart of government. It may be political inertia or
unwillingness on the part of a critical mass of officials or of the leadership itself,
unwillingness to do things transparently, honestly and efficiently.
There is a new world to be won, and wise and committed IT leadership in government
will be needed to win it.
Conclusion
However, the problem could be a lack of awareness and appreciation of the benefits of
IT in government sector. This is where this kind of presentation comes into effect, which
could develop cooperative measures for sharing knowledge, raising consciousness
among the people who can further share the knowledge and impart awareness and take
the lead in adopting and promoting policies on behalf of IT – its development and use,
particularly by, in this case, government.
And this is such a beauty of IT-sector that it make the things, in this case governement,
much simpler and better. Raise IT sector up to it’s best. That’s it from our side!!

In this presentation we’re going to tell you about the role of IT sector in making the government to work more effectively and transparent & the role of government in the expansion of IT sector. We’ll also discuss about what the current scenario is, and the problem the world will face if they both keep running from each other. The efforts being made recently, and how the IT sector helped us to take a closer look at the government and make the issues there crystal clear in our mind. The ease, IT has provided to make the things accessible and what else is needed to be done to make them work together in their respective domains.

E-governance E-governance refers to the use of information technology by government, such as using the intranet and the internet, which has the ability to connect the needs of the population, business and other activities. • Concept of e-government started in early 1990s • Government system is fixed, web is dynamic, flat and unregulated. • High potential channel for supporting a frontend and back end applications. • Internet brings more transparency and faster services • India ranked 54th in e-government readiness. Still room for improvement.

  • 7. At its core e-government is the use of information technology can improve the relationship between government and other parties. Use of information technology is then produced new forms of relationships such as: • G2C (Government to Citizen), • G2B (Government to Business) and • G2G (Government to Government). Challenges in e-governance • Trust • Resistance to change • Digital Divide • Cost •Privacy and Security Several hindrances like delay in project implementation, spiraling cost, financial feasibility and financial sustainability along with technical bottlenecks and Integration with Government departments and states.
  • 8. General problems of governance • Corruption • Poor implementation Two complementary areas for IT as a tool for improving governance • Internal systems and processes. • Citizen-government interfaces.  If one has to prioritize, probably the back-end is more necessary.
  • 9. Consideration A related consideration, of course, is that the government and the private sector must work together for IT to live up to its potential in the nation and in the region. This presentation underscores the three-fold role of governments in IT: • The government as enabler, • The government as leader, and • The government as user. Centric Point For the government to play this leadership role, it must be clear where the locus of that leadership is. IT cuts across the whole spectrum of government, the economy and society. So, some entity has to do the coordinating, the pushing, the promoting, the advocacy, the strategic planning, and so on. In other words, what is needed in each government is a clearly identified and mandated focal point.
  • 10. • Governments hold confidential information. Both data from its individual citizens and country specific security data. As all information becomes digital and available to anyone who cares to see it, security breaches are inevitable. And while many corporations have had scandals regarding customer information being leaked or hacked, governments are more susceptible, as they rarely attract the best IT people in the field as employees. Again, they tend to react after the fact rather than proactively. • The second issue at work is transparency. Citizens want to know what government officials and employees are doing. And the internet is perfect for this type of society. Everyone's business and personal activities are available online. Government officials and employees can no longer hide in a shroud of secrecy. Role of Information Technology in Government
  • 11. • Governments are not leaders in technology. They react to the environment around them rather than trying to find new ways of efficiency. As a result, it is more costly to change everything over at once dispensing large sums of cash to meet equipment needs and staff training requirements. It also leads to more inefficiency as new systems are confused with old and chaotic situations occur. • Fourth issue is about the life of the peoples. In countries that have had no access to the internet and computerized systems, information technology can be a definite life saver. Enriching the lives of the poor in developing nations can be achieved through the use of modern day technologies such as medical treatment databases, cell phones to improve livelihoods, and computers to enable ability the citizens to compete for online jobs in the global market. Governments can become closer to its people through the use of information technology and communications, thereby increasing efficiency and helping to make their lives better.

Misconception Promoting the idea that IT is almost exclusively the domain of private enterprise and of individuals, that IT could thrive and grow only in an environment of absolute freedom, that the less government had to do with it. Fortunately, most of the world now accepts the idea that, while IT can develop and be used to advantage only with freedom of thought, freedom of information, freedom of expression and freedom of enterprise, government has a key role to play in enabling it to develop and be effectively used. The government also has an obligation to lead. But in leading it cannot, in most cases, be so active a player in the IT business itself as to stifle creativity and competition and discourage others from playing. Singapore is one example in which the government plays an active role in the business of IT; so is, to some extent, Malaysia. But it is not by far possible in most other societies….

Required balance in IT Rules Clearly, the government has a responsibility to provide the legal and regulatory environment to encourage the development and use of IT, for e-commerce and for such social purposes as education and health, and to prevent its abuse. This is quite tricky to pull off. Laws and rules have to be clear enough and specific enough to provide the certainty and predictability that developers and users of IT need in order to work with it with confidence, knowing that the government is sympathetic in its attitude and progressive in its thinking. And yet laws and regulations have to be loose enough and flexible enough so as not to constrain and stifle IT with the bureaucracy and red tape and conformism that are IT's worst enemies.
  • 14. Governement to the most wonderful IT service – Cloud With the government making forays into cloud services, expect the cloud providers to start to mature. It includes wrestling with 3 issues: • Data sovereignty deals with how, when and if citizen data can be transported and stored. What makes this issue tricky is that it is as much a legal and policy issue as it is a technical one. • Data protection deals with the ownership of data that is loaded into a cloud service. • Monitoring Finally, there are the emerging requirements that government IT services be continuously monitored. Once again, NIST has taken the lead on defining the Secure Content Automation Protocol (SCAP) that lays out the guidelines for continuous monitoring programs.

Governement to the most serious threat – Cyber Crime There are various ongoing activities and programs of the Government to address the cyber security challenges which have significantly contributed to the creation of a platform that is now capable of supporting and sustaining the efforts in securing the cyber space. Due to the dynamic nature of cyberspace, there is now a need for these actions to be unified under a National Cyber Security Policy, with an integrated vision and a set of sustained & coordinated strategies for implementation. The policy provides an overview of what it takes to effectively protect information, information systems & networks and also gives an insight into the Government’s approach and strategy for protection of cyber space in the country. It also outlines some pointers to enable collaborative working of all key players of IT sector in country’s information and information systems. This policy, therefore, aims to create a way by which govt can handle the security of the country.

National Informatics Centre (NIC) National Informatics Centre (NIC) was established in 1976, and has since emerged as a "prime builder" of e-Government applications up to the grassroots level as well as a promoter of digital opportunities for sustainable development. NIC, through its ICT Network, "NICNET“, has institutional linkages with all the Ministries /Departments of the Central Government, 35 State Governments/ Union Territories, and about 625 District administrations of India. NIC has been instrumental in steering e- Government applications in government departments at the Centre, States, Districts and Blocks, facilitating improvement in government services, wider transparency, promoting decentralized planning and management, resulting in better efficiency and accountability to the people of India.

It aims at ensuring the government services are made available to citizens electronically by reducing paperwork.   • 22. DigiLocker is a service launched by Government of India in February 2015 to provide a secure dedicated personal electronic space for storing the documents of resident Indian citizens. The storage space (maximum 1GB) is linked to the Aadhar number of the user. The space can be utilized for storing personal documents like University certificates, PAN cards, voter id cards, etc. There is also an associated facility for e-signing documents. The service is intended to minimize the use of physical documents and to provide authenticity of the e- documents. It will also provide secure access to Govt. issued documents. It is also intended to reduce administrative expenses of Govt. departments and agencies and to make it easy for the residents to receive services.

Structure of the Digital Locker My Certificates: This section comprises of two sub sections: Digital Documents: This contains the URI's of the documents issued to the user by Govt. departments or other agencies. Uploaded Documents: This subsection lists all the documents which are uploaded by the user. Only pdf, jpg, jpeg, png, bmp and gif file types can be uploaded. My Profile: This section displays the complete profile of the user as available in the UIDAI database. My Issuer: This section displays the issuers' names and the number of documents issued to the user by the issuer. My Requester: This section displays the requesters' names and the number of documents requested from the user by the requesters. Directories: This section displays the complete list of registered issuers and requesters along with their URLs

Online Registration System (ORS) It is a framework to link various hospitals across the country for Aadhaar based online registration and appointment system, where counter based OPD registration and appointment system through Hospital Management Information System (HMIS) has been digitalized. The application has been hosted on the cloud services of NIC. Portal facilitates online appointments with various departments of different Hospitals . New Patient will get appointment as well as Unique Health Identification (UHID) number. If Aadhaar number is already linked with UHID number, then appointment number will be given and UHID will remain same.

  • 32. A wonderful Analogy…. To pursue the analogy from sports, in most cases the government can be the commissioner, referee or a cheerleader, but not usually a player or even the coach. In other words, it should work out the national strategy and policy, enforce the rules, and undertake advocacy work. If it can do more without being an obstacle, so much the better.
  • 33. Awareness is must!! IT in Government, or Government in IT is not an agenda of easy things to do, or we would have done them already. It is time for a new generation of leadership to cope with new problems and new opportunities. For there is a new world to be won. In earlier time, government was needed for space exploration, civil rights, and the environment. While these are obviously still important, today's new problems and opportunities--even for space, civil rights, and the environment--relate heavily to changes in information technology and the globalization of economic activity. To address these problems, we need stronger partnerships between IT managers, program managers, and political leaders. Of-course IT by itself cannot solve the problem of corruption.
  • 34. Final Saying.... If the government is to take a leadership role in promoting IT, then it must itself use IT in its own operations, which was the whole point of this presentation. Government must practice what it preaches. This is not just a matter of setting an example. It is being good in itself. Lack of money is often a problem, but IT has proven to be a money-saver and a good investment. The shortage of human competence in IT can be an obstacle. But to me, the most serious problem is at the heart of government. It may be political inertia or unwillingness on the part of a critical mass of officials or of the leadership itself, unwillingness to do things transparently, honestly and efficiently. There is a new world to be won, and wise and committed IT leadership in government will be needed to win it.
  • 35. Conclusion However, the problem could be a lack of awareness and appreciation of the benefits of IT in government sector. This is where this kind of presentation comes into effect, which could develop cooperative measures for sharing knowledge, raising consciousness among the people who can further share the knowledge and impart awareness and take the lead in adopting and promoting policies on behalf of IT – its development and use, particularly by, in this case, government.
