• 47 km flood-control dike
• Six-lane causeway-expressway
with seven interchanges:
• Sucat, Paranaque
• Alabang, Muntinlupa
• San Pedro, Laguna
• Santa Rosa, Laguna
• Cabuyao, Laguna (2 exits)
• Calamba, Laguna (SLEx connector)
• Los Banos, Laguna (going to Bay)
• 700 hectares of reclaimed land
• 7 islands of 100 sq.m. each
• Intended for mixed-use real estate
development (Hotels, Office Bldgs,
Condominiums, Shopping Malls)

• Planning for Public Infrastructure should always:
• Absolutely Necessary – if viable alternatives exist, then
building structures should only be the last resort
• Minimally Invasive – it should not disrupt biodiversity and
ecological balance, especially in critical habitats
• Cost-effective – the benefits should greatly outweigh the
drawbacks (maximum gains for minimum cost)
• Involve consultations with concerned sectors to ensure
that their welfare will be given the utmost priority
• Conform to pre-existing laws

sediment, drastically
decreasing it’s carrying
capacity
RED denotes the mean water level while
GREEN indicates a critical overflow level
The western
shoreline of the
lake is the area most
susceptible to flooding,
as it is lower than the eastern
shoreline (bounded by the Sierra
Madre Mountain Range)
NAPINDAN CHANNEL is the only
outlet of the Laguna de Bay to
the Sea.

Notice that Metro
Manila received the
worst flood. Other
than being the most
densely populated,
it is the only part
which is lower than
the mean water
level of Laguna de
Bay during storms.

14. • Reopen the Napindan Hydraulic Control Structure in Taguig
to allow the natural ebb and flow of brackish estuarine water
from Manila Bay to the lake through the Pasig River
• Utilize the Tapayan, Labasan & Taguig pumping stations to
control the volume of discharged water from the Lake
• Conduct regular periodic dredging of the lake bed to remove
accumulated silt and sediment, increasing the lake’s carrying
capacity
• Rehabilitate the Laguna de Bay watershed through discipline
and proper conservation procedures (reforestation, proper
waste disposal, wastewater treatment, removal of large fish
pens, population control of invasive species)
WHAT IS THE BEST SOLUTION?

15. In reality, the Laguna Lake
Expressway Dike PPP does not
solve anything at all. Rather, it
further aggravates the problem it
aims to solve, while it creates more
and more problems in the process.
And it costs PhP 124.91 billion.
