Observation from the Desk of Chairperson
Dear Sisters and Brothers,
It is my great privilege to present the annual activity report of ARM for the year 2013-2014.
During the year we have adopted some major policies for livelihood development, food security,
gender justice, environment development and disaster management. We are striving to initiate Right
based approach along with development initiatives. We have also give more emphasis on community
sensitization, capacity and skill development through promotion of education, training and
orientation. Maximum efforts have been provided to introduce self-governance system at grass
root level peoples organizations. You will be pleased to know that presently our organization has
been working in 562 remote villages. We have been appreciated and awarded by Govt./Non-Govt.
agencies for our commitment and sincere work for the empowerment of rural poor women and
children. In this connection we are grateful to you and our support partners, donors, social activists
and community people who are struggling with us for the noble causes.

COORDINATING MEMBER’S VISION…
Women in Agriculture
Agriculture, which contributes about one third to the country’s national income, is no more an-all-men
affair. It employs about four-fifths of all the economically active women in the country. One-third of the
farm-labour force constitutes women. Dairying as an enterprise, engages 75 million women as against
15 million men thus ensuring a 5 fold increase in gender participation in this primary sector of Indian
economy.
Role of rural women have been pivotal in agriculture due to the shifting trend of female headed
households. More and more of male labour force being attracted towards non farm high pay activities,
about 35 percent of the rural families are headed by females which paves their way for independent
production decisions and enhanced self-involvement.
Disparities in acquisition of land rights, access to credits, farm inputs, extension, training and social
participation of women persists for some inherent legal, social and institutional factors in spite of their
vital contributions to the Indian socio-economy. Prevailing agricultural extension system largely by-
passes women farmers by way of contacting only the male farmers; non-recruitment of female extension
agents as well as being non-committal towards gender friendly program and trainings.
A variety of approaches like the use of electronic media (Radio & TV), more of field demonstrates and
printed hand outs and exposure study visits to successful women – led sites through individual contact
supported by group contact methods would be the best bet. NGOs like Alternative for Rural Movement
(ARM) and its associates in the coastal Orissa are not sparing any effort to sensitize the local
administration in doing the needful. All this necessitates an immediate capacity building of both public
functionaries and NGOs for the purposes. Recognition of the potentials of women force in agricultural
transformation and reorientation of agricultural/ rural extension to focus on the whole family participation
in farm entrepreneurship are in fact the singled out fulustic farm extension strategies.
Present compendium of our activities is nothing but a pervasive account of how best poor and backward
women could be organized, guided involved and made to stand and shine amidst very many socio
economic inhibitions. ARM is increasingly consolidating its efforts towards women in agriculture
activities to boost up their emancipation and entrepreneurial aspirations. I invite the cooperation of all
my people, partners, planners and peer organizations to this noble sum up.

VISION: To find out an alternative strategy of rural social intervention and facilitate the NGO movement in the state of
Orissa.
MISSION: Establishment of an equitable social order through motivation facilitation and self activity among backward
rural communities with emphasis on women and children in the sphere of health, education, human rights, economy and

and savings, eco friendly sustainable agriculture, micro enterprises and establishment of a value chain
based marketing network.
To conduct information networking, need based research, documentation and create a data base on all aspects
of a prospective rural socio economy.

Model Education Against Primary School Wastage and Stagnation:
Development of Education is the development of the Nation and today’s child is citizen of the future. With the
financial support from Action Children Aid, Denmark and recognisation from the Government of odisha since 1997
ARM Baliapal is searching the hidden talents among the poor neglected children through joyful learning and
improving the knowledge and its application in future by the children at Adarsh Vidya Mandir Baliapal. By allowing
children in their area of interest the AVM Model School strives to make the children self reliant in all respects in
future. Children and their parents at Baliapal block are grateful to Action Children Aid, Denmark for its support for
the noble causes. We are also very much thankful to Japan Consulate, Kolkata for sponsoring the construction of
school building measuring 7000 sq.ft. including facilities like kitchen, dining hall, toilets etc. and 15 No of rooms for
the children. Regularly children were provided
Regularly Extracurricular activities like practice of Dancing on Odishi and modern, singing practice on Patriotic,
Sambalpuri folk song, light song, classical song, Art practice on Painting, sketch, coloring, Physical education and
Yoga for the good health of children, Exposure visit for enhancement of knowledge of the children, different
competition like debate and sports conducted in the school premises to make the child face the different competition
in future life

8. District Sub Centre, Baliapal of child line project, Balasore Distirct. Operational area of
ARM Baliapal is the blocks like Basta, Baliapal, Bhogari, Jaleswar of Balasore district.

Child India Foundation has been providing support for the project child line under Ministry of
Women and Child development Govt. of India. The main objectives of the project is to help the
children of 0-18 year age group avoiding them from child labour, torture and social disparity
through awareness generation among parents and community, protection of children from
unhealthy situation and rehabilitated with provision of education, health care, fooding etc.

During these programmes the stakeholders like Sarapanch, Anganwadi worker, PRI member,
School Teacher, Block Chairman, Police, doctors, BDO, CDPO,SHG , Farmers Club, Village
Leader,School children, Out of school children, Parents were sensitized about child line, Child
labour, and different acts on children and child line is getting very good response from the stake

10. In spite of gradual improvement in health status over many years, preventable mortality and
morbidity in Orissa are high. The root cause of poor health continue to be poverty, social
deprivation, lower levels of literacy, inefficient health systems and lack of infrastructure for health
care and disease control socio cultural inequalities and barriers, insufficient assertion and
demand for health care, inadequate geography spread of service outlets and poor quality
health care reduce access to effectiveness of public services. Women, children and tribal
cum backward communities of 12 villages covering 18,972 population of Paschimabad
and Baiganbadia Gram Panchayat of Jaleswar block suffer from poor health. ARM has
been managing the Primary Health Centre at Paschimbad for last 6 years under PPP
mode with active support of local public as well as financial support from NRHM, Govt. of
Odisha. The goal of NRHM is thus to improve the availability of and access to quality
health care by people especially for those residing in rural area, the poor women and
children being the priority.

Health & sanitation programme with support of GlobeMed,USA:
The new developmental initiative has been linked with the Globe med USA academic students
of university of South Carolina with ARM’s rural development programmes. With the
appreciation of ARM’s health and economic intervention in rural needy people and recognized
with the field intervention and discussion with the people selected as their sole partner
towards rural health extension and research activities in Balasore district. The students have
come far away to our grassroot organization ARM. Through the enthusiastic GROW team
visit the issues identified by them and assisted on the programmes like sanitation latrines in
the tribal villages, Free Health Check up Camp, Health Awareness Camp, Water Purifiers to
the needy people . ARM is personally obliged to the enthusiastic GROW Team students for
their fund support as well as developmental leadership for ARM in the far of American
continent.

IMPREGNATION OF COMMUNITY BEDNETS
Malaria is a killer disease and the prevalence rate of Malaria is more in Khaira Block of Balasore District.
Looking into the problem and to protect the people from malaria in the collaboration of the Government
Health and family welfare to protect the pregnant women and children and older persons ARM has
distributed 15094 no of impregnated community bed nets to the people. At the same time created
awareness among the people regarding the benefits of using impregnated bed nets and how to control the
mosquito by keeping the environment clean.

12. Reproductive Child Health Programme:
With the support from the MISEREOR, Germany to address the reproductive and child health
issues like Adolescent health care, menstrual cycle, pregnancy in under age, early registration,
proper care during pregnancy, risk sign during pregnancy, institutional delivery, physical and
mental growth of new born child, breast feeding practice, child immunization, RTI and preventive
measures, sexually transmitted diseases, family planning devices and their use in Jaleswar Block,
Balasore District through the mechanism of capacity building, network and coordination with
existing health system and structure to improve the reproductive and child Health status of women
and children in 12 villages of Jaleswar Block.

13. Awareness and Screening Camps on Diabetes
During the reporting period ARM has organized 2 awareness and screening camps on diabetes. The
duration for each camp was for 1 day. The main objective of this program was to create awareness
among the villagers about diabetes and get them access to diabetes screening. 1 camp was
organized at village Parulia in Baliapal block in Balasore district in Odisha on 6th
February, 2014.
The other camp was organized at village Bishunpur at Baliapal block in Balasore district in Odisha
on 10th
March, 2014. On the average 82 to 85 villagers attended each camp. In the first camp 48
villagers were screened for diabetes. Out of 48 people screened for diabetes 17 villagers were found
with high blood sugar level. In the second camp 52 people were screened for diabetes. Out of 52
people screened for diabetes 19 were found to be with high blood sugar level. The people found
with high blood sugar level were referred to the primary hospital of ARM for further treatment.
Awareness Camp among the School Children on Diabetes and Lifestyle Modification
During the reporting period ARM has conducted 1 awareness camp among the school children of
AVM School at Parulia village regarding diabetes and lifestyle modification. The main objective of
this camp was to create awareness among the school children about diabetes, different other non-
communicable diseases and lifestyle modification. The camp was organized at the AVM School at
Parulia village in Baliapal block in Balasore district in Odisha on 5h
September, 2013. 98 students,
5 teachers and 34 parents attended the camp. Different resource persons were invited in the camp
for generating awareness among the school children on diabetes and lifestyle modification.
Audiovisual aids, posters, leaflets, pamphlets were used as the medium for awareness generation.
Training Program of the Grass-Root Health Workers on Diabetes
During the period from 8th
to 9th
September, 2013 training program was conducted for 25 grass-root
health workers on diabetes at the community hall of ARM at Parulia village in Baliapal block in
Balasore district in Odisha. The main objective of the program was to build capacity among the
grass-root health workers on diabetes. The training program was participatory. Different resource
persons like doctors and health professionals were invited as the trainer for the training program.
World Diabetes Day Campaign
As usual as the earlier year this year also ARM has conducted World Diabetes Day Campaign at
Parulia village in Baliapal block in Balasore district in Odisha. The villagers, staff of ARM, school
children of ARM, teachers of ARM actively participated in the World Diabetes Day
Campaign. Rally, quiz competition, drawing competition, walk show highlighted the
occasion. This campaign created mass awareness among the villagers about
diabetes.

15. NABARD Pilot project for Augmenting Farm Productivity in Balasore District
The project has been financed by the NABARD-Regional Office Bhubaneswar. The overall goal of the
project is to maximize the income of the poor farmers in a sustainable way to optimize their production
level. ARM has implemented this project at Baliapal and Bhgarai Bock.The main moto of the project is
to create awareness and transfer of low cost technology to reduce the farm productivity with the selected
farmers. Looking into the technology the impact will be on other farmers towards the low cost
technology. ARM is implementing since 2012 Khariff season and has given the hard efforts in 27
Grampanchyats of Baliapal Block and 32 Grampanchayats in Bhogari Block.
With the team spirit and sincere efforts of 10 no of agriculture technical Specialist and 29 no of
Programme organizer, two block Coordinator and two accountants in both the Blocks the following
activities done during this year.

Seed Village Programme
Seed Village Programme Khariff -13 and Rabi -13-14
During Khariff -13 and Rabi 13-14 season NABARD Pilot project has been supported the seed cluster programme
looking into the deficit of good quality of seed in time with the farmers of Balasore District. Various Precautions has
been taken in to consideration for the procurement of good quality of seed locally, like use of foundation seed, no other
variety transplanted inside the patches of seed village, use of low cost technology for the increase in productivity,
farmers trained on different techniques to be used during the time of preseason, Planting, Plant protection, Rouging,
Harvesting period. Different officers from dept. of Agriculture for the verification for the approval of the seed cluster.

19. ARM as the partner of the Give india Mumbai has done the tremendous work in the operational
area which is very good appreciation from the beneficiaries Helping the distressed is always an
excellent idea. Esteemed Give India has come forward and arranged donors around the country
and abroad who have helping small funds to the belonged man and children divorcees and destitute.
Over the year ARM has been able to mobilize small grant through Give India and assisted the
cause of deprived children and backward people of balasore district. Thanks to the efforts of give
india and the valued donors.
The helpless poor aged people in the villages who were in need of the clothes, Blankets, Mosquito
nets for male and for female sari, Blouse, Blanket, Mosquito net provided by Give India in the
leadership of ARM which created a ray of hope for living better.
The High School and up school students provided Uniform, chool Bag, shoes, reading writing
materials which make the poor students more enthusiastic towards reading
To protect the poor families from Malaria and other diseases 2 no of Mosquito Nets distributed to
each selected family to make them healthy and to reduce the cost of expenses on medicine.

With the support from Give India the 200 no of poor patients who were unable to purchase
medicine were provided free medicine to cure from the diseases at the PHC (N) Paschimbad which
is managed by ARM in Public Private Partnership with Health department Govt. of Odisha.
To make the women empower and economic sustainability 20 no of Poultry chick, Feeding to
poultry and support for the construction of shed for the poultry has been provided to the selected
poor women of the operational area.
To make the poor women self reliant and economic support to the family 10 no of women from

21. ACA Best seller fund
During the year cyclone phailin affected to the state of Odisha as well as Balasore District. Loss of houses, agriculture field make
the people homeless and bread less and lost their Job. Looking in to the hard situation of the affected people ACA bestseller fund,
Denmark extended the funding support to rehabilitate the homeless families in Baliapal Block to construct low cost houses and
economic rehabilitation to the poor and help less family. This year ARM have done the planning for the construction of houses and
supplied the building materials to the beneficiary selected by the ARM Volunteers Simultaneously the survey conducted for the
selection of beneficiary for the economic rehabilitation assistance. We have started the Project in the month of February 2014.

22. Disaster is a die-hard enemy of north Balasore for its riverine coastal location. Much of
the sweat out resources and progress of the inhabitant community have been washed
away by recurring flood or else marooned by devastating cyclone. Amidst it all, the risk
prove population have thrived the ill impacts and stayed on.
ARM in the context, has meticulously marked the determination of the affected people
and tried to strengthen their resilience in an organized and skillful manner. Starting from
risk prove are survey to community organization (VDC) capacity building-risk
preparedness and rescue training as well as community assets creation activates have
been promoted through various participatory project of CASA ,Kolkata. ARM has been
facilitated the project without finance for successful of the project.

24. Farmer’s Training:
ARM has been initiated the step for the improvement of the agricultural production in baliapal Block in
collaboration with NABARD Bhubaneswar organized farmers training programme at Baniadiha
Grampanchayat and sensitized to 240 no of farmers in this programme. The resource person from the
Agriculture department and other technical persons attended to make aware on the low cost farming, use
of Bio fertilizer, availability of farm mechanization, methods of SRI, Line transplantation and different
schemes related to agriculture was informed to the farmers.
Kishan Mela:
On 26.5.13 a Kishan Mela was organized at Krushi Vigyan Kendra, Baliapal with the support from NABARD
Bhubaneswar to make the farmers aware on the new variety of seed, new farm mechanization, new
schemes for the farmers, low cost farming demonstration, new variety of fertilizer, pesticides was
demonstrated for which the farmers had a good information and interaction with the resource persons and
the increased the knowledge on agriculture and different techniques of agriculture farming.
Fishery Training:
The climate and soil is pro for the farming of fish at Baliapla Block. Lack of knowledge among the farmers
regarding fish farming is very low in this block and the progress of fish farming is very low. Looking into this
and to fill the gap among the fish farmers and the line department ARM in the collaboration with NABARD
Bhubaneswar organized 5 no of technical training programmes where 125 no of fish farmers increased
their capacity and knowledge on the fish culture like identification of seedling, preparation of pond,
Management of pond, care for the fish, disease management, feeding for the fish, etc. This initiative of ARM
was praised by the participants and suggested for more training programmes to make the fish farmers
update on different techniques for fish farming.
Fishery Workshop:
To interact with the line department of fishery and fish farmers and different stakeholders ARM with the
support from NABARD Bhubaneswar organized 3 no of workshop at Chaumukh, Badas, and Pakmudi
village and sensitized 235 no of participant. With the participatory interaction of the stakeholders solved
different problems, queries and updated their knowledge on fish farming.
Rural Godown Meeting:
To create more and more rural godowns through the government schemes ARM has organized the meeting
cum awareness programme at ARM conference hall and sensitized 75 no of interested farmers for the
construction of rural godowns. The participants were sensitized on the scheme of rural godown from the
line department resource persons. With their interaction the farmers were aware about criteria for the rural
godown. First of all the site where the communication is good, availability of electricity, security of the
godown, nearest to Bank, availability of boundary,
Orientation Training of SHG Members
Women SHGs promoted by ARM in small rural pockets are untrained and un organized to lead themselves.
Looking into ARM has organised the orientation training on the capacity building on Book keeping &
financial management and Leadership development training to SHG members for whom they can be self
sufficient to manage their SHG and the Finance towards the entrepreneurship development for their self
sustainability.
Tailoring Training
25 destitute women were under gone training cum orientation for the up gradation of their knowledge and
skill on tailoring cutting and embroidery during this year with the special effort and looking into the need of
the women taken training earlier. The master trainer trained to the women and with this enhancement of
knowledge the women can earn more and their support to their family income will increase 25% more and
their living condition increased better than earlier
