The issue of long-term permanence is primarily a concern about storage security—whether or not the CO2 is going to stay in the subsurface. Although this is mainly a technical challenge, the potential for leakage raises issues around: long term liability, financial considerations such as insurance coverage and risk premiums, environmental effectiveness, health and safety and intergenerational issues.
