  1. Formulate a conceptual framework based on research evidence, good practice, and Bank operational experience. Communicate, in a standardized and accessible way, “what matters most” in terms of policy goals Develop rubrics to classify policy according to stages of policy development Validate the conceptual framework and rubric with country counterparts and development partners in client countries Collect policy data with key informant survey to map a country’s policies onto the stages of development rubric Prepare country reports for countries/Bank staff who “buy in” Construct knowledgebase to compare policy across countries using the conceptual frameworks and the standardized terminology Help countries apply guidance to improve their systems
