HIGHER EDUCATION EMERGENCY RELIEF FUND (HEERF) DISTRIBUTION GUIDELINES
DRAFT 4-29-2020
1. A curriculum(CU) studentmusthave beenenrolledinatleastone curriculumclass,whichhasa
seatedclasscomponent, asof March 9, 2020 for the spring2020 semester. Studentswhowere
solelytakingonline classes asof March 13th
are not eligible.
2. A curriculumstudentmustsubmitthe Free ApplicationforFederal StudentAid(FAFSA) andbe
deemedTitle IV eligibleasdefinedbySec.484 of the HEA bysatisfyingthe followingcriteria:
 Be enrolledoracceptedforenrollmentina degree orcertificate program;
 Notbe enrolledin elementaryorsecondaryschool;
 For currentlyenrolledstudents,be making satisfactoryacademicprogress;
 Notowe an overpaymentonTitle IV grantsor loans;
 Notbe indefaultona Title IV loan;
 File "as part of the original financialaidapplicationprocess"acertificationthatincludes
 A statementof educational purpose;
 Student'sSSN;
 Be a U.S. citizenornational,permanentresident,orothereligible noncitizen;
 Have returnedfraudulentlyobtained TitleIV fundsif convictedof orpledguiltyorno
contestto charges;
 Nothave fraudulentlyreceivedTitleIV loansinexcessof annual oraggregate limits;
 Have repaidTitle IV loanamountsinexcessof annual or aggregate limitsif obtained
inadvertently;
 Have Selective Service registrationverified;
 Have Social SecurityNumberverified;and
 Nothave a federal orstate convictionfordrugpossessionorsale,withcertaintime
limitations.
3. Students whose FAFSA is selectedforthe verificationprocess will be askedtosubmitadditional
documentation.However,completingthe verificationprocessisnotrequiredforfundingunder
HEERF unlessthe studentisselectedforthe V4or V5 trackinggroup. Studentswill be required
to complete the statementof educational purpose,whichisincludedunderSection484.
4. EligibilityforstudentsreceivingfundspriortoJune 30, 2020 is basedonthe 19-20 FAFSA.
EligibilityforstudentsreceivingfundsafterJune 30,2020 is basedonthe 20-21 FAFSA.
5. Studentsmay applyforfundingbysubmittingthe appropriateFAFSA,if theyhave notalready
done so,and complete ashortonline applicationstatingthats/he wasaffectedbythe campus
disruptiondue tothe coronavirusoutbreak.
6. Full-timeamountsawardedwouldbe basedonastudent’sestimatedfamilycontributionfigure
(EFC) fromthe FAFSA results.Aidwill be proratedbasedonenrollmentasof March 9, 2020.
ClassesbeginningonMarch 10 will be includedunlessthe studentwasreportedas never
attending(noshow).
 Studentswitha0 EFC (greatestfinancial need):
o Full-time$1,250
o Three-quartertime $1,000
o Half-time $750
o Less-than-half-time $500
 Studentswith1 – 5576 EFC (Pell eligible range):
o Full-time$1,000
o Three-quartertime $750
o Half-time $500
o Less-than-half-time $250
 Studentswith5577 or higherEFC:
o Full-time$750
o Three-quartertime $500
o Half-time $250
o Less-than-half-time $125
7. Studentswhoreceive fundingare notrequiredtorecordortrack how it isspent. VGCC,
however, will be requiredtoreport:
 How funds were distributedtostudents;
 The amount of each grant awardedtoeach student;
 How the amountof eachgrant was calculated;and
 Anyinstructionsordirectionsgiventostudentsaboutthe grants.
The firstreport mustbe submittedwithin30daysof signingthe certificationform, andevery45
daysthereafter.EDhas not yetreleaseddetailsonthe methodof reporting.
These guidelineswillbe followedsubjecttothe availabilityof the minimumfundingtoStudentAidof
the CARES Act.

VGCC, however, will be requiredtoreport:  How funds were distributedtostudents;  The amount of each grant awardedtoeach student;  How the amountof eachgrant was calculated;and  Anyinstructionsordirectionsgiventostudentsaboutthe grants. The firstreport mustbe submittedwithin30daysof signingthe certificationform, andevery45 daysthereafter.EDhas not yetreleaseddetailsonthe methodof reporting. These guidelineswillbe followedsubjecttothe availabilityof the minimumfundingtoStudentAidof the CARES Act.
