INCREASED LIMITS – Increases the limits for cost-
effective energy efficiency improvements to the
greater of 5% of the appraised property value or 2%
of the maximum mortgage limit.

AUTHORIZATION – $2 Billion; Appropriation pending
ELIGIBLE ACTIVITIES –

– Establishing financial incentive programs for energy
efficiency improvements (e.g., loan programs, rebate
programs, waive permit fees);
– Providing grants to nonprofit organizations to
perform energy efficiency retrofits;
