1. Be Proactive
2. Begin with the end in mind
3. Put first things first
4. Think Win-Win
5. Seek first to understand, then to be understood
6. Synergize
7. Sharpen the saw
EXTERNAL (SOCIETY) | INTERNAL (SELF)
Be proactive…
Be proactive…
PREPARE FOR THE FLOOD!
 125,000++ new BPM jobs per year (minimum) nationwide
 4,000++ vacancies in Clark alone (no immediate end in sight)
 70,000# new BPO jobs committed in Clark
#Capilion of SG / source: CDC-Mktg.
 40,000* college graduates for entire Central Luzon (260 schools)
*needs confirmation by CHED
 3-4 Companies in Clark involved in Dual Training; O BPOs
 No current TWSP scholarships in ICT (via ICTCs)
 No standard competency/employability index
 No continuous synchronized instructional standard
Points to ponder…
What may happen tomorrow?
What do I do with my time, today?
How can I maximize my opportunities?
Begin with the end in mind…
Begin with the end in mind…

Points to ponder…
What do I want to be?
Why did I choose IT as my course?
How do I envision my future in this field?
Put first things first…

STRATEGIC THINKING
WHAT DO I WANT? -- NEED

WHO CAN HELP ME? – NETWORK
WHY DID WE FAIL/SUCCEED? – EVALUATION -- INNOVATE
Seek first to understand, then be understood

CLARITY OF DEMAND + SUFFICIENCY OF SUPPLY
Seek first to understand ….
GAP [void, discrepancy, mismatch]
A gap exists because there is an incongruence
In SUPPLY and DEMAND. The gap is Bipolar.
THE TALENT FACTOR – BRIDGING THE GAP
Defining the “GAP” – SUPPLY SIDE
 Low employability [unfilled vacancies] - Quality
 Limited pool [geographic expansion] - Quantity
Indicators:
1. Language proficiency [comprehension, control]
2. Language efficacy [confidence, customer-orientation]
3. Cyber literacy [updating, upgrading]
4. Unrealistic career choice [popularity vs. potential]
5. Societal norms [morals, values, media, influence]
6. Self-employment & migration [asset is also the liability]
7. No active referral network [competition & poaching]
8. Intra/Extra-academic training [traditional vs. non-traditional / HEI-TVI]
THE TALENT FACTOR – BRIDGING THE GAP
Defining the “GAP” – DEMAND SIDE
 High qualification standard [Expectation]
 Career & employment [Perception]
Indicators:
1. In-house training [general vs. specific]
2. No Near-hire catchment program [20-30% potential hires]
3. No Far-hire catchment program [70-80% potential hires]
4. Unclear career path [dead-end-job image]
5. Referral Bonus Wars [machine gun vs. sniper]
6. No Dual Training program [hire vs. educate]
7. No centralized pooling [in-house vs. shared pool]
8. Labor and work-life balance issues [no labor representation]
Points to ponder…
What are people’s expectations of me?
Do I recognize and accept my responsibility?
Am I willing to improve myself?
Think WIN-WIN
Think WIN-WIN
-Outsourced ICT operations need not be confined to NCR
-Countryside investment will decongest Metro Manila
-Talent from the regions will be granted more
employment opportunities
-Employment must not hinder Entrepreneurship
-An original Philippine ICT will strengthen our global
competitiveness
-An empowered citizenry means an empowered nation
IBPAP, ICTO, Tholons Analysis
Advantage Scale
30% now done outside Metro Manila
Points to ponder…
Would you rather be employed or self-employed?
Would you rather work here or abroad?
Do you know what it takes to start a business?
Synergize!
SYNERGIZE!

Points to ponder…
HARDWARE + SOFTWARE + KNOW-WARE (PEOPLE-WARE)
WITHOUT KNOW-WARE… YOU GET NOWHERE
PUTTING THE “KNOW” IN KNOW-WARE
KNOWLEDGE + IMAGINATION = INNOVATION
Sharpen the saw…

Sharpen the saw…
Points to ponder…
How can I improve my skills?
Who can I have as a mentor?
HOW CAN I CONTRIBUTE?
In Conclusion
Knowledge in ICT gives you a competitive edge whether as
an employee or an entrepreneur.
Innovation is the name of the game. There are no new
Ideas… only innovations.
Build your support NETWORK. No one ever succeeds alone.
Never stop dreaming. Nothing is impossible.

  • 15. CLARITY OF DEMAND + SUFFICIENCY OF SUPPLY Seek first to understand …. GAP [void, discrepancy, mismatch] A gap exists because there is an incongruence In SUPPLY and DEMAND. The gap is Bipolar.
  • 16. THE TALENT FACTOR – BRIDGING THE GAP Defining the “GAP” – SUPPLY SIDE  Low employability [unfilled vacancies] - Quality  Limited pool [geographic expansion] - Quantity Indicators: 1. Editor's Notes

  1. As you can see, the Organizational Structure for the FOO is very small, but the individuals that will take on these roles have to have highly technical qualifications.
  2. The ICT Office aims to have an integrated framework network, services, applications, and content. We also aim to determine the institutional, legal, and regulatory mechanisms to manage the framework. In order for this Program to be successful, policies and plans from its stakeholders should be adopted.   Our major targets for this Program include:   - Development of plans and policies relative to the implementation and adoption of infrastructure, systems and applications and other related framework.   The key project here is what we call the National Broadband Plan. To illustrate, in the Philippines, 83 percent of public schools do not have Internet access. The ICT Office believes that if we engage the industry and other stakeholders to take on this, the benefits of ICT can be brought to everybody.   We also want the ICT ecosystem to be safe, which is why we also have the Cybersecurity Program. We are putting safeguards to ensure that the welfare of Filipinos and industries are taken cared of when accessing the Internet.
