Introduction
Corby Borough Council and their Sport Development Department contribute to the
development of the community through provision of sport. Through identifying the
relevant management themes and critically evaluating, this piece of research
explores whether or not Corby Borough Council’s strategic management for the
provision of sport is meeting the needs of the local community? Focusing on
evaluation of the effectiveness of the management of Corby Borough Council’s Sport
Development Department.
Hypothesis
When asking the question concerning Corby Borough Council Sports Development
Department; ‘does the provision of sport meet the needs of the local community’, a
number of different factors need to be explored. I believe that the money being spent
has to be effectively worthwhile to have a positive impact by meeting the community
needs. The local authority possesses various facilities these need to be easily

accessible and offer a range of appropriate opportunities to accommodate the
populace.
Review of Literature
Eady (1993) describes sports development as “the process which enhances
opportunities for people of all ages, degrees of interest and levels of ability to take
part, get better and excel in their chosen sport activities”. As I consider the council in
sport development should not be prejudiced towards people whatever their age,
religion, ethnicity, nationality, sexual preference, or social status. Further backed by
Dr Ian Thomson in 1992 stating “Sports development is a process whereby effective
opportunities, process, systems and structures are set up to enable and encourage
people in all or particular groups and areas to take part in sport and recreation or to
improve their performance to whatever level they desire”.
Though I firmly believe the participants must be at the heart of the development;
since they are the people who be using the products and service being provided by
the council. As the opportunities being created by the Sport Development
Department are the ones who are required to sustain the co-ordination of being able
to manage the participant’s requirements. Yet the local authority has to be
sufficiently adaptable to reach them.
Corby Borough Council 2007-10 Sports Development Strategy (Appendix 2) includes
their Mission Statement: “Working together for the future to improve the Quality of life

for the people of the Borough”. The Mission Statement: “Corby Borough Council
working in partnership with other agencies and the local community will work towards
building a stronger, healthier and more active community”. (Appendix 2.) Therefore I
trust the council’s uses business values which present various chances for
individuals to be involved in local recreation. Along with judging their support of
latest services and activity sessions; because each resident has a privilege to go to
nearby place for safe recreation. Since I believe the Sports Development department
objectives are presenting better entry and improved chances in physical activity and
sport to the complete community.
Methodology
Using quantitative data impact can be measured and analysed to identify the
effectiveness of Corby Borough Council as well as employing qualitative data to help
explain the reasons for their contribution to sports. Whenever collecting this
information it is essential that the data is representative of the population in terms of
age, gender, socio-economic background and ethnic origin. The community views
are regularly heard to defining future services and products being provided by the
local government.
The criteria being used to prove or disprove the hypothesis is;
Examine the number of participants from the different age brackets.
Research the various partners of the borough council.
Compare the money spent on sports development in different councils of
the county.

See if there are enough facilities for the different areas of Corby and
Test peoples satisfaction with the services being provided.

Findings/Results
The total population within the
Borough of Corby was just
over 53,000 as at the 2001
census. (Appendix 2.) Sports
Development offers
opportunities for guidance,
training and provision to the
local community, sport clubs,
coaches, leaders and
schools. They organise a
range of events like holiday
sport activity camps and recreational activity sessions. Also run supervision with
funding applications, club mark accreditation. (Appendix 2, 3, 4 & 9)
Corby’s range of development services and venues; Corby Lodge Park Sport Centre
is a large leisure centre, Priors Hall Golf Course, East Carlton Country Park, a Corby
Tennis Centre, International Swimming Pool, West Glebe Park and Rockingham

Triangle Sports Stadium. (Appendix 2, 3, 4 & 9) Emphasised in One Place
Organisational Assessment In the past 12 months, several projects have led to real
improvements for the area. (Appendix 11)
Supported by regular The Place Survey, participation levels of people taking part in
moderate sports activity, 3 times a week, higher than the average score countywide,
regionally and nationally. Plus showing satisfaction with sports provision in the town,
which again was higher than the county, regional and national average. Sport
England market segmentation shows the population of Corby (Appendix 3 & 4)

Corby ranks 75 out of 354 local authorities in the Index of Multiple Deprivation, and
18 of its Super Output Areas are in the top 20% nationally, with four in the top 10%.

Lower life expectancy and low levels of physical activity comes from smoking,
drinking leads to cancer, heart disease, other illness and injury. (Appendix 2, 4 & 11)
Corby Borough Council works in many partnerships with most notably
Northamptonshire PCT and Sport England assisting focusing significance groups
recognised by the Active Peoples Survey. (Appendix 7 &10)
Corby Sports Awards held annually to showcase the borough’s sportswomen, men,
schools and local sports clubs. (Appendix 6) Numerous playgrounds and community
centres for younger children are located throughout the borough. (Appendix 2, 8 &
10) For instance Adrenaline Alley one of the largest skate and BMX parks in Europe,
this is aiding improvement of adolescents wellbeing. (Appendix 11)
Brief Discussion
Consequently council’s most recent sports development strategy reflects the trend
by putting the importance on youths and elderly groups from the community. The
local council I believe fulfil their responsibility for the development provision for sport
to the community. This in return helps to improve the health and wellbeing of
residents. However if I were to do this research again I would do community
consultations, interviews and surveys of the populace. Subsequently question the
satisfaction of the products and/or services being provided by the local government
to give an in-depth report. This significantly helps determine “does the provision of
sport meet the needs of the local community”.
