3. Brief
• All the teams will send one leader on stage
• Total teams: 14 teams. 7 team will represent color Yellow, 4 teams will represent color White and 3
teams will represent color Black
• Every team should get one color paper cloth to tie them around their head or arm. If there are 12
people in each team then we need:
84 head straps of Yellow Color
48 head straps of White Color
36 head straps of Black Color
• Color Representation:
• Yellow: Public
• White: Protestors
• Black: Government
4. Set up
• The entire activity will be executed at the lawn – open area
• All the facilitators will play a role of Police Department and they will handle the participants with
firm attitude.
• 6 chairs will be placed in the center where dialogue will take place between the mischief makers,
public and government.
• Protestors are trying to make sure that their demands get accepted, Government wants their rule to
be enforced and public wants a resolution so that they can operate peacefully
• Two circles will be encircled around the chairs. The first circle will have all the government people
• The second circle will be formed around the first circle. Participants representing public stand there
• Protestors will be standing outside both the circles and they will try to breakthrough the circle and
damage the government through painting their shirt black

Papers and pen to decide a mutual agreement
Whistles for the police to control the public and mischief makers
6. Scenario
The local Government has increased the sales tax on electricity by
26%. The additional amount is imposed to generate revenue so that
Government can pay off their debts. (Note: Government has raised a
lot of debt for their own luxuries)
The sudden increase in taxes has caused a chaos everywhere and a group of people have decided to
attack the Parliament and bring down the government
(The protestors are backed up by the opposition party and they have got weapons too)
This increase in tax has raised concerns for the local people. They are in favor of
the agenda protestors are carrying but they don’t want any violence. (Note: They
need to protect the government or otherwise their life can be in immediate threat)
