11. Resolution: tasks of Member States
a) to initiate or advance the activities presented in the evidence-informed policy-
making (EIP) action plan
b) to strengthen national health information systems and support the process of
aligning health indicators
c) to promote national health research systems to generate evidence on priority
issues
d) to set up mechanisms for increasing the use of evidence, as well as building
capacity and developing new tools for promoting knowledge translation
e) to document, report and evaluate the experience of evidence-informed policy
formulation
f) to ensure that evidence, information and research are used, inter alia, in the
formulation of national Health 2020 policies and all other health policy agendas

12. Resolution: tasks of the Secretariat
a) Strengthen country capacity: to support the implementation of the EIP action
plan by providing leadership, strategic direction and technical guidance to
Member States while respecting national, regional and international legislation
and the mandates of relevant bodies
b) Convene: to intensify collaboration and knowledge exchange of all institutional
stakeholders towards an integrated health information system and to strengthen
public health research systems in the WHO European Region
c) Demonstrate progress: to monitor and evaluate progress towards strengthening
the use of evidence, information and research through regular reporting and
analysis, documenting national strategies and experience
d) Be accountable: to report back to the Regional Committee on the
implementation of the action plan

big shift during the RC: broadening of the action plan
The mantra: global evidence for local decision making suggests that countries can take the wealth of evidence that exists and adapt for the local context
This mantra doesn’t work: global evidence is often not adaptable, addresses local context and is not timely and readily available
Countries need local evidence from national HIS amd HRS. Together with knowledge translation mechanismn, countries have ownership what is needed to address local challenges
Therefore, the regional action will build and strenghten country capacity in these 3 areas: HIS, HSR and knowledge translation at national level
