The policy accelerators, based on the best available research and practice, highlight high-impact entry points for rapidly advancing progress in primary health care.
The aim of the policy accelerators is to provide guidance to policy-makers in prioritizing evidence-based innovations for timely implementation and scale up. Importantly, these policy accelerators include the use of performance intelligence. They are accompanied by “digital pointers”, which briefly describe relevant information technology solutions.
I would like to give you a bit of historical background about the policy accelerators. Some of you may be puzzled about why they are being introduced now, worrying that they are inconsistent with the Operational Framework for PHC guiding implementation of the Astana Declaration. The answer is simple, they were started much before the preparation of the Astana Declaration after the adoption of the Framework on Integrated Health Services Delivery.
I want to leave you with one number which conveys the importance of the need to scale up PHC: 34.5 MILLION years of life were lost in 2017—21% of all premature mortality in the WHO EURO region—because of high systolic blood pressure. This ought not be the case. We know how to diagnose and treat hypertension and it is not costly. It is one of the most basic tasks of primary health care. Yet, it is the second ranking risk factor behind dietary risks contributing to premature mortality. For this reason, I hope you will support the implementation of the Astana declaration and the evidence-based policy accelerators as part of the Operational Framework for Primary Health Care.
