Describe the community needs that
your project will address.
The two communities inside Sembe City are among the
poorest and neglected areas in the city. This is despite the
rapid urbanization in other parts of Sembe. The
communities in these two areas are composed of mostly
families living below the poverty level and whose
sanitation and health needs are often neglected.
18. How did your project team identify these
needs?
Sembe City is the country’s second largest city with a total
population of 12,876,000. The Ministry of Water and
Sanitation reports that 54% of the population has access to a
safely managed water and 42% have access to safely managed
sanitation services. The institutional statistics for water and
sanitation in Bali, particularly in schools, depict a more
troubling scenario. Only 43% of urban primary and secondary
schools are reported to have safely managed water supplies and
36% safely managed sanitation.
A focus group of students at Lenette Elementary School and
Western Bicutan High School was conducted by the Rotary
Western Sunrise Club with the aim to gain a better
understanding on the underlying water and sanitation problems.
School administrators were also interviewed to understand what
solutions they believe will help address students’ concerns.

How did your project team identify

The specific problem we will address through this grant
was realized through an analysis of the current situation
of the toilets and washroom facilities in Lenette
Elementary and South Busino National High School
Sembe City. Under the current service standards set by
the Balian Department of Education (BDoE), a multi-
grade restroom ratio should be 1 washroom per 50
students. Hence, Lenette Elementary School and South
Busino National High School were selected for this
engagement. Lenette Elementary School has a student
population of 9,600 and South Busino National High
School hosts 5,600 students. All restrooms assessed were
less than 50% functional. Two of the five functioning
restrooms of the school have no access to water. Students
are oftentimes forced to keep those restrooms clean by
filling up water gallons from another part of the school.
By looking at the two school’s 2018 to 2019 enrollment
figures, the disparity of the ratio becomes obvious.

With the resources that will be given by the Rotary,
the Project team plans to rehabilitate the existing
restrooms for the two schools to have a more
sanitary toilet and washroom facilities compared to
the dilapidated ones that they have. It is also
important to note that the grant will also address the
installation of accessible water to keep the children
healthy.
