Subject: Filing of complaint
Sir, Madam
Public notice is hereby given that I, Vo Quang Luc, write to you to inform you of several violations
known to the general public which have been for years and are still being committed in Abidjan
against me the complainant.
I, the complainant, continue a continual collection of evidence and testimonies in my investigations
therefore I formally ask you, in my full capacity, in the name of the law, not to close this filing of
complaint without having granted me a solemn hearing and have read all the information.
I, Vo Quang Luc, totally healthy in body and mind, declare that for all the facts described in this
document I am ready to take an oath before a court as a civil party.
I would like to point out to you that there are millions of witnesses to the facts described in this
document, many of these witnesses residing in Ivory Coast and many also residing abroad who can be
invoked to support my present declaration.
All the people complicit in these violations of the law for which I am filing a complaint are also
identifiable upon your simple request.
On November 1, 2018 in Bali, Indonesia, I was detained by the Indonesian immigration services for
overstaying my visa.
Following this incident I spent 1 month in detention in the premises of the Indonesian immigration
services.
On December 1, 2018, thanks to my lawyer in Indonesia, for whom I can also provide you with all the
contact details, I was released and deported from Bali to Abidjan.
Since my return to Abidjan I have discovered that my communication devices and my places of
residence are under constant surveillance of microphones and hidden cameras, and since then this
has been the case until October 28, 2023.
All private information that is obtained by the perpetrators of this illegal surveillance is then
published to the general public without having received my prior consent.
This is a direct violation of all laws protecting citizen privacy.
A large defamation campaign is being waged against me by various public and private sector actors
involved in this illegal surveillance.

2. This smear campaign continually puts my existence in danger as well as the existence of all my loved
ones. It also harms my reputation and keeps me away from all forms of work opportunities or social
relationships.
Individuals residing around me are instructed to continually harass me and control my every move.
They are also instructed to put harmful substances in the food I eat and this has even created health
problems for me on several occasions.
Threats towards me and towards members of my family are continually repeated in order to prevent
me from pursuing any demands for investigation and justice.
The facts described in this document have been repeated by the authors of this illegal surveillance in
all my places of residence since my departure from Indonesia, in Ivory Coast in Bouaké, in
Yamoussoukro and in Abidjan, in Morocco, in Madagascar, in Ethiopia and also in Kenya.
Witnesses have reported to me the possible involvement of secret societies domiciled in Ivory Coast,
more particularly the Grand Lodge of Ivory Coast, G.L.C.I, a Freemasonry society, in the violations of
the law of which I am a victim.
It is also to my knowledge that an inheritance procedure is currently underway of which I am the
beneficiary and that sums of money of which I am the beneficiary have been misappropriated.
These are facts that I strongly support based on much information I have seen over many years.
The Grand Lodge of Ivory Coast is an organization whose many members are suspected by local and
international media of activities including drug trafficking and extortion.
These are organized crimes of which this company is suspected by the local and international media.
Consequently, I wish, for these facts, to file a complaint against X and request the start of an
investigation to which I would provide all the necessary information and resources.
Thank you for considering this letter as a complaint.
Let all parties concerned and affected know that I, the undersigned, Luc Quang of the Vo family, born
August 6, 1987 in Abidjan, hereby clearly, specifically and unequivocally state my requests.
-Request 1:
I ask that all divisions competent for the identification and prosecution of individuals responsible for
the violations of the law mentioned in this text be mobilized upon receipt of this letter.
-Request 2:
I ask that a hearing be prepared for me upon receipt of this letter in order to present my testimony to
the authorities.
-Request 3:
I request to be a civil party during the legal proceedings.
-Request 4:
I request a criminal investigation into the activities and members of the Grande Loge de Cote D’Ivoire
organization.
-Request 5:
I request the definitive dissolution of the Grand Lodge of Ivory Coast organization due to these
criminal activities.
I hereby affix my signature to all assertions in this entire document with the express reservation of all
my inalienable rights and my specific common law right not to be bound by any contract or obligation
which I do not I have not entered into it knowingly, voluntarily, and without misrepresentation,
duress or coercion.
A copy of this notice is kept in my office for record and any other necessary action.
You are also advised to keep the copy safe as you would be required to produce it in court.

3. In order to ensure the execution of the claims mentioned in this notice, a copy has been filed with the
following organizations:
1.The International Court of Justice (ICJ), and,
2.The general secretariat of Interpol, and,
3. The United Grand Lodge of England (UGLE) and,
4. the French National Grand Lodge, and,
5. The tribunal of the Holy See of the Roman Rota,
If you believe that your office is not processing this request, I authorize and request that you notify
me and forward my request to the responsible officer.
A copy of my passport is attached to this declaration as Annex A.
Pending the action you will give to this letter, please accept, Madam, Sir, the expression of my highest
consideration.
